การบริหารจัดการเมืองพัทยาในอนาคต

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการเมืองพัทยา (2) แนวทางการเสริมสร้างการบริหารจัดการเมืองพัทยาในอนาคต และ (3) แนวโน้มการบริหารจัดการเมืองพัทยาในอนาคตการศึกนาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.98 สำหรับกลุ่มตัวอย่างได้แก่ เจ้าหน้าที่ส่วนท้องถิ่นของเมืองพัทยา โดยแบ่งเป็น เจ้าหน้าที่ฝ่ายการเมือง และเจ้าหน้าที่ฝ่ายประจำรวมทั้งสิ้น 1,069 คนเก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,069 ชุดคิดเป็นร้อยละ 100.00 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญ ผลการศึกษา พบว่า (1) ปัญหาที่สำคัญ คือ เจ้าหน้าที่ส่วนท้องถิ่นบางส่วนของเมืองพัทยาปฎิบัติหน้าที่ส่วนท้องถิ่นอย่างไม่สุจริต และไม่คำนึงถึงผลประโยชน์ของประชาชน (2) แนวทางการเสริมสร้างการบริหารจัดการในอนาคตที่สำคัญ คือ เมืองพัทยาควรมุ่งส่งเสริมคนดี และควบคุมคนไม่ดีไม่ให้มีอำนาจ รวมทั้งควรเพิ่มการติดตามและตรวจสอบการปฎิบัติหน้าที่ของเจ้าหน้าที่ส่วนท้องถิ่น และ (3) แนวโน้มการบริหารจัดการในอนาคตที่สำคัญ คือ เมืองพัทยาควรเน้นการติดตามและตรวจสอบการใช้งบประมาณของเจ้าหน้าที่ส่วนท้องถิ่นเพิ่มมากขึ้น

The main objectives of this study were to study (1) problems of management administration of Pattaya City, (2) the approaches to strengthen the future management administration of Pattaya City, and (3) trends of the future management administration of Pattaya City. This study was a survey research, using questionnaires which were pretested and checking for validity and 0.98 level of reliability. Samples of 1,069 were local officials of Pattaya City comprised of political officials and civil servants. 100 percent or 1,069 questionnaires were collected. Statistical tools employed were percentage, mean, standard deviation, and t-test. The in-dept interview of experts was also applied. The study results found that (1) the main problem was some local officials performed their duties without honesty and concern of people benefits; (2) the major approaches to strengthen the future management administration included: the organization should give strong support to the good while prevent the bad from becoming more powerful: at the same time there should be an increase on monitoring activities of official operational performance; (3) the major trend of the future management was Pattaya City should put more emphasis on monitoring and following up activities particularly on budget spending of the officials.
