Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) กระบวนการนําเสนอข่าวสาร 2) กลยุทธ์การนําเสนอข่าวสาร 3) ความพึงพอใจ และ4) ความต้องการข้อมูลข่าวสารของสมาชิกแฟนเพจและเฟซบุ๊กกลุ่มของสํานักประชาสัมพันธ์เขต 7ผลการวิจัยพบว่า 1) กระบวนการนําเสนอข่าวสารของสื่อเฟซบุ๊กสํานักประชาสัมพันธ์เขต 7 ประกอบด้วย 8 ขั้นตอน คือ (1) การคัดเลือกข้อมูลข่าวสารจากสื่อประเภทต่างๆ (2) การวิเคราะห์ประเด็นที่กำลังได้รับความสนใจจากประชาชน โดยสัมพันธ์กับนโยบายของรัฐบาลและภารกิจของกรมประชาสัมพันธ์ (3) การวิเคราะห์เนื้อหา สรุปใจความสําคัญ เพื่อให้ได้ข้อมูลที่กระชับและเข้าใจได้ง่าย (4) การเลือกรูปแบบในการนําเสนอ (5) การดําเนินการผลิตตามรูปแบบการนําเสนอที่กำหนด (6) การนําเสนอข่าวสาร (7) การดําเนินการไลค์ และแชร์ไปยังหน้าเฟซบุ๊กบุคคล และเฟซบุ๊กกลุ่ม ตามกลุ่มเป้าหมายของข่าวสาร (8) การวิเคราะห์ข้อมูลเชิงลึกจากการนําเสนอเพื่อปรับปรุงและแก้ไข 2) กลยุทธ์การนําเสนอข่าวสารประกอบด้วย 3 กลยุทธ์ คือ (1) กลยุทธ์ด้านผู้ส่งสาร โดยใช้ความน่าเชื่อถือความเป็นหน่วยงานภาครัฐการสร้างการจดจําในตัวบุคคลผ่านผู้ประกาศ (2) กลยุทธ์ด้านสาร โดยนําเสนอข่าวสารหลายรูปแบบเพื่อตอบสนองความต้องการกลุ่มเป้าหมายที่หลากหลาย การกำหนดประเด็นข้อมูลข่าวสารในเรื่องนโยบายและสวัสดิการของทางภาครัฐที่กำลังได้รับความนิยม เพื่อสร้างตลาดที่มีความเฉพาะกลุ่ม (3) กลยุทธ์ด้านช่องทางการสื่อสาร ทางสื่อเฟซบุ๊กเนื่องจากมีระบบการวิเคราะห์ข้อมูลการเข้าถึงที่ทําให้ทราบถึงข้อมูลของประเด็นข่าวสารที่เป็นที่สนใจ รวมถึงสามารถวัดผลและประสิทธิภาพของข้อมูลข่าวสารที่ทําการเผยแพร่ไปออกมาเป็นตัวเลขทางสติถิที่เป็นรูปธรรมได้3) สมาชิกแฟนเพจและกลุ่มเฟซบุ๊กของสํานักประชาสัมพันธ์เขต 7 มีความพึงพอใจอยูในระดับมากทุกด้าน โดยด้านเนื้อหามีความน่าเชื่อถือ มีการอ้างอิงแหล่งที่มา ด้านวิธีการนําเสนอมีการใช้ข้อความ ภาพ คลิปวิดีโอ อินโฟกราฟิ กที่เหมาะสมกับเนื้อหาและเข้าใจง่าย ด้านเทคนิค มีการใช้คลิปวิดีโอที่มีความยาวเหมาะสม ชัดเจนทั้งภาพและเสียงและด้านการมีส่วนร่วมที่สามารถส่งต่อข้อมูลข่าวสารที่ถูกเผยแพร่ได้ 4) ความต้องการข้อมูลข่าวสารของสมาชิกอยูใน่ระดับมากทุกด้าน โดยด้านเนื้อหา ต้องการเนื้อหาที่เกี่ยวกับข้อมูลข่าวสารเกี่ยวกับนโยบายรัฐบาล ได้แก่บัตรสวัสดิการแห่งรัฐ ด้านวิธีการนําเสนอ ต้องการให้มีการแจ้งเตือนเมื่อมีข้อมูลข่าวสารใหม่ ด้านเทคนิค ต้องการคลิปวิดีโอสั้นที่อธิบายข้อมูลข่าวสารต่างๆ โดยใช้ภาษาที่สามารถเข้าใจได้ง่าย และด้านการมีส่วนร่วม ต้องการให้สามารถเผยแพร่ข้อมูลข่าวสารได้
The objectives of this research were to study 1) the process of presenting news of the Region 7 Public Relations Office; 2) the office’s strategies for presenting news; and 3) the level of satisfaction; and 4) the demand for news and information of the members of the Facebook fan page and Facebook group of the Region 7 Public Relations Office. This was a mixed methods research using both qualitative and quantitative methods. For the qualitative portion, the key informants were 4 administrators and operations-level personnel of the Region 7 Public Relations Office who were responsible for Facebook media. Data were collected using an interview form and analyzed deductively. For the quantitative portion, the sample population was 413 members of the Region 7 Public Relations Office’s Facebook fan page and Facebook group, chosen through voluntary sampling. Data were collected with a questionnaire and statistically analyzed using frequency, percentage, mean and standard deviation. The results showed that 1) the news presentation process had 8 steps: (1) selecting news from different kinds of media; (2) analyzing topics there were currently of public interest and were related to government policies and the Public Relation Department’s mission; (3) analyzing the content, and summarizing important points to get concise news that is easy to understand; (4) choosing the form of presentation; (5) production following the chosen format; (6) presentation; (7) waiting for and counting likes and shares from the target audience (members of the Facebook group and followers of the Facebook fanpage); (8) analyzing the related data in depth with a view to making improvements. 2) There were 3 strategies for presenting news: (1) message sender strategies were to emphasize the organization’s credibility as a government agency and to try to make the announcers memorable personalities; (2) message strategies were to present news in many different formats to meet the needs of diverse groups in the target audience, and to report on topics of public interest related to government policies and services in order to capture the interest of specific groups; (3) the communication channel strategy was to use Facebook because it has a data analysis system that lets you track how many people are viewing and sharing the posts on different topics so you have the numbers to know which topics are of public interest, and you can get concrete data for statistical analysis of the efficiency of news dissemination. 3) The members of the Region 7 Public Relations Office’s Facebook fan page and Facebook group were highly satisfied. They agreed that the content was credible and sources were cited. For presentation methods, they agreed that the text, photographs, video clips and infographics were suitable for the content and easy to understand. For technical aspects, they agreed the length of video clips was appropriate, and the audio and visuals were clear. For participation, they agreed that they were able to share and forward the news. 4) The questionnaire respondents had a high level of demand for every item listed. For content, they mostly wanted information about government policies such as citizen benefit cards. For presentation methods, they wanted to be notified when new items were posted. For technical aspects, they desired short video clips that explained news and information using easy-to-understand language. For participation, they wanted to be able to share the content
