Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) การใช้สื่อดั้งเดิมและสื่อใหม่ในการหาเสียงเลือกตั้งของผู้ชนะการเลือกตั้งสมาชิกสภาผู้แทนราษฎร เขต 1 จังหวัดสกลนคร พ.ศ.2562 2) ประเด็นสารในการหาเสียงเลือกตั้งของผู้ชนะการเลือกตั้งสมาชิกสภาผู้แทนราษฎร เขต 1 จังหวัดสกลนคร พ.ศ. 2562 การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพใช้การสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลัก รวม 23 คน โดยคัดเลือกผู้ให้ข้อมูลหลักแบบเจาะจงจากผู้ที่ได้รับการเลือกตั้งคะแนนสูงสุดและเป็นผู้ชนะการเลือกตั้งติดต่อกันหลายสมัย จำนวน 1 คนและ กลุ่มผู้ปฏิบัติการรณรงค์หาเสียงเลือกตั้ง จำนวน 3 คน กลุ่มนักวิชาการจำนวน 3 คน กลุ่มนักปกครองท้องถิ่นและท้องที่ จำนวน 16 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์เชิงลึกกึ้งโครงสร้าง และวิเคราะห์ข้อมูลโดยการสร้างข้อสรุป ผลการวิจัยพบว่า 1) การใช้สื่อดั้งเดิมและสื่อใหม่ มีดังนี้ (1) การใช้สื่อดั้งเดิม ได้แก่ ป้ายหาเสียงรถแห่ บัตรแนะนำตัว และโปสเตอร์ และ (2) การใช้สื่อใหม่หรือสื่อสังคมออนไลน์ ได้แก่ กลุ่มไลน์ และเฟซบุ๊กเป็นเครื่องมือสำคัญในการสื่อสารใช้เป็นช่องทางหาเสียงเลือกตั้ง 2) ประเด็นสารซึ่งเป็นนโยบายที่ใช้ในการหาเสียงเลือกตั้งและเป็นยุทธศาสตร์ในการหาเสียงเลือกตั้ง ประกอบด้วยมี 2 ประเด็นหลัก ได้แก่ (1) ประเด็นสารหลักหรือประเด็นสารของพรรคเป็นสัญญาประชาคมที่ให้ไว้กับผู้มีสิทธิเลือกตั้ง เน้นนโยบายและสโลแกนได้แก่ "เราทำให้เศรษฐกิจของประเทศดีขึ้นทุกครั้ง" "เราจะแก้หนี้ด้วยการ สร้างรายได้ ประสบการณ์ 17 ปี เราทำสำเร็จมาแล้ว" "เราคิดเป็น เราทำเป็น และเราจะต้องทำสำเร็จอีกครั้ง" "เรามีวิธีบริหารจัดการ เพื่อแก้วิกฤติเศรษฐกิจในครั้งนี้ โดยใช้เวลาไม่นาน" (2) ประเด็นสารบุคคลเป็นนโยบายเสริมสร้างความเชื่อมั่นและนิยมชมชอบในตัวผู้สมัคร ได้แก่ "โดยดำเนินการมุ่งหวังพัฒนาบ้านเมือง แก้ไขความเดือดร้อนชาวบ้านจังหวัดสกลนคร" "พัฒนาจังหวัดสกลนคร ด้านเศรษฐกิจ ด้านวัฒนธรรม ให้เจริญรุ่งเรือง" "หัวใจคือประชาชน เศรษฐีสิ่งที่เขามีคือเงิน แต่สำหรับผม สิ่งที่ผมมี คือ เวลาให้ประชาชน" "เสมอต้น เสมอปลาย พบง่าย ใช้คล่องต้องดร. อภิชาติ ตีรสวัสดิชัย" ซึ่งประเด็นสารที่ใช้ทำให้โดนใจและเน้นเรื่องปากท้องของประชาชนและความใกล้ชิดระหว่างผู้ชนะการเลือกตั้งกับประชาชนเป็นระยะเวลาแบบยาวนานต่อเนื่อง
The objectives of this research were to study the candidate who was elected as a Member of Parliament for Sakon Nakhon Zone 1 in 2019 in the following regards: 1) the use of conventional and new media in the campaign; and 2) the key messages communicated in the campaign. This was a qualitative research using in-depth interviews with 23 key informants, chosen through sampling, consisting of the elected Member of Parliament for Sakon Nakhon Zone 1 in 2019 who was previously elected Member of Parliament, 3 of his campaign managers, 3 academics, and 15 local administrators. The research methodology was a semi-structured interview form. Data were analyzed to draw conclusions.The results showed that 1) the conventional media used in the campaign were billboards, trucks, name cards and posters; while the new media used were online social media (Line and Facebook applications), which were important for reaching and influencing voters. 2) The messages used for the campaign strategy could be divided into 2 major groups: (1) content from the party’s promises to voters, policies and slogans, such as “we have improved the national economy every time;” “we will solve debt problems by increasing income; we have a 17-year track record of success in this endeavor;” “we know how to think and how to act, and we will succeed again;” “we have a way to manage the economic crisis and can accomplish it in a short time.”; and (2) content about the candidate, aimed at building confidence and popularity, such as “he intended to develop the province and solve the problems of the people of Sakon Nakhon;” “make the economy and the culture of Sakon Nakhon thrive;” “my heart is with the people. What millionaires have is money but what I have is time to dedicate to the people;” “for an MP who is fair, easy to meet, and willing to serve, you need Dr. Apichat Tirasawatchai.” The messages were crafted to capture people’s hearts and most of the content was about people’s economic well being and about the close relationship the candidate has had with his constituents for a long time
