ปัจจัยที่มีผลต่อการดำเนินงานระบบสุขภาพระดับอำเภอ อำเภอนาทวี จังหวัดสงขลา

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) การสนับสนุนจากองค์กรและการดำเนินงานระบบสุขภาพระดับอำเภอ อำเภอนาทวี จังหวัดสงขลา (2) ความสัมพันธ์ของปัจจัยด้านบุคคลการสนับสนุนจากองค์กรกับการดำเนินงานระบบสุขภาพระดับอำเภอ อำเภอนาทวี จังหวัดสงขลา (3) การสร้างสมการพยากรณ์ระหว่างการสนับสนุนจากองค์กรกับการดำเนินงานระบบสุขภาพระดับอำเภอ อำเภอนาทวี จังหวัดสงขลา และ (4) ปัญหาอุปสรรคและข้อเสนอแนะในการดำเนินงานระบบสุขภาพระดับอำเภอประชากรที่ใช้ในการศึกษาครั้งนี้ เป็นคณะกรรมการดำเนินงานเครือข่ายสุขภาพระดับอำเภอในเขตพื้นที่อำเภอนาทวี จังหวัดสงขลา จำนวน 138 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม และสถิติที่ใช้ในการวิจัย คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิสหสัมพันธ์ของเพียร์สัน และการวิเคราะห์การถดถอยเชิงพหุแบบขั้นตอน ผลการวิจัยพบว่า (1) การสนับสนุนจากองค์กร และการดำเนินงานระบบสุขภาพระดับอำเภอ อำเภอนาทวี จังหวัดสงขลา ภาพรวมอยู่ในระดับมาก (2) ความสัมพันธ์ของการสนับสนุนจากองค์กรกับการดำเนินงานระบบสุขภาพระดับอำเภอ อำเภอนาทวี จังหวัดสงขลา ปัจจัยด้านบุคคล ด้านงบประมาณ ด้านวัสดุอุปกรณ์ ด้านเวลา และด้านเทคโนโลยี มีความสัมพันธ์ทางบวกกับการดำเนินงานระบบสุขภาพระดับอำเภอ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) สมการพยากรณ์ พบว่าการสนับสนุนจากองค์กร ด้านเทคโนโลยีเป็นตัวแปรที่มีอำนาจพยากรณ์ที่ดีที่สุดต่อการดำเนินงานระบบสุขภาพระดับอำเภอ อำเภอนาทวี จังหวัดสงขลา อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยมีความสามารถในการอธิบายการดำเนินงานระบบสุขภาพระดับอำเภอ ร้อยละ 51.30 และ(4) ปัญหาอุปสรรค พบว่าเครือข่ายสุขภาพระดับอำเภอขาดการประชุมขับเคลื่อนเพื่อวางแผนพัฒนางานตามบริบทระบบสุขภาพของพื้นที่อย่างต่อเนื่อง

The objectives of this thesis were: (1) to identify organizational support factors in the implementation of the District Health System (DHS); (2) to determine the relationship between personal factors as well as organizational support factors and the DHS implementation; (3) to create a predictive equation for explaining the relationship between organizational support and the DHS; and (4) to identity problems and make suggestions related to the DHS implementation, all in Songkhla’s Na Thawi District. The study involved all 138 members of the steering committee on Na Thawi District Health System or Network. Data were collected using a questionnaire and then analyzed using statistics, including mean, standard deviation, Pearson's Correlation Coefficient, and stepwise multiple regression. The results showed that, according to respondents' opinions on Na Thawi District's DHS implementation: (1) the overall organizational support and the DHS implementation were at a high level; (2) personal factors and organizational support Factors (budget, materials, time, and technology) were positively and significantly related to the DHS implementation, P= 0.05; (3) based on the predictive equation, organizational (technology) support significantly had the highest predictive power on the DHS implementation P= 0.05; and technology could explain 51.30% of the variation in the implementation; and (4) the problem identified was the lack of committee meetings to drive the planning for development as well as the implementation of in Na Thawi District District Health System according to the district health system context
