Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) สภาพการบริหารจัดการเพื่อแก้ไขปัญหาของสำนักงานประจำศาลเยาวชนและครอบครัว (2) ปัญหาการบริหารจัดการเพื่อแก้ไขปัญหาของสำนักงานประจำศาลเยาวชนและครอบครัว และ (3) แนวทางการปรับปรุงการบริหารจัดการเพื่อแก้ไขปัญหาของสำนักงานประจำศาลเยาวชนและครอบครัว สำนักงานศาลยุติธรรม ทั้งนี้โดยใช้ 11M เปืนกรอบแนวคิดในการศึกษาครั้งนี้การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถาม ซึ่งผ่านการทดสอบ รวมทั้ง ผ่านการหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.91 สำหรับกลุ่มตัวอย่างได้แก่ ข้าราชการและลูกจ้างของสำนักงานประจำศาลเยาวชนและครอบครัวทั่วประเทศ รวม 1,200 คน การเก็บรวบรวมข้อมูลภาคสนามเริ่มตั้งแต่วันที่ 13 ตุลาคม 2551 ถึง วันที่ 5 ธันวาคม 2551 ได้แบบสอบถามกลับคืนมา 1,128 ชุดคิดเป็นร้อยละ 94.0 ของแบบสอบถามที่แจกไปทั้งหมด สถิติที่นำมาใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที ผลการศึกษาพบว่า (1) การบริหารจัดการเพื่อแก้ไขปัญหาของสำนักงานประจำศาลเยาวชนและครอบครัวมีประสิทธิภาพสูง (2) ปัญหาที่สำคัญคือ การวางแผนและการปฏิบัติตามแผนเพื่อแก้ไขปัญหาของสำนักงานประจำศาลเยาวชนและครอบครัวยังขาดความเข้มงวดและต่อเนื่องและ (3) แนวทางการปรับปรุงที่สำคัญคือควรให้ความสำคัญกับการวางแผน การนำแผนไปปฏิบัติ
และการประเมินผลอย่างเคร่งครัดและต่อเนื่อง
The main objectives of this study were to (1) the situations of management administration for resolving the problems of the Office of Juvenile and Family Court, (2) the problems of management administration for resolving the problems of the Office of Juvenile and Family Court, and (3) the improvement of management administration guidelines for resolving the problems of the Office of Juvenile and Family Court, Office of the Judiciary. The conceptual framework of 11M was applied to this study. This study was a survey research using questionnaire which was pre-tested and checked for validity, including reliability at level of 0.91. The samples of 1,200 were government officers and permanent employees of the Office of Juvenile and Family Court. The field data was collected during October 13,2008 to December 5,2008. 1,128 or 94.00% of total questionnaires distributed were gathered back. Percentage, mean, standard deviation, and t-test were employed as statistical tools for data analysis. The study results showed that (1) the capacities of management administration for resolving the problems of the Office of Juvenile and Family Court were high; (2) the important problem was the lacks of strict and regular planning and implementation for resolving the problems of the Office of Juvenile and Family Court; and (3) the important improvement guideline was the Office should perform strict and regular planning, implementation, and evaluation.
