การมีส่วนร่วมของประชาชนในการบริหารจัดการองค์การบริหารส่วนตำบลในจังหวัดชลบุรี

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นของกลุ่มตัวอย่างต่อการมี ส่วนร่วมของประชาชนในการบริหารจัดการ ปัญหา แนวทางการพัฒนา เปรียบเทียบภาพรวม รวมทั้งภาพรวมแนวโน้มการมีส่วนร่วมของประชาชนในการบริหารจัดการองค์การบริหาร ส่วนตำบลในจังหวัดชลบุรี ทั้งนี้ได้นำกรอบแนวคิดประกอบด้วย 6 ด้าน ได้แก่ การบริหาร ทรัพยากรมนุษย์การบริหารงบประมาณ การบริหารงานทั่วไป การบริหารวัสดุอุปกรณ์ การให้บริการประชาชน และการบริหารคุณธรรม มาใช้ในการศึกษาครั้งนี้ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจโดยใช้แบบสอบถามสำหรับเก็บรวบรวมข้อมูล สนาม แบบสอบถามได้ผ่านการทดสอบ รวมทั้งผ่านการหาความเที่ยงตรงและความเชื่อถือได้ของ แบบสอบถาม การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 10 กันยายน ถึง วันที่ 9 ตุลาคม 2549 สามารถเก็บรวบรวมข้อมูลได้ 1,029 คน คิดเป็นร้อยละ 89.95 ของกลุ่มตัวอย่างทั้งหมด สำหรับสถิติที่นำมาใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และ การทดสอบค่าที ผลการศึกษา พบว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ว่า การมีส่วนร่วมของ ประชาชนในการบริหารจัดการองค์การบริหารส่วนตำบลในจังหวัดชลบุรีสูง สำหรับข้อเสนอแนะ ที่สำคัญ เช่น กรมส่งเสริมการปกครองท้องถิ่นควรจัดให้มีการฝึกอบรมผู้บริหารให้เห็นถึง ความสำคัญของการมีส่วนร่วมของประชาชน และองค์การบริหารส่วนตำบลควรสนับสนุนให้ ประชาชนเข้ามามีส่วนร่วมในการควบคุมตรวจสอบการใช้จ่ายงบประมาณขององค์การบริหารส่วนตำบล

The purposes of this research were to study the opinions of samples on people participation in management administration, problems, procedures of development, overview comparision, and overview trend of people participation in management administration of the Subdistrict Administration Organizations (SAO) in Chonburi Province. The conceptual framework comprised of 6 factors: Man, Money, Management, Materials, Market, and Morality were applied to this research. This research was survey research using questionnaires to collect field data. The Find questionnaires passed pretest and checked of validity and reliability. The field data was collected during SeptemberlO-October9, 2006, making the amount of 1,029, equal to 89.95% of total samples (1,144). Statistics used for data analysis were percentage, arithmetic means, standard deviation, and t-test. The research results found: the samples agreed at the medium level that the people participation in management administration of the Subdistrict Administration Organizations in Chonburi Province was high. For main suggestions, such as, the Department of Local Administration should arrange executive trainning in order to insight the importances of people participation. In addition, the Subdistrict Administrative Organization should advocate people to participate in controlling and checking SDO’s budgets.
