การแก้ไขปัญหาที่ดินทำกินตามมติคณะรัฐมนตรีกับผลทางการเมืองที่เกิดขึ้นตามมา : กรณีศึกษาอุทยานแห่งชาติดอยสุเทพ-ปุย จังหวัดเชียงใหม่

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัญหาที่ดินทำกินของราษฎรในพื้นที่ป่าอนุรักษ์ก่อนและหลังการแก้ไขปัญหาตามมติคณะรัฐมนตรี (2) วิธีการแก้ไขปัญหาที่ดินทำกินของราษฎรในแง่การเมืองในพื้นที่ป่าอนุรักษ์ตามมติคณะรัฐมนตรี (3) ผลของการแก้ไขปัญหาในทางการเมืองและผลทางการเมืองที่เกิดขึ้นตามมาจากการแก้ไขปัญหาที่ดินทำกินของราษฎรในพื้นที่ป่าอนุรักษ์ตามมติคณะรัฐมนตรี กลุ่มตัวอย่าง ได้แก่ ประชาชนในป่าไม้เขตพื้นที่อนุรักษ์ จำนวน 196 คน และเจัาหน้าที่รัฐที่มีหน้าที่รับผดชอบนำนโยบายตามมติคณะรัฐมนตรีไปปฏิบัติ จำนวน 4 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถามและแบบสัมภาษณ์ สถติที่ใช้ในการวิเคราะห์ข้อมล ได้แก่ คำความถี่ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน ไคสแควร์ และการวิเคราะห์เนี้อหา ผลการวิจัยพบว่า 1) ปัญหาที่ดินทำกินลดลงเหลือระดับค่อนข้างน้อยหลังการแก้ไขปัญหาตามมติคณะรัฐมนตรี 2) วิธีการแก้ไขปัญหาที่ดินทำกิน ได้แก่ 2.1) ราษฎรเข้าไปมีส่วนร่วมในการแก้ไขปัญหาที่ดินทำกินโดยการรับข่าวสารการแก้ไขปัญหาเป็นลำดับแรก และ 2.2) ราษฎรเข้าร่วมหาวิธีการแก้ไขปัญหาที่ดินทำกินในชุมชนในระดับผสมผสานวิธีที่รัฐกำหนดร่วมกับวิธีการที่ประชาชนเสนอเป็นอันดับแรก และ 3) ราษฎรส่วนใหญ่เห็นด้วยว่าการแก้ไขปัญหาที่ดินทำกินประสบความสำเร็จโดยมีผลทำให้ประชาชนตื่นตัวทางการเมืองเพิ่มมากยิ่งขึ้น

The purposes of this research were to study (1) land occupancy problems in protected forest areas before and after problem - solving according to the cabinet’s resolution (2) Political Solutions to land occupancy problems in protected forest areas according to the cabinet’s resolution and (3) the effect of problem - solving on politics and political results after that according to the cabinet’s resolution. The sample consisted of 196 people who lived in the protected forest areas at Doi Suthep-Pui National Park and 4 government officers who were responsible for policy implementation according to the cabinet’s resolution. The research tools were questionnaires and interview. Data were analyzed by using frequency, mean, standard deviation, Chi-square and content analysis. The finding were that 1) land occupancy problems decreased to a rather low level after problem - solving according to the cabinet’s resolution; 2) solutions to land occupancy problems were as follows: 2.1) people participated in the problem-solving by keeping informed about it in the first place; 2.2) people cooperated in finding solutions to the problems, primarily using a combination of government - oriented and people - oriented methods; and 3) most of the people agreed that the land occupancy problem - solving was successful and this caused people to be more stimulated in politics
