Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ผลสัมฤทธิ์ของโครงการสร้างหลักประกันรายได้แก่ผู้สูงอายุในเขตพื้นที่องค์การบริหารส่วนตำบลบักได (2) ความสัมพันธ์ระหว่างปัจจัยด้านการประเมินผลโครงการกับผลสัมฤทธิ์ของโครงการสร้างหลักประกันรายได้แก่ผู้สูงอายุตำบลบักได และ (3) ปัญหาและข้อเสนอแนะในการดำเนินงานของโครงการสร้างหลักประกันรายได้แก่ผู้สูงอายุในเขตพื้นที่องค์การบริหารส่วนตำบลบักได อำเภอพนมดงรัก จังหวัดสุรินทร์ในอนาคต ประชากรที่ศึกษาแบ่งเป็น 2 กลุ่มคือ (1) บุคลากรผู้ปฏิบัติงานตามโครงการสร้างหลักประกันรายได้แก่ผู้สูงอายุในเขตพื้นที่องค์การบริหารส่วนตำบลบักได อำเภอพนมดงรัก จังหวัดสุรินทร์จำนวน 99 โดยใช้ศึกษาจากประชากรทั้งหมด (2) ผู้สูงอายุที่มีอายุ 60 ปี ขึ้นไปที่ได้รับเบี้ยยังชีพและเป็นผู้ที่อาศัยในพื้นที่ตำบลบักได จำนวน 1,000 คน คำนวณขนาดกลุ่มตัวอย่างได้ 286 คน จากสูตรของทาโร่ ยามาเน่ ใช้วิธีสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ คือแบบสอบถามที่มีค่าความเที่ยงตรงของเนื้อหาเท่ากับ 0.95 และค่าความเชื่อมันได้เท่ากับ 0.94 การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงปริมาณด้วยสถิติเชิงอนุมาน ได้แก่ ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน ผลการศึกษาพบว่า (1) ผลสัมฤทธิ์ของโครงการทั้งของผู้สูงอายุและผู้ปฏิบัติงานอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านประสิทธิภาพของโครงการ อยู่ในระดับมากรองลงมาคือ คุณภาพในการให้บริการ และประสิทธิผลของโครงการตามลำดับ (2) ปัจจัยด้านการบริหารแบบมุ่งผลสัมฤทธิ์ และปัจจัยด้านการประเมินผลโครงการกับผลสัมฤทธิ์ของโครงการสร้างหลักประกันรายได้แก่ผู้สูงอายุ ตำบลบักได มีความสัมพันธ์กันทางบวกในระดับสูง และ (3) ปัญหาของโครงการคือ การมีหลักเกณฑ์ ขั้นตอน กฎระเบียบในการดำเนินงานที่ยุ่งยาก และการประชาสัมพันธ์การจ่ายเบี้ยยังชีพยังไม่ทั่วถึง ทุกครัวเรือน ข้อเสนอแนะในการดำเนินงานของโครงการ คือ ควรมีการจัดสวัสดิการให้แก่ผู้สูงอายุให้ครอบคลุมมากกว่าเดิม และเพิ่มกระบวนการทำงานให้มีความชัดเจนและมีสิ่งอำนวยประโยชน์ให้ผู้สูงอายุ
The objectives of this study were to study: (1) level of achievement of Financial Aid Welfare for Elderly Project of Bakdai Subdistrict Administrative Organization; (2) relationship between result based management factor and project evaluation factor of Financial Aid Welfare for Elderly Project of Bakdai Subdistrict Administrative Organization; and (3) problems and give recommendation for future implementation of Financial Aid Welfare for Elderly Project of Bakdai Subdistrict Administrative Organization, Phanomdongrak District of Surin Province. Population was divided into 2groups:1) all 99operational officials of Bakdai Subdistrict Administrative Organization 2) 1000 elderly who were over 60 years old and living in Bakdai Subdistrict. Samples were 99 officials and 286 elderly people calculated from Taro Yamane formula. Sampling method used simple sampling. Research instrument was a questionnaire with validity at 0.95 and reliability value at 0.94. Statistical analysis employed descriptive statistic namely percentage, mean, standard deviation and inferential statistic employed Pearson Product Moment Correlation Coefficient. The results showed that: (1) an overview image of achievement level of Financial Aid Welfare for Elderly Project of Bakdai Subdistrict Administrative Organization was at high level. Considering each aspect, it was found that efficiency of the said project was at high, followed by service quality and effectiveness aspects respectively; (2 ) the relationship between result based management factors and project evaluation factors of Financial Aid Welfare for Elderly Project of Bakdai Subdistrict Administrative Organization had positive relationship at high level; and (3) major problem found was the complicatedness of criteria, process and regulation, public relations of financial aid welfare for elderly was not evenly.
