การมีส่วนร่วมของประชาชนในการติดตามและตรวจสอบการบริหารจัดการขององค์การบริหารส่วนตำบลในอำเภอพนัสนิคม จังหวัดชลบุรี

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาการมีส่วนร่วมของประชาชน (2) แนวทางการสนับสนุนการมีส่วนร่วมของประชาชน และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การสนับสนุนการมีส่วนร่วมของประชาชนในการติดตามและตรวจสอบการบริหารจัดการขององค์การบริหารส่วนตำบลในอำเภอพนัสนิคมประสบผลสำเร็จ ทั้งนี้ได้นำการบริหารจัดการตามปรัชญาเศรษฐกิจพอเพียง 8 ต้าน ได้แก่ ความพอประมาณ ความมีเหตุผล การมีภูมิคุ้มกัน การพึ่งตนเอง การเสริมสร้างคุณภาพคนให้มีทั้งความรู้และคุณธรรมคู่ควบกัน การรวมกลุ่ม การสร้างเครือข่าย และ ความสมดุลและการพัฒนาที่ยั่งยืน มาเป็นกรอบแนวคิดในการศึกษาครั้งนี้การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.94 กลุ่มตัวอย่าง ได้แก่ ประชาชนในเขตพื้นที่ขององค์การบริหารส่วนตำบลในอำเภอพนัสนิคมรวม 1.099 คน สำหรับการเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 สิงหาคม 2551 ถึง วันที่ 1 กันยายน 2551 เก็บรวบรวมแบบสอบถามคืนมาได้ 1,088 ชุด คิดเป็นร้อยละ 98.99 ของกลุ่มตัวอย่างทั้งหมด ส่วนสถิติที่นำมาใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีผลการศึกษาพบว่า กลุ่มตัวอย่าง (1) เห็นว่า ปัญหาที่สำคัญคือ องค์การบริหารส่วนตำบลขาดการสนับสนุนให้ประชาชนหรือตัวแทนชุมชนเข้าร่วมเป็นคณะกรรมการติดตามและตรวจสอบ การบริหารจัดการขององค์การบริหารส่วนตำบล (2) เห็นว่า แนวทางการสนับสนุนการมีส่วนร่วมของประชาชน ที่สำคัญถือ องค์การบริหารส่วนตำบลควรเปิดโอกาสและสนับสนุนให้ประชาชนหรือตัวแทนชุมชนเช้าร่วมเป็นคณะกรรมการดังกล่าวอย่างชัดเจน และ (3) เห็นว่า ปัจจัยที่นีส่วนสำคัญทำให้การสนับสนุนการมีส่วนร่วมของประชาชนในการติดตามและตรวจสอบการบริหารจัดการขององค์การบริหารส่วนตำบลประสบผลสำเร็จ คือ องค์การบริหารส่วนตำบลควรประชาสัมพันธ์โดยใช้หอกระจายข่าวอย่างต่อเนื่อง

The major study were to study (1) problems of people participation (2) guidelines of supporting of people participation and (3) factors that took important parts in the success of the supporting of people participation in following and checking management administration of the Subdistrict Administrative Organizations in Panusnikom District of Chonburi Province. The management administration according to the Sufficiency Economy Philosophy consisted of 8 factors: moderation, rationality, self-immunity, self-dependence, strengthening the qualities of people in both knowledge and morality cohesiveness, network creation, and equilibrium and sustainable development was applied as conceptual framework of this study. This study was a survey research using questionnaire which were pre-tested and checked for validity, including reliability of questionnaires at 0.94. A total of 1,099 samples was the local residents of the Subdistrict Administrative Organizations in Panusnikorm District of Chonburi Province. Field data was collected during August I, 2551 to September 1, 2551. The questionnaires were gathered back at the amount of 1,088, equal to 98.99% of the total samples. In data analysis, statistics of percentage, mean, standard deviation and t-test were used. The results of the study showed that the samples (1) agreed that the vital problem was the lack of supporting of people or their representatives to participate in the following and checking committees of management administration of the Organizations; (2) agreed that the vital guideline of supporting of people participation was the explicit open opportunity and supporting of people or their representatives to participate in the committees; and (3) agreed that the factors that took important pans in the success of the supporting of people participation in following and checking management administration of the Organizations was the Organizations’ continuing public relations by using the broadcasting towers.
