Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ทัศนคติและความรู้ความเข้าใจของประชาชนในตำบลทรัพย์อนันต์เกี่ยวกับโรงงานไฟฟ้าพลังงานชีวมวล (2) รูปแบบการต่อสู้ของชุมชนต่อการสร้างโรงงานไฟฟ้าพลังงานชีวมวลในตำบลทรัพย์อนันต์ อำเภอท่าแซะ จังหวัดชุมพร
กลุ่มตัวอย่าง คือ ประชาชนที่อาศัยอยู่ในตำบลทรัพย์อนันต์ จำนวน 364 คน และ ผู้ทรงคุณวุฒิ ผู้นำชุมชน ผู้นำท้องถิ่นและปราชญ์ชาวบ้านในตำบล จำนวน 17 คน เครื่องมือที่ใช้เป็นแบบสอบถามเกี่ยวกับการต่อสู้ของชุมชน จำนวน 364 ชุด สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการจัดหมวดหมู่ข้อมูลเนื้อหาในเชิงคุณภาพเพื่อ เชื่อมโยงข้อมูลมาวิเคราะห์และอธิบายผลเชิงพรรณา
ผลการวิจัยพบว่า (1) ทัศนคติและความรู้ความเข้าใจของประชาชนในตำบลทรัพย์ อนันต์เกี่ยวกับโรงงานไฟฟ้าพลังงานชีวมวล อยูในระดับปานกลาง ( x = 3.38) ประชาชนเพศหญิง และเพศชาย มีทัศนคติและความรู้ความเข้าใจต่อโรงงานไฟฟ้าพลังงานชีวมวล ที่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ 0.05 และระยะเวลาการอาศัยอยู่ในตำบลทรัพย์อนันต์ ทำให้ประชาชนที่มีทัศนคติและความรู้ความเข้าใจต่อโรงงานไฟฟ้าพลังงานชีวมวล ที่ไม่แตกต่างกันอย่างมีนัยสำคัญ ทางสถิติที่ 0.05 (2) รูปแบบการต่อสู้ของชุมชน เป็นการปกป้องและคุ้มครองท้องถิ่นของตน ให้ปลอดภัยจากมลพิษจากโรงงานไฟฟ้ าพลังงานชีวมวล คือ การร่วมประชุมและปรึกษาหารือการเคลื่อนไหวทางสังคมการยื่นข้อเสนอให้หน่วยงานของรัฐแก้ไขปัญ หาการเป็นปฏิปักษ์ต่อโรงงาน และประชาชนในชุมชนร่วมกันจัดองค์กรชุมชน เพื่อให้มีการโต้แย้งในเวทีสาธารณะให้ได้รับความสนใจจากองค์กรภายนอก ปัญหาที่เกิดจากการประกอบการผลิตไฟฟ้าของโรงงาน คือ ทำให้เกิดมลพิษ มีสารเคมีที่เป็นอันตรายจากการผลิต เช่น ฝุ่นละออง นำเสีย มลภาวะทางอากาศ ทำให้เกิดผล กระทบต่อสุขภาพอนามัยของประชาชนเป็นต้น
The objectives of this research were to study (1) the attitudes and knowledge of citizens of Sap Anan Sub-district in Tha Sae District, Chumphon Province, about biomass power plants; and (2) the ways in which they opposed a biomass power plant project in their sub-district. The sample population consisted of 364 residents of Sap Anan Sub-district in Tha Sae District, Chumphon Province, and 17 qualified experts, comprising local leaders, community leaders and village savants. Data were collected using a questionnaire and interview form. Quantitative data were statistically analyzed to find percentage, mean, and standard deviation. Qualitative data were analyzed using categorization, content analysis, and descriptive analysis. The results showed that ( 1) the attitudes and knowledge of the samples about biomass power plants were rated as “medium” ( x = 3.38) on average. There was a statistically significant difference (0.05 confidence level) in scores between males and females. The factor of length of time residing in the sub-district was not related to attitude or knowledge about biomass power plants to a statistically significant degree. (2) Community opposition to the local biomass power plant took the form of protecting one’s home from pollution. The citizens joined to hold meetings and consultations, organized social movements, submitted proposals to government agencies to solve the problem, protested against the power plant, and set up a community organization to oppose the power plant through public forums and gain the attention of external organizations. Problems from the power plant’s operations were pollution that affected the citizens’ health, such as dangerous chemicals, dust, air pollution, and water pollution
