Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความสำเร็จของการนำหลักธรรมาภิบาล มาปฏิบัติ ในการบริหารจัดการของเทศบาลตำบลในจังหวัดนครศรีธรรมราช (2) ปัจจัยที่มีอิทธิพลต่อ ความสำเร็จของการนำหลักธรรมาภิบาลมาปฏิบัติในการบริหารจัดการของเทศบาลตำบลในจังหวัด นครศรีธรรมราช และ (3) เสนอแนะแนวทางดำเนินการที่จะส่งผลให้การนำหลักธรรมาภิบาลมาปฏิบัติใน การบริหารจัดการของเทศบาลตำบลในจังหวัดนครศรีธรรมราช ประสบความสำเร็จมากยิ่งขึ้น การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากร คือ ข้าราชการที่ปฏิบัติงานในเทศบาลตำบล ในจังหวัดนครศรีธรรมราช จำนวน 39 แห่ง รวม 801 คน กลุ่มตัวอย่างเป็นตัวแทนประชากร จำนวน 267 คน ได้มาจากการกำหนดขนาดโดยใช้สูตรของทาโร ยามาเน่ ที่ระดับความเชื่อมั่นร้อยละ 95 เครื่องมือที่ใช้ ในการเก็บรวบรวมข้อมูลได้แก่ แบบสอบถาม การวิเคราะห์ข้อมูลมีอยู่ 2 ส่วน คือ การวิเคราะห์ข้อมูลเชิง ปริมาณวิเคราะห์โดยใช้ค่าสถิติซึ่งประกอบด้วยการแจกแจงค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบน มาตรฐาน การทดสอบค่าทีและการวิเคราะห์การถดถอยเชิงพหุ ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพ ซึ่งเป็นข้อมูลที่เกี่ยวข้องกับการแสดงความคิดเห็นและข้อเสนอแนะใช้การวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) ระดับความสาเร็จของการนำหลักธรรมาภิบาลมาปฏิบัติในการบริหาร จัดการของเทศบาลตำบลในจังหวัดนครศรีธรรมราช มีไม่ต่ำกว่าร้อยละ 70 อย่างมีนัยสำคัญทางสถิติที่ ระดับ .05 (2) ปัจจัยความพร้อมของระบบงาน ปัจจัยค่านิยมร่วมและวัฒนธรรมองค์กร ปัจจัยความ เหมาะสมด้านโครงสร้างองค์การ ปัจจัยความชัดเจนของยุทธศาสตร์และปัจจัยการมีส่วนร่วมของ ข้าราชการมีอิทธิพลต่อความสำเร็จของการนำหลักธรรมาภิบาลมาปฏิบัติในการบริหารจัดการของ เทศบาลตำบลในจังหวัดนครศรีธรรมราช สามารถอธิบายรวมกันได้ร้อยละ 65.5 และ(3) ข้อเสนอแนะ แนวทางการนำหลักธรรมาภิบาลมาปฏิบัติในการบริหารจัดการของเทศบาลตำบลในจังหวัด นครศรีธรรมราช ให้ประสบความสำเร็จยิ่งขึ้นที่สำคัญ คือ ควรกำหนดยุทธศาสตร์ด้าน ธรรมาภิบาล ให้ชัดเจน ควรส่งเสริมให้บุคลากรปฏิบัติงานด้วยความเสียสละเพื่อประโยชน์ส่วนรวม และควรเปิดโอกาส ให้บุคลากรมีส่วนร่วมในการบริหารจัดการมากขึ้น
The objectives of this research were to (1) evaluate the success level of good governance principles implementation in the management of Sub-district Municipalities in Nakhon Si Thammarat province, (2) investigate factors affecting the success of good governance principles implementation in the management of Sub-district Municipalities in Nakhon Si Thammarat province, and (3) recommend the appropriate approaches to successfully implement good governance principles in the management of Sub District Municipalities in NaKhon Si Thammarat Province. This research was a survey research. Population consisted of 801 officials working in 39 Sub- district Municipalities in Nakhon Si Thammarat province from which 267 samples were obtained via Taro Yamane’s calculation at 95% confident level. Instruments used was questionnaire. Two parts of data analysis were included. For quantitative data: frequency, percentage, mean, standard deviation, t-test and multiple regression analysis were employed, while content analysis was used to analyze qualitative data. The findings were as follows; (1) the success level of good governance principles implementation in the management of Sub-district Municipalities in NaKhon Si Thammarat province was not lower than 70% at .05 level of significance (2) factors positively affecting the success of good governance principles implementation in the management were Systems, Shared Values, Strategy and Staff which could totally explain the dependent variable at 65.5%, and (3) the approaches to successfully implement good governance principles in the management were : strategy of good governance principles implementation should be clearly determined, officials should be encouraged to perform their job with more sacrifice for public interests, moreover, they should be provided with more opportunities to participate in the management of the organization.
