ปัจจัยที่ส่งผลต่อการบริหารงบประมาณของกรุงเทพมหานคร

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ระบุปัจจัยสำคัญที่มีอิทธิพลต่อการบริหารงบประมาณของกรุงเทพมหานคร (2) สำรวจความคิดเห็นเกี่ยวกับการบริหารงบประมาณของเจ้าหน้าที่วิเคราะห์งบประมาณของสำนักงานงบประมาณ และเจ้าหน้าที่ที่รับผิดชอบด้านการบริหารงบประมาณของทุกหน่วยงานในกรุงเทพมหานคร (3) ค้นหาปัญหาและสาเหตุที่ทำให้การใช้งบประมาณไม่บรรลุเป้าหมาย ตามที่ได้ตั้งงบประมาณรายจ่ายไว้ในแต่ละปีงบประมาณลักษณะของการวิจัยเป็นการวิจัยเชิงสำรวจ โดยสุ่มตัวอย่างจากประชากรที่เป็นข้าราชการกรุงเทพมหานคร 2 กลุ่ม คือ กลุ่มผู้ใช้งบประมาณระดับผู้บริหาร และกลุ่มผู้ปฏิบัติงานการบริหารงบประมาณ จำนวน 300 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ซึ่งถูกนำมาวิเคราะห์และแปลผลในลักษณะของการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวน ผลการวิจัยพบว่ารูปแบบการบริหารงบประมาณ และคุณภาพการบริหารงบประมาณเป็นปัจจัยสำคญที่มีอิทธิพลต่อการบริหารงบประมาณ ยิ่งไปกว่านั้น ขั้นตอนการปฏิบัติงานกฎหมาย ระเบียบ และแนวทางปฏิบัติรวมทั้งปัจจัยทางด้านบุคลากร และวัสดุอุปกรณ์ ยังเป็นสาเหตุสำคัญที่ทำให้การใช้งบประมาณไม่บรรลุผลสำเร็จตามเป้าหมายที่ได้กำหนดไว้ ในด้านความคิดเห็นเกี่ยวกับการบริหารงบประมาณ เจ้าหน้าที่ผู้ปฏิบัติงานการบริหารงบประมาณมีความคิดเห็นว่าผู้บริหารทุกระดับควรให้ความสนใจ และสนับสนุนด้านการบริหารงบประมาณให้มากกว่าที่เป็นอยู่ในปัจจุบัน

The purposes of this thesis are (1) to identify the important factors influencing the Bangkok Metropolitan Administration's budget administration (2) to survey study the. opinions on budget administration of the budget analysts officials and other The Bangkok Metropolitan Administration’s (BMA) officials from the remaining departments who responsible for budget administration (3) to investigate the problems and the causes of unachieved annual budget expenditure. This survey research is conducted by taking random sample of the Bangkok Metropolitan Administration officials. The sample can be categorized into two groups, budget users at the management level and budget administrators at the entry level. The sample size is 300. The questionnaires is employed as a methodology to reach the research conclusions. Fusther the nonparametnc statistic such as; frequency, percentage, average, standard deviation and an Analysis of Variance, is performed to analyses the primary data. The research results reveal that the pattern and the quality of budget administration are the most importance factors that influence the budget management of BMA. Importantly, work process, law, regulations, and implementation guidelines as well as personnel and equipment are the main causes of unattained annual budget expenditure. By regarding to the opinions on budget administration, budget officials suggest that the management at all level should be more interested and supportive in budget administration than the present.
