Abstract
การวิจัยเรื่อง การศึกษาความพร้อมของการประปานครหลวงในการพัฒนาสู่องค์การสมัยใหม่ครั้งนี้มี วัตถุประสงค์เพื่อ 1) ศึกษาระดับความพร้อมของการประปานครหลวงในการพัฒนาสู่องค์การสมัยใหม่ 2) ศึกษาปัจจัยที่มีผลทำให้การประปานครหลวงพัฒนาไปสู่องค์การสมัยใหม่ ได้ประสบผลสำเร็จ และ 3) เสนอแนะแนวทางการพัฒนาการประปานครหลวงสู่องค์การสมัยใหม่ การวิจัยนี้เป็นการวิจัยเชิงสำรวจ โดยมีประชากรที่ใช้ในการวิจัย คือ พนักงานการประปานครหลวงโดยมีกลุ่มตัวอย่างจำนวน 364 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม โดยนำมาวิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสถิติ ในการคำนวณหาค่า ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และโดยการวิเคราะห์ค่าที และ การวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการศึกษาวิจัยพบว่า ความพร้อมของการประปานครหลวงในการพัฒนาสู่องค์การสมัยใหม่ในภาพรวมทั้ง 3 ด้าน คือ 1) ด้านทรัพยากรมบุษย์ 2) ด้านเทคโนโลยีที่ทันสมัย และ 3) ด้านโครงสร้างและระบบงานอยู่ในระดับปานกลางโดยคิดเป็นร้อยละ 78.75 อย่างมีนัยสำคัญทางสถิติ ณ ระดับ.05 และ ตัวแปรอิสระที่สามารถอธิบายถึงความพร้อมของการประปานครหลวง จำนวน 4 ตัวแปรเรียงลำดับตามตัวแปรที่มีอิทธิพลมากที่สุด ได้แก่ ตัวแปรด้านนโยบายกลยุทธ์และแผนการเปลี่ยนแปลง ตัวแปรด้านภาวะผู้นำ ตัวแปรด้านสมรรถนะของบุคคล และตัวแปรด้านวัฒนธรรมองค์การและสภาพแวดล้อม ซึ่งโดยรวมแล้วสามารถนำมาอธิบายตัวแปรตามได้ประมาณร้อยละ 38 ณ ระดับนัยสำคัญทางสถิติที่ .05 จากการวิจัยมีข้อเสนอแนะแนวทางการพัฒนาการประปานครหลวงสู่องค์การสมัยใหม่ ดังนี้ การประปานครหลวง จำเป็นต้องมีการพัฒนาอย่างมีระบบ กล่าวคือ นโยบายกลยุทธ์และแผนการเปลี่ยนแปลงขององค์การ ต้องมีความ
ชัดเจนและเหมาะสมกับสภาพแวดล้อมขององค์การสามารถทำให้พนักงานเกิดการยอมรับ ซึ่งผู้บริหารควรเป็นบุคคลที่มี
ความรู้ความสามารถ กระตุ้น จูงใจ และควรมีคุณธรรม ในการพิจารณาเรื่องต่าง ๆ กระจายอำนาจการตัดสินใจ ให้พนักงานได้
มีส่วนร่วมในทุกๆ ด้านมากขึ้น โดยปรับปรุงกฎระเบียบลดขั้นตอนการปฎิบัติงาน ทั้งนี้เทคโนโลยีที่นำมาใช้ควรมีความ
เหมาะสมกับองค์การ ที่สำคัญควรให้พนักงานได้มีการเรียนรู้และยอมรับกับเทคโนโลยีสมัยใหม่ ประกอบกับสภาพแวดล้อม
ในการทำงาน เช่น อาคารสถานที่ สิ่งอำนวยความสะดวกในการทำงานต่าง ๆ ควรมีให้เพียงพอและเหมาะสมกับอัตรากำลัง
เพื่อเพิ่มประสิทธิภาพในการปฎิบัติงาน ซึ่งการประปานครหลวงควรอบรม ประชาสัมพันธ์ พนักงานในทุกระดับ ให้เกิด
ความรู้ความเข้าใจ เกี่ยวกับเรื่องขององค์การสมัยใหม่เพื่อให้สามารถปรับตัวเข้ากับการเปลี่ยนแปลงที่เกิดขึ้นในอนาคต และที่
สำคัญควรปถูกฝังค่านิยมร่วม (Shared Values) ให้กับพนักงาน เช่น การให้ความสำคัญกับ ความสามารถ การทำงานเป็นทีม
มุ่งผลงาน ซื่อสัตย์สุจริต รับผิดชอบในหน้าที่ การเรียนรู้และพัฒนาตนเองตลอดเวลา
This research’s objectives were to (1) study degrees of readiness of Metropolitan Waterworks Authority to modernized organization, (2) study factors influencing to successfully modernized organization , and (3) suggest the guidelines for a modernized organization. The methodology applied in this study was survey research. The populations were Metropolitan Waterworks Authority employees and the samples of population were 364. The research instrument used in this study was questionnaire. The analysis were conducted by statistical package program to find out percentage, mean, standard deviation, t-test, and stepwise multiple regression analysis. The result showed that Metropolitan Waterworks Authority had moderate readiness in (1) human resource perspective, (2) cutting-edge technology perspective, (3) organizational structure and system, or 78.75% with statistical significant of 0.05. The independent variables ranging from the most to the least were strategic policy and transformation plan, leadership, personal competency, organization culture and environment. These independent variables could reckon the dependent variable 38% with statistical significance of 0.05. The suggested guideline for developing Metropolitan Waterworks Authority to modernized organization is systematical development. Its strategic policy and.transformation plan must be clear and relevant to organizational environment and create the employees’ recognition. As for executives, they must be competent and having good judgment in determination and decentralize decision power. Employees should obtain the increasing opportunity to participate in activities by less organizational processes. Technology should be compatible with the organizational goal. Importantly, employees should be given the opportunity to learn the cutting-edge technology and recognize it after all. It should be equipped properly and sufficiently to working environment - buildings, facilities and labor forces for higher performance. Furthermore, all levels of its employees should be provided the.information to understand and realize the components of modernized organization. This could help them handle with unexpected changes in the future. Similarly, shared value, particularly competency orientation, team work, result orientation, honesty, accountability, continuous self-learning and development should be taught to those employees as well.
