Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาททางการเมืองของเครือข่ายผู้ติดเชื้อเอชไอวี/เอดส์ ประเทศไทย (2) ปัจจัยที่ส่งผลต่อบทบาททางการเมืองของเครือข่ายผู้ติดเชื้อเอชไอวี/เอดส์ ประเทศไทย (3) ผลจากการดำเนินบทบาททางการเมืองของเครือข่ายผู้ติดเชื้อเอชไอวี/เอดส์ ประเทศไทย
การวิจัยในครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยศึกษาข้อมูลจากเอกสารที่เกี่ยวข้อง เครื่องมือวิจัย คือ แบบสัมภาษณ์ โดยใช้การสัมภาษณ์แบบเจาะลึก จากกลุ่มตัวอย่างที่คัดเลือกแบบ เฉพาะเจาะจง ได้แก่ สมาชิกในเครือข่ายผู้ติดเชื้อเอชไอวี/เอดส์ ประเทศไทยโดยตรง และผู้เชี่ยวชาญด้านเอชไอวี/เอดส์ ที่ทำงานร่วมกับเครือข่ายผู้ติดเชื้อเอชไอวี/เอดส์ ประเทศไทยในฐานะของพันธมิตรทั้งจากหน่วยงานของรัฐและเอกชน จำนวนทั้งสิ้น 21 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาและนำเสนอผลการวิเคราะห์ โดยการบรรยายเชิงพรรณนา
ผลการวิจัยพบว่า (1) เครือข่ายผู้ติดเชื้อเอชไอวี/เอดส์ ประเทศไทยได้มีบทบาททางการเมืองที่ชัดเจนในประเด็นสำคัญคือ การเรียกร้องสิทธิ์ในการรักษาของผู้ป่วยและการบังคับใช้มาตราการบังคับใช้สิทธิ์ตามกฎหมายสิทธิบัตร รวมทั้งการเรียกร้องสิทธิ์ในการไม่ใช้การตรวจเลือดเป็นเงื่อนไขในการรับบุคคลเข้าทำงาน (2) ปัจจัยที่ส่งผลต่อการดำเนินการทางการเมืองของเครือข่ายผู้ติดเชื้อเอชไอวี/เอดส์ ประเทศไทยคือการยอมรับจากสังคมวัฒนธรรมการเมือง และสื่อในด้านปัจจัยที่ส่งผลต่อความสำเร็จในการดำเนินบทบาททางการเมืองของเครือข่ายผู้ติดเชื้อเอชไอ วี/เอดส์ ประเทศไทย ดังนี้ นโยบายของรัฐ การมีส่วนร่วมของภาคประชาชน องค์กรเอกชนที่ไม่แสวงหากำไรและเอ็นจีโอ (3 ) ผลจากการดำเนินงาน คือ มีการผลักดันให้เกิดการบรรจุยาต้านไวรัส ลงไปในระบบหลักประกันสุขภาพถ้วนหน้า การบังคับใช้มาตรการบังคับใช้สิทธิ์และการเลิกบังคับ ตรวจเอดส์ในที่ทำงานซึ่งได้บรรจุอยู่ในแผนการป้องกันและควบคุมโรคเอดส์แห่งชาติ
The objectives of this research were to study (1) the political roles of the Thai Network for People Living with HIV/AIDS; (2) factors that affect those political roles; and (3) the results of actions taken in those political roles. This was a qualitative research based on study of related documents and in-depth interviews with a sample population chosen by purposive sampling, consisting of 21 people who were members of the Thai Network for People Living with HIV/AIDS or experts working with public and private agencies that were allied with the Thai Network for People Living with HIV/AIDS. Data were analyzed using content analysis and presented using descriptive analysis. The results showed that (1) the Thai Network for People Living with HIV/AIDS had the following major political roles: demanding rights to treatment for HIV/AIDS patients and enforcement of laws that protect those rights, calling for the use of the nation’s rights under patent laws to make medications accessible, and demanding the protection of human rights by not allowing employers to require blood tests as a condition when hiring. (2) The factors that affected the political roles of the Thai Network for People Living with HIV/AIDS were social acceptance, political culture, and media. The factors that promoted success in the network’s political roles were government policies, public participation, non-government organizations and non-profit organizations. (3) The results of the political roles of the Thai Network for People Living with HIV/AIDS were that anti-viral medications were added to the list of medications for which expenses are covered by the government’s health insurance program, Thailand exercised its rights under patent laws to make medications more accessible, and the cessation of blood tests by employers, which was included in the national plan to prevent and control AIDS
