Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันของการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษาของผู้บริหารสถานศึกษา กลุ่มสหวิทยาเขตปัญจภาคี สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสระบุรี 2) ศึกษาสภาพที่พึงประสงค์ของการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษาของผู้บริหารสถานศึกษา 3) ศึกษาความต้องการจำเป็นในการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษาของผู้บริหารสถานศึกษา และ 4) ศึกษาแนวทางการพัฒนาการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษาของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง คือ ครูในสถานศึกษาของกลุ่มสหวิทยาเขตปัญจภาคี สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสระบุรี จำนวน 175 คน และผู้ให้ข้อมูลสำคัญ คือ ผู้บริหารสถานศึกษา ครูผู้ดูแลระบบสารสนเทศสถานศึกษา และนักเทคโนโลยีการศึกษา รวม 12 คน เครื่องมือการวิจัย ได้แก่ แบบสอบถามชนิดตอบสนองคู่เกี่ยวกับสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษามีค่าความเที่ยงเท่ากับ .96 และ .96 และแบบสัมภาษณ์กึ่งโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ดัชนีความต้องการจำเป็น และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) สภาพปัจจุบันของการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษาในภาพรวมและรายด้านอยู่ในระดับปานกลาง เรียงจากมากไปน้อย ดังนี้ ด้านการตรวจสอบข้อมูล ด้านการเก็บรวมรวมข้อมูล ด้านการนำข้อมูลไปใช้ ด้านการจัดเก็บข้อมูล และด้านการวิเคราะห์และประมวลผลข้อมูล ตามลำดับ 2) สภาพที่พึงประสงค์ของการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษาในภาพรวมและรายด้านอยู่ในระดับมากที่สุด เรียงจากมากไปน้อย ดังนี้ ด้านการนำข้อมูลไปใช้ ด้านการตรวจสอบข้อมูล ด้านการเก็บรวมรวมข้อมูล ด้านการวิเคราะห์และประมวลผลข้อมูล และด้านการจัดเก็บข้อมูล ตามลำดับ 3) การจัดลำดับความต้องการจำเป็นเรียงจากมากไปน้อย ดังนี้ ด้านการนำข้อมูลไปใช้ ด้านการวิเคราะห์และประมวลผลข้อมูล ด้านการจัดเก็บข้อมูล ด้านการตรวจสอบข้อมูล และด้านการเก็บรวบรวมข้อมูล ตามลำดับ และ 4) แนวทางการพัฒนาการบริหารระบบสารสนเทศเพื่อการบริหารการศึกษา มีดังนี้ (1) หน่วยงานต้นสังกัดควรกำหนดนโยบายและวิสัยทัศน์เกี่ยวกับการพัฒนาการบริหารระบบสารสนเทศของสถานศึกษาให้เป็นรูปธรรม ชัดเจนและต่อเนื่อง และ (2) ผู้บริหาร ครู บุคลากร และผู้เกี่ยวข้องทุก ๆ ฝ่ายควรร่วมกันกำหนดวิสัยทัศน์ พันธกิจ และเป้าหมายระดับสถานศึกษาและนำสู่การปฏิบัติอย่างเป็นระบบ
The purpose of this research were to 1) study the current condition of the management information system for education administration of school administrators in Panchapakee Consortium under the Secondary Educational Service Area office Saraburi; 2) study the desirable condition of the management information system for educational administration of school administrators; 3) study the needs of the management information system for educational administration of school administrators; and 4) study guidelines for developing management information system for educational administration of school administrators. The sample consisted of 175 teachers in school in Panchapakee Consortium under the Secondary Educational Service Area Office Saraburi; and the informants consisted of 12 people who were school administrators, teachers who have responsibility for maintaining information system and educational technologists. The employed research instruments were a dual response questionnaire on the current condition and the desirable condition of the management information system, with reliability coefficients of .96 and .96, respectively; and a semi-structure interview form. The statistics employed for data analysis were the frequency, percentage, mean, standard deviation, PNImodified, and content analysis. The research findings were as follows: 1) overall and specific aspects of the current condition of the management information system for educational administration were at the moderate level could be ranked based on their rating means as follows: the information verification, the data collection, the use of information, the data storage and the data analysis and processing, respectively; 2) overall and specific aspects of the desirable condition of the management information system for educational administration were at the highest level could be ranked based on their rating means as follows: the use of information, the information verification, the data collection, the data analysis and processing, and the data storage, respectively; 3) the needs of management information system for educational administration were ranked from the highest to the least as follows: the use of information, the data analysis and processing, the data storage, the information verification; and the data collection, respectively; and 4) the guidelines for developing of management information system for educational administration were as follows: (1) the organization under the jurisdiction should formulate policies and visions on the development of management information system for educational administration to be concrete, clear, and continuous; and (2) administrators, teachers, personnel, and all related parties should jointly define visions, missions and goals at the school level and implement them in a systematic way
