การพัฒนาการบริหารจัดการด้านการมีส่วนร่วมในการวางแผนของคณะกรรมการสถานศึกษาขั้นพื้นฐาน

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการบริหารจัดการด้านการมีส่วนร่วมในการวางแผนปัญหา แนวทางการพัฒนา การเปรียบเทียบภาพรวมและภาพรวมแนวโน้มของการบริหารจัดการด้านการรส่วนร่วมในการวางแผนของคณะกรรมการสถานศึกษาขั้นพื้นฐานทั้งนี้ได้นำกระบวนการวางแผน ที่ประกอบด้วย 3 ขั้นตอน ได้แก่ (1) การจัดทำแผนปฏิบัติราชการ (2) การปฏิบัติตามแผนปฏิบัติราชการ และ (3) การประเมินผลแผนปฏิบัติราชการ มาเป็นกรอบแนวคิดในการศึกษาครั้งนี้การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งผ่านการหาความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถาม การเก็บรวบรวมข้อมูลสนามเริ่มตั้งแต่วันที่ 25 กรกฎาคม ถึงวันที่ 25 สิงหาคม 2549 ได้จำนวน 1,396 คน คิดเป็นร้อยละ 85.38 ของกลุ่มตัวอย่างทั้งหมด 1,635 คน สถิติที่ใช้ในการวิเคราะห์ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาปรากฏว่า กลุ่มตัวอย่างส่วนใหญ่เห็นด้วยในระดับมาก ว่า (1) การบริหารจัดการด้านการมีส่วนร่วมในการวางแผนของคณะกรรมการสถานศึกษาขั้นพื้นฐานอยู่ในระดับสูง และ (2) ในภาพรวม การมีส่วนร่วมในการวางแผนของคณะกรรมการสถานศึกษาขั้นพื้นฐานในอนาคตมี แนวโน้มสูงในปัจจุบัน ข้อเสนอแนะที่สำคัญ คิอ คณะกรรมการสถานศึกษาขั้นพื้นฐานควรตระหนักและให้ความสนใจในการพัฒนาการบริหารจัดการด้านการมีส่วนร่วมในการวางแผนทั้ง 3 ขั้นตอน

The objectives of the study were to study management administration in planning participation of the Elementary School Committee (ESC), problems, procedures of development, overview comparison, and overview trends of management administration in planning participation of ESC. The planning process of 3 steps: planning, acting, and evaluating was applied as the conceptual framework of this study. This study was the survey research. The instrument for data collection was questionnaires. The questionnaires were pretested and checked to confirm validity and reliability. The field data collection was collected between July25 - August25, 2006, making the amount of 1396, equal to 85.38% of total samples. Statistics for data analysis were percentage, arithmetic mean, standard deviation, and t-test. The study results showed: most of samples agreed at the high level that (1) the management administration in terms of planning participation of ESC was high; and (2) the overall planning participation of ESC in the future tended to higher than the present. For important suggestions: ESC should be realized and give attention on the development of management administration in terms of planning participation in all the 3 step-planning
