Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการให้บริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพระนครศรีอยุธยา 2) เปรียบเทียบการให้บริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพระนครศรีอยุธยากลุ่มตัวอย่างทีศึกษา คือ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น พนักงานเทศบาลและพนักงานส่วนตำบลในจังหวัดพระนครศรีอยุธยา รวบจำนวน 341 คน เก็บรวบรวมโดยใช้แบบสอบถาม สถิติทีใช้ในการวิเคราะหข้อมูล ได้แก่, ร้อยละ ค่าเฉลีย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ และการวิเคราะห์ความแปรปรวน ผลการวิจัยพบว่า 1) การให้บริการสาธารณะขององค์กรปกครองส่วนท้องถิ่นในจังหวัดพระนครศรีอยุธยา อยู่ในระดับมาก 2) การเปรียบเทียบการให้บริการสาธารณะขององค์กร ปกครองส่วนท้องถิ่นในแต่ละด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.5 คือ ด้านโครงสร้างพื้นฐาน ด้านการวางแผน ส่งเสริมการลงทุน พาณิชยกรรม และการท่องเที่ยว และด้านการบริหารจัดการ และการอนุรักษ์ทรัพยากรธรรมชาติ สิ่งแวดล้อม ส่วนด้านงานส่งเสริมคุณภาพชีวิต ด้านการจัดระเบียบชุมชน/สังคม และการรักษาความสงบเรียบร้อย และด้านคิลปะวัฒนธรรมจารีตประเพณี และภูมิปัญญาท้องถิ่นไม่แตกต่างกัน ในด้านข้อเสนอแนะของกลุ่มตัวอย่าง เห็นว่ารัฐบาลควรจัดสรรสัดส่วนรายได้ให้แก่องค์กรปกครองส่วนท้องถิ่นได้มากขึ้น
The purposes of this study were: 1) to study service delivery of local government organizations in Phra Nakhon Si Ayutthaya Province and 2) to compare service delivery of local government organizations in Phra Nakhon Si Ayutthaya Province.The sample group used in this study was selected from the board of local government, Municipal officers and Subdistrict officers in Phra Nakhon Si Ayutthaya Province totaling 341 people. The data were collected by the questionnaire which was Constructed and developed by the researcher. Then the data were analyzed by percentage, average, standard deviation, chi-square, t-test, F-test and analysis of variance.Research findings were as follows ะ 1) Public services of local government organization in Phra Nakhon Si Ayutthaya Province was at “high” level and 2) Comparison of service delivery of local government organizations in Phra Nakhon Si Ayutthaya Province found differences with a significance at the 0.05 level in the areas of structure, planning, investment, commerce, tourism, management and conservation natural environment. However, supporting quality of life, community and social orderly, art, culture, customs and local wisdoms had no differences. The sample groups had reccomments that the government should allocate more income to the local government organizations.
