ความสัมพันธ์ระหว่างภาวะผู้นำกับการบริหารกิจการบ้านเมืองที่ดีขององค์กรปกครองส่วนท้องถิ่นในจังหวัดตาก

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ (1) สำรวจการบริหารกิจการบ้านเมืองที่ดีขององค์กรปกครองส่วนท้องถิ่นในจังหวัดตาก (2) สำรวจภาวะผู้นำของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดตาก (3) วิเคราะห์ความสัมพันธ์ระหว่างภาวะผู้นำองค์กรปกครองส่วนท้องถิ่นกับการบริหารกิจการบ้านเมืองที่ดีขององค์กรปกครองส่วนท้องถิ่นในจังหวัดตากประชากรที่ใช้ในการวิจัยคือ ผู้บริหาร สมาชิกสภา พนักงานองค์กรปกครองส่วนท้องถิ่นในจังหวัดตาก จำนวน 2,265 คน กลุ่มตัวอย่างที่ใชัในงานวิจัยในครั้งนี้ได้แก่ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น สมาชิกสภา ข้าราชการองค์การบริหารส่วนจังหวัด พนักงานเทศบาลและพนักงานส่วนตำบลในองค์กรปกครองส่วนท้องถิ่นในจังหวัดตาก จำนวน 339 คน โดยใช้สูตรการคำนวณทาโรยามาเน เครื่องมือที่ใช้ได้แก่ แบบสอบถาม สถิติที่ใชัในการวิเคราะห์ข้อมูลได้แก่ความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการวิเคราะห์สหสัมพันธ์แบบเพียรสัน ผลการวิจัยพบว่า (1) องค์กรปกครองส่วนท้องถิ่นในจังหวัดตาก มีการดำเนินงานบริหารกิจการบ้านเมืองที่ดี โดยภาพรวมอยู่ในระดับมาก และทุกด้านอยู่ในระดับมาก (2) ผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดตากมีภาวะผู้นำ แบบจูงใจ แบบมีส่วนร่วม และแบบบงการ อยู่ในระดับมาก และมีภาวะผู้นำแบบยึดระเบียบอยู่ในระดับปานกลาง (3) ภาวะผู้นำของผู้บริหารองค์กรปกครองส่วนท้องถิ่นมีความสัมพันธ์กับการบริหารกิจการบ้านเมืองที่ดีในระดับปานกลาง

The purposes of this research were to (1) survey the practice of good governance principles of local administrative organizations in Tak province, (2) survey the eadership of local administrative organizations' executives in Tak province, and (3) analyze the relationship between executives’ leadership and the practice of good governance principles of local administrative organizations in Tak province. The population included executives, members of local councils, and local administrative organization officers, totally 2,265. 369 samples who were drawn with the application of Taro Yamane's calculation consisted of local administrative organizations’ executives, councils' members, local administrative organizations’ officers, municipalities’ employees and sub-district administrative organizations’ employees. Instalment used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, and Pearson’s correlation analysis. The study revealed that (1) the practice of good governance principles of local administrative organizations in Tak province was at high level in all aspects (2) the executives’ leadership styles were at high level in motivational style, participator}' style, and dictatorship style, while regulating style was at medium level, (3) the leadership of local administrative organizations' executives correlated with the practice of good governance principles at medium level .
