สภาพและปัญหาการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี

Abstract

การศึกษามีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี (2) ศึกษาระดับปัญหาการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี (3) เปรียบเทียบสภาพการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี จำแนกตามลักษณะขององค์การบริหารส่วนตำบลและปัจจัยส่วนบุคคล (4) เปรียบเทียบปัญหาการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี จำแนกตามลักษณะขององค์การบริหารส่วนตำบลและปัจจัยส่วนบุคคลการศึกษานี้เป็นการวิจัยแบบสำรวจ กลุ่มตัวอย่าง คือ ผู้บริหารและบุคลากรขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี จำนวน 75 คน เครื่องมือที่ใช้คือ แบบสอบถามสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีการทดสอบค่าเอฟ และการวิเคราะห์ความแปรปรวนทางเดียวผลการศึกษาพบว่า (1) สภาพการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี โดยภาพรวมพบว่า ระดับการปฏิบัติอยู่ ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านการจัดหาพัสดุ ด้านการวางแผนกำหนดความต้องการ ด้านการควบคุมพัสดุ และด้านการจำหน่ายพัสดุตามลำดับ (2) ปัญหาในการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานี โดยภาพรวมพบว่า ระดับปัญหาอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน เรียงลำดับจากมากไปหาน้อย ได้แก่ ด้าน ด้านการวางแผนกาหนดความต้องการ ด้านการจัดหาพัสดุ ด้านการควบคุมพัสดุ และด้านการจำหน่ายพัสดุตามลำดับ (3) ผลการเปรียบเทียบสภาพการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานีจำแนกตามลักษณะขององค์การบริหารส่วนตำบลและปัจจัยส่วนบุคคลโดยภาพรวมพบว่า ไม่แตกต่างกัน (4) ผลการเปรียบเทียบปัญหาการบริหารงานพัสดุขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดอุดรธานีจำแนกตามลักษณะขององค์การบริหารส่วนตำบลและปัจจัยส่วนบุคคล พบว่า รายได้ขององค์การบริหารส่วนตำบล ขนาดองค์การบริหารส่วนตำบล แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ 0.05 ส่วนสถานภาพการดำรงตำแหน่งประสบการณ์ในการทำงาน ไม่แตกต่างกัน

The purposes of this study were (1) to study circumstance of material management of Subdistrict Administrative Organization in Muang District, Udonthani Province; (2) to study problems of material management of Subdistrict Administrative Organization in Muang District, Udonthani Province; (3)to compare circumstance of material management of Subdistrict Administrative Organization in Muang District, Udonthani Province, classified by its characteristics and personal factors; (4) to compare problems of material management of Subdistrict administrative organization in Muang District, Udonthani Province, classified by its characteristics and personal factors. This study was a survey research. The samples were management and personnel of Subdistrict Administrative Organization in Muang District Udonthani Province as a total of 75 samples. A questionnaire was used to collect data. Statistical analysis employed were percent, mean, standard deviation, t– test, f– test, and One - Way ANOVA. The results showed that (1) the overall circumstance of Subdistrict Administrative Organization in Muang District, Udonthani Province was at a high level, including procurement, planning requirements, inventory control and material dispense respectively. (2)The overall problem of material management of the Subdistrict Administrative Organization in Muang District, Udonthani Province, was at a middle level, including planning requirements, procurement, inventory control and material dispense respectively. (3) The result of the comparison of circumstance of material management of the Subdistrict Administrative Organization in Muang District, Udonthani Province , classified by its characteristics and personal factors, was not different. (4) The comparison of Problems of Material management of Subdistrict Administrative Organization in Muang District, Udonthani Province, classified by its characteristics and personal factors showed that the income and the size of Subdistrict Administration Organization were statistically different at 0.05 significant level. Position and year of working experience were not different.
