Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์หลักเพี่อศึกษา (1) ประสิทธิภาพในการบริหารจัดการด้านการประสานงานของกองบัญชาการผสมพลเรือน ตำรวจ ทหาร ในจังหวัดชายแดนภาคใต้ (2) ปัญหาการบริหารจัดการด้านการประสานงานของกองบัญชาการผสมพลเรือน ตำรวจ ทหาร ในจังหวัดชายแดนภาคใต้ และ (3) แนวทางการเสริมสร้างประสิทธิภาพในการบริหารจัดการด้านการประสานงานของกองบัญชาการผสมพลเรือน ตำรวจ ทหาร ในจังหวัดชายแดนภาคใต้ โดยนำ 11M มาเป็นกรอบแนวคิดในการวิจัยครั้งนี้การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งผ่านการทดสอบหาความเที่ยงตรงและค่าความเชื่อถือได้ของแบบสอบถามทีระดับ 0.86 กลุ่มตัวอย่างคือ เจ้าหน้าที่พลเรือน ตำรวจ ทหาร ในจังหวัดชายแดนภาคใต้ รวม 1,200 คน การรวบรวมข้อมูลสนามเริ่มตั้งแต่วันที่ 1 กันยายน 2551 ถึง วันที่ 31 ตุลาคม 2551 เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,040 ชุด คิดเป็นร้อยละ 86.00 ของกลุ่มตัวอย่างทั้งหมด สถิติที่ใชัในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีผลการวิชัยพบว่า (1) การเสริมสร้างประสิทธิภาพในบริหารจัดการด้านการประสานงานของกองบัญชาการผสมพลเรือน ตำรวจ ทหาร ทีสำคัญคือ การประชาสัมพันธ์เผยแพร่ผลงานอย่างกว้างขว้างและต่อเนื่อง (2) ปัญหาที่สำคัญคือ ระเบียบการจัดซื้อจัดจ้างและความต้องการวัสดุอุปกรณ์ที่แตกต่างกันของทั้ง 3 หน่วยงาน และ (3) แนวทางการเสริมสร้างประสิทธิภาพในการบริหารจัดการที่สำคัญคือ กองบัญชาการผสมพลเรือน ตำรวจ ทหาร ควรร่วมมือกันในการจัดซื้อจัดจ้างวัสดุอุปกรณ์ที่เหมาะสมและนำไปใช้งานได้ทั้ง 3 หน่วยงาน เช่น วิทยุสื่อสาร
The main purposes of this research were to study (1) management administration efficiencies with regard to the coordination of the Combined Civilian, Police, and Military Forces Command in the Southern Border Provinces, (2) problems of management administration efficiencies with regard to the coordination of the Combined Civilian, Police, and Military Forces Command in the Southern Border Provinces, and (3) improvement guidelines of management administration efficiencies with regard to the coordination of the Combined Civilian, Police, and Military Forces Command in the Southern Border Provinces. The conceptual framework of 11M was applied to this research. This research was a survey research using questionnaires The questionnaires were pre tested and had been checked out for validity and reliability of 0.86 level. The samples of 1,200 were civilian, police, and military officials in the Southern Border Provinces. The field data was collected during September 1 to October 31, 2008. The 1,040 questionnaires were gathered back which making 86.00% of the total samples. Statistics used for data analysis were percentage, arithmetic means, standard deviation, and t-test. The research results found that (1) the important management administration efficiency with regard to the coordination of the Combined Civilian, Police, and Military Forces Command was the wide spread and continued public relations of performances; (2) the important problem was the differences of the official rules of purchasing and hiring as well as the material requirements of the 3 organizations; and (3) the important improvement guideline of management administration efficiencies was the Combined Civilian, Police, and Military Forces Command’s coordination of purchasing and hiring materials appreciated and applicable to the 3 organizations, such as, radio transmission.
