Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา(1) ระดับความคิดเห็นเกี่ยวกับภาวะผู้นำการเปลี่ยนแปลงที่มีวิสัยทัศน์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดพะเยา (2) ระดับความคิดเห็นเกี่ยวกับการบริหารธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพะเยา และ(3) ความสัมพันธ์ของภาวะผู้นำการเปลี่ยนแปลงที่มีวิสัยทัศน์กับการบริหารธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพะเยา การวิจัยนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการวิจัยนี้ คือ ข้าราชการ และพนักงานส่วนท้องถิ่น ลูกจ้างประจำ พนักงานจ้างตามภารกิจ และอื่น ๆ จากองค์กรปกครองส่วนท้องถิ่น 4 หน่วยงาน ได้แก่ องค์การบริหารส่วนจังหวัดพะเยา เทศบาลเมือง เทศบาลตำบล และองค์การบริหารส่วนตำบล จำนวน 2,911 คน กำหนดขนาดกลุ่มตัวอย่างด้วยสูตรของทาโร ยามาเน ได้กลุ่มตัวอย่าง จำนวน 352 คน ด้วยวิธีการสุ่มตัวอย่างแบบสัดส่วน เครื่องมือที่ใช้ในการวิจัย คือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัย พบว่า (1) ภาวะผู้นำการเปลี่ยนแปลงที่มีวิสัยทัศน์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดพะเยา โดยภาพรวมทั้ง 5 ด้าน อยู่ในระดับมาก ได้แก่ ด้านการเพิ่มอำนาจผู้ปฏิบัติด้านการเปลี่ยนแปลงองค์การอย่างเหมาะสม ด้านวิสัยทัศน์ ด้านการคิดแบบกลยุทธ์ และด้านการสื่อสาร ตามลำดับ (2) การบริหารธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพะเยา โดยภาพรวมทั้ง 10 ด้าน อยู่ในระดับมาก ได้แก่ หลักนิติธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักคุณธรรม หลักการบริหารจัดการ หลักความรับผิดชอบ หลักความคุ้มค่า หลักการพัฒนาทรัพยากรมนุษย์ หลักเทคโนโลยีดิจิทัล และหลักการเป็นองค์การแห่งการเรียนรู้ ตามลำดับ (3) ภาวะผู้นำการเปลี่ยนแปลงที่มีวิสัยทัศน์มีความสัมพันธ์กันในทางบวกกับการบริหารธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพะเยาอยู่ในระดับสูงอย่างมีนัยสำคัญทางสถีติที่ระดับ 0.01
This research has the objectives to study (1) the opinion level of visionary leadership of the administrator of the Local Administrative Organization in Phayao Province; (2) the opinion level of governance management of the Local Administrative Organization in Phayao Province; and (3) the relationship between the visionary leadership and governance management of the Local Administrative Organization in Phayao Province.This research was conducted through survey. The population used in this research were government officials and local employees, permanent employees, contracted employees, and other employees from four local government organization, such as, Phayao Provincial Administrative Organization, City Municipality, Subdistrict Municipality and Subdistrict Administrative Organization, totaling of 2,911 persons. The sample size was defined under Taro Yamada formular, obtained sample size of 352 persons by using proportionate random sampling method. The research instrument was questionnaires, which had applied the statistical methods, such as, frequency, percentage, mean, standard deviation and Pearson's correlation coefficient analysis, for analyzing the data.The research results have shown that (1) the overall score of the visionary leadership of the administrator of the Local Administrative Organization in Phayao Province, in which the overall five aspects were at the high level, such aspects include the empowerment of the authority, appropriate organizational change, visions, strategic thought, and communication, respectively; (2) the overall score of the governance management of the ten principles of the Local Administrative Organization in Phayao Province were at a high level, which were the rule of law, the transparency, the participations, the moral, the management, the responsibility, the core value, the human resource management, digital technology, and the learning organization principles; and (3) the score for the relationship between the visionary leadership and governance management of the Local Administrative Organization in Phayao Province were at a statistically significant high level at the 0.01 level
