Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร (2) ศึกษาเปรียบเทียบประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ในแต่ละเรือนจำ/ทัณฑสถานในเขตกรุงเทพมหานคร (3) ศึกษาปัจจัยต่างๆ ที่มีอิทธิพลต่อประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร (4) เสนอแนะนโยบายและมาตรการต่างๆ ในการที่จะทำให้การปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร ให้มีประสิทธิภาพและประสิทธิผลมากยิ่งขึ้น การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยประชากรที่ศึกษาเป็นเจ้าหน้าที่ราชทัณฑ์ที่ปฏิบัติงานในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร จำนวน 1,739 คน แบ่งเป็นประชากรตัวอย่างที่ใช้แบบสอบถาม 325 คน และแบบสัมภาษณ์ผู้บริหารเรือนจำ/ทัณฑสถาน จำนวน 8 คน สำหรับสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที ค่าเอฟ และการวิเคราะห์ถดถอยเชิงพหุ ผลการวิจัยพบว่า (1) ระดับประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ที่ปฏิบัติงานในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร ไม่ต่ำกว่าร้อยละ 80 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ซึ่งสอดคล้องกับสมมุติฐานที่ตั้งไว้ (2) ประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร แต่ละแห่งมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) กลุ่มปัจจัยด้านการบริหารจัดการภาครัฐแนวใหม่ ประกอบด้วย การบริหารแบบมุ่งผลสัมฤทธิ์ การบริหารกิจการบ้านเมืองที่ดี และกลุ่มปัจจัยด้านบุคคล ประกอบด้วย แรงจูงใจ สมรรถนะ และกระบวนทัศน์ วัฒนธรรม และค่านิยม มีอิทธิพลต่อประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร โดยสามารถอธิบายประสิทธิภาพและประสิทธิผลได้ร้อยละ 81.4 โดยมีนัยสำคัญทางสถิติ ณ ระดับ .05 จากการวิจัยมีข้อเสนอแนะในการเพิ่มประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ราชทัณฑ์ในเรือนจำ/ทัณฑสถานเขตกรุงเทพมหานคร ควรกำหนดรูปแบบของแผนการปฏิบัติงานให้สอดรับและสอดคล้องในแต่ละแห่ง โดยเน้นหนักไปที่เรือนจำ/ทัณฑสถานในเขตกรุงเทพมหานคร ที่มีประสิทธิภาพและประสิทธิผลในการปฏิบัติงานของเจ้าหน้าที่ต่ำ เพื่อให้การปฏิบัติงานมีประสิทธิภาพและประสิทธิผลไปในทางที่ดีขึ้นเทียบเท่าเรือนจำ/ทัณฑสถานแห่งอื่นๆ อันได้แก่ มีการประเมินผล ติดตามผล และการดำเนินงานอย่างต่อเนื่อง เพื่อให้ลดข้อบกพร่องจากการปฏิบัติงาน ส่งผลให้การปฏิบัติงานมีประสิทธิภาพและประสิทธิผลที่เพิ่มสูงขึ้น
The research aimed to (1) study the level of the efficiency and effectiveness of correctional officers’ performance in Bangkok prison area, (2) conduct a comparative study of the efficiency and effectiveness of correctional officers’ performance in Bangkok prison area, (3) study factors affecting the efficiency and effectiveness of correctional officers’ performance in Bangkok prison area, (4) make a suggestion on policy and measurements for enhancement the efficiency and effectiveness of correctional officers’ performance in Bangkok prison area. This study was a survey research. Population composed of 1,739 correctional officers in Bangkok prison area, with 325 samples using questionnaires and 8 administrative officers using interview forms as instruments . Statistical tools employed for data analysis were percentage, mean, standard deviation, t-test, F-test, and multiple regression analysis. The findings showed that (1) the level of the efficiency and effectiveness of correctional officers’ performance in Bangkok prison area was not less than 80% with level of statistical significance at .05, agreeable to the hypothesis, (2) the efficiency and effectiveness of correctional officers’ performance in each prison in Bangkok were different with level of statistical significance at .05, (3) factors of new public management which were Results Based Management (RBM), good governance, and personal factors including motivation, competency, paradigm, culture, and values, all affecting efficiency and effectiveness in performance of correctional officers in Bangkok prison area, with capacity to explain the efficiency and effectiveness at 81.4% with level of statistical significance at .05. From the study, suggestions to enhance the efficiency and effectiveness of correctional officers’ performance in Bangkok prison area were the organization should assign an action plan that met the needs of each prison particularly in Bangkok area, of which correctional officers had low level of efficiency and effectiveness performance. Suggestions also included evaluation, monitoring, and continuous improvement, to reduce defects and enhance the efficiency and effectiveness of officers’ performance.
