Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพการดำเนินงานเตรียมความพร้อม ในการจัดการเรียนรู้สู่ประชาคมอาเซียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสระแก้ว เขต 2 (2) เปรียบเทียบสภาพการดำเนินงานเตรียมความพร้อมในการจัดการเรียนรู้สู่ประชาคมอาเซียนของสถานศึกษาประถมศึกษากับสถานศึกษาขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสระแก้ว เขต 2 และ (3) เสนอแนวทางการพัฒนาการดำเนินงานการดำเนินงานเตรียมความพร้อมในการจัดการเรียนรู้สู่ประชาคมอาเซียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสระแก้วเขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ สถานศึกษาประถมศึกษา จำนวน 71 โรง สถานศึกษาขยายโอกาสทางการศึกษา จำนวน 26 โรง รวมสถานศึกษาที่เป็นกลุ่มตัวอย่าง 97 โรง โดยมีผู้ให้ข้อมูลเป็นผู้บริหารสถานศึกษา รองผู้บริหารสถานศึกษา หรือหัวหน้าวิชาการในสถานศึกษา จำนวนทั้งสิ้น 194 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตรประมาณค่าเกี่ยวกับการดำเนินงานเตรียมความพร้อมในการจัดการเรียนรู้สู่ประชาคมอาเซียนของสถานศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และทดสอบค่าที ผลการวิจัยปรากฏว่า (1) สภาพการดำเนินงานเตรียมความพร้อมในการจัดการเรียนรู้ สู่ประชาคมอาเซียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสระแก้ว เขต 2 ในภาพรวมอยู่ในระดับมาก เมื่อจำแนกเป็นรายด้านพบว่า ด้านการวางแผนและด้านการปฏิบัติอยู่ในระดับมาก ส่วนด้านการตรวจสอบและด้านการปรับปรุงและพัฒนาอยู่ในระดับปานกลาง (2) เมื่อเปรียบเทียบสภาพการดำเนินงานเตรียมความพร้อมในการจัดการเรียนรู้สู่ประชาคมอาเซียนของสถานศึกษาประถมศึกษากับสถานศึกษาขยายโอกาสทางการศึกษา พบว่าไม่แตกต่างกัน และ (3) แนวทางพัฒนาการดำเนินงานการดำเนินงานเตรียมความพร้อมในการจัดการเรียนรู้สู่ประชาคมอาเซียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสระแก้ว เขต 2 ได้แก่ สถานศึกษาควรมีแผนปฏิบัติงานเกี่ยวกับประชาคมอาเซียนที่กำหนดวัตถุประสงค์และเป้าหมายในการปฏิบัติงานให้ชัดเจน ควรมีการจัดการเรียนการสอนภาษาอังกฤษเพื่อการสื่อสารได้อย่างจริงจัง ควรมีการนิเทศ กำกับ ติดตาม และประเมินผลการดำเนินงานเกี่ยวกับประชาคมอาเซียนในสถานศึกษาอย่างต่อเนื่อง และสถานศึกษาควรดำเนินการจัดหา Best Practice เพื่อส่งเสริมให้นำมาปฏิบัติอย่างต่อเนื่อง
The objectives of this research were (1) to study the readiness preparation operation in instructional management for joining the ASEAN Community of schools under Sa Kaeo Primary Education Service Area Office 2; (2) to compare the readiness preparation operations in instructional management for joining the ASEAN Community of primary schools and education expansion schools under Sa Kaeo Primary Education Service Area Office 2; and (3) to propose guidelines for readiness preparation operation in instructional management for joining the ASEAN Community of schools under Sa Kaeo Primary Education Service Area Office 2. The research sample totaling 97schools under Sa Kaeo Primary Education Service Area Office 2 consisted of 71 primary schools and 26 education expansion schools. The research informants consisted of 194 personnel of the schools classified into school directors, school deputy directors, or heads of academic affairs department of the school. The employed research instrument was a rating scale questionnaire on readiness preparation operation in instructional management for joining the ASEAN Community of the school. Statistics for data analysis were the frequency, percentage, mean, standard deviation, and t-test. Research findings showed that (1) the overall readiness preparation operation in instructional management for joining the ASEAN Community of schools under Sa Kaeo Primary Education Service Area Office 2 was at the high level; when specific aspects of the operation were considered, it was found that the aspects of planning and doing were operated at the high level, while the aspects of checking and taking action for improvement were at the moderate level; (2) primary schools and education expansion schools were not significantly different in their readiness preparation operations in instructional management for joining the ASEAN Community; and (3) guidelines for readiness preparation operation in instructional management for joining the ASEAN Community of the schools were as follows: the schools should have operational plans concerning the ASEAN Community that determine clear objectives and operational goals; they should offer relevant English language instruction for communication; there should be the supervision, monitoring, follow up and evaluation of the operation concerning the ASEAN Community on a continuous basis; and they should search for the best practice on the matter for implementation in their own schools continually.
