การได้มาและการรักษาอำนาจทางการเมืองของตระกูลศิลปอาชาในจังหวัดสุพรรณบุรี

Abstract

การศึกษาค้นคว้าอิสระเรื่องการได้มาและการรักษาอำนาจทางการเมืองของตระกูลศิลปอาชาในจังหวัดสุพรรณบุรี มีวัตถุประสงค์เพื่อศึกษาดังนี้ 1.) เพื่อศึกษาแนวทางและวิธีการของการได้มาและการรักษาซึ่งอำนาจทางการเมืองของตระกูลศิลปอาชาในจังหวัดสุพรรณบุรี 2.) แนวโน้มของการรักษาอำนาจทางการเมืองของผู้นําของตระกูลการเมือง การศึกษาค้นคว้าอิสระนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยได้วางแนวทางการศึกษาไว้ 2 ทาง ได้แก่ 1.) ศึกษาจากเอกสาร 2.) การสัมภาษณ์ ซึ่งใช้วิธีการเลือกกลุ่มตัวอย่างเฉพาะเจาะจง ดังนี้ บุคคลที่มีสายสัมพันธ์กับตระกูลศิลปะอาชา บุคคลที่เคยทํางานร่วมกับตระกูลศิลปอาชา เครื่องมือที่ผู้วิจัยใช้ คือ แบบสัมภาษณ์ การวิเคราะห์ข้อมูลเชิงพรรณนาผลการวิจัยพบว่า 1.) แนวทางและวิธีการของการได้มาและการรักษาซึ่งอำนาจทางการเมืองของตระกูลศิลปอาชาในจังหวัดสุพรรณบุรีนั้น พบว่ามีสายสัมพันธ์อันดีกับผู้นำในจังหวัดสุพรรณบุรี ตั้งแต่ระดับท้องถิ่น และผู้ที่มีตำแหน่งระดับสูงในหน่วยงานราชการ จึงทำให้มีศักยภาพที่จะบริหารจัดการจังหวัดสุพรรณบุรีให้ไปในทิศทางเดียวกันได้ และอีกสิ่งที่ทำให้คนสุพรรณบุรีนั้นให้ความเชื่อมั่นในตระกูลศิลปอาชาก็คือความต่อเนื่องในการดำเนินงานโครงการต่างๆ ให้แล้วเสร็จ ทำให้ฐานเสียงในจังหวัดสุพรรณบุรีนั้นยังคงเหนียวแน่น นับได้ว่าการสร้างและการรักษาอำนาจทางการเมืองตระกูลศิลปะอาชานั้น ประสบความสําเร็จเป็นอย่างมาก 2.) แนวโน้มของการรักษาอำนาจทางการเมืองของตระกูลศิลปอาชาในจังหวัดสุพรรณบุรีนั้นจะเกิดขึ้นได้ต่อเมื่อทิศทางและแนวทางในการสร้างกระแสแนวโน้มของการเมืองนั้น พิจารณาได้จากการเคลื่อนไหวและการปรับตัวของพรรคการเมืองในมิติที่สำคัญ การเติบโตของตระกูลการเมือง การอยู่รอดของตระกูลการเมือง การปรับตัวตามสภาพแวดล้อมของตระกูลการเมือง การใช้และบริหารทรัพยากรของตระกูลการเมือง การสร้างภาวะผู้นำของตระกูลการเมือง

All independent study on the acquisition and maintenance of political power of the Silpa-archa family in Suphanburi has the following objectives: 1) To study the approaches and methods of obtaining and maintaining political power of the Silpa-archa family in Suphanburi 2) To know the trends of maintaining political power of the Silpa-archa family in Suphanburi. This independent study is a qualitative research by indicating two study directions which are: 1) Studying from document 2) Interviewing by using the method of selecting a specific sample groups which are a group which have close relationship with Silpa-archa family and a group which have worked with the Silp-Archa family. The research tools used were interview' form and descriptive data analysis. The results of the research W'ere as follows: 1) The approaches and methods of obtaining and maintaining political power of the Silpa-archa family in Suphanburi Province were found to have a good relationship W’ith the leaders in Suphanburi province from the junior-level position to the high-level positions in government agency. Therefore, this led the government to have the ability to manage the popularity in Suphanburi to be in the same direction. Another thing that makes Suphanburi people believe in the Archa arts family is consistency for completing any various projects in which the bastion in Suphanburi can be promoted strongly. It is considered that the creation and maintenance of political power developing from the Silpa-archa family are successfully implemented. 2) The tendency to maintain political power of the Silpa-archa family in Suphanburi can only occur W'hen the direction of the political trend is generated. This can be determined by the movement and adjustment of political parties in important dimensions including the growth of the political family, the survival of the political family, the adaptation to political family environment, the usage and management of political family resources, and the political family leadership creation
