Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษาเปรียบเทียบ (1) ปัญหาการบริหารจัดการระหว่างสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดหนองคาย กับสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดอุดรธานี (2) การพัฒนาการบริหารจัดการระหว่างสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดหนองคาย กับสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดอุดรธานีและ (3) ภาพรวมแนวโน้มของการพัฒนาการบริหารจัดการระหว่างสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดหนองคาย กับสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดอุดรธานี การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.90 สำหรับกลุ่มตัวอย่างประกอบด้วย (1) พนักงานของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดหนองคาย และอุดรธานี จำนวน 42 คนและ (2) ประชาชนในเขตพื้นที่จังหวัดหนองคายและอุดรธานี จำนวน 1,111 คน รวม 1,153 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,070 ชุด คิดเป็นร้อยละ 92.80 ของแบบสอบถามทั้งหมดสำหรับสถิติที่ใช้คือค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาเปรียบเทียบความคิดเห็นของกลุ่มตัวอย่างของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดทั้ง 2 แห่ง พบว่า ไม่แตกต่างกัน กล่าวคือ (1) ปัญหาที่สำคัญ คือ การสนับสนุนให้ประชาชนเข้ามามีส่วนร่วมในการติดตามและการตรวจสอบการดำเนินงานเกี่ยวกับการเลือกตั้งไม่มากเท่าที่ควร (2) การพัฒนาที่สำคัญ คือ สำนักงานคณะกรรมการการเลือกตั้งควรจัดหลักสูตรการพัฒนาหรือการฝึกอบรมผู้อำนวยการการเลือกตั้งประจำจังหวัดเป็นประจำเพื่อให้เห็นถึงความสำคัญและความจำเป็นของการสนับสนุนให้ประชาชนเข้ามามีส่วนร่วมในการติดตามและการตรวจสอบการดำเนินงานเกี่ยวกับการเลือกตั้ง และ (3) ภาพรวมแนวโน้มที่สำคัญ คือ ในอนาคต สำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดมีแนวโน้มของการพัฒนาการบริหารจัดการที่อำนวยความสะดวกและให้บริการประชาชนมากกว่าในปัจจุบัน
The main objectives of this study were to compare (1) problems of management administration between theOffices of the Provincial Election Commission of Nongkhai and Udonthani, (2) development of management administration between the Offices of the Provincial Election Commission of Nongkhai and Udonthani, and (3) overview trends of the development of management administration between theOffices of the Provincial Election Commission of Nongkhai and Udonthani. This study was a survey research using questionnaires which passed pre-test and validity check including reliability check at 0.90 level. The sample groups of 1,153, consisted of (1) 42 officers of the Provincial Election Commission of Nongkhai and Udonthani, and (2) 1,111 people in the areas of NongKhai and Udonthani. The 1,070 sets of questionnaire were collected, equal to 92.80% of the total samples. Statistics were percentage, mean, standard deviation, and t-test. The comparative study results showed that the opinions of the both Offices of the Provincial Election Commission’opinions were indifferent, namely (1) the major problem was the insufficient supports of people participation in following and checking the electoral operations; (2) the major development was the Election Commission should set up regularly developing or training course to the Heads of the Offices of the Provincial Election Commission especially on the significance and necessity of supporting people to participate in following and checking the electoral operations; and (3) the major overview trend was that the Offices of the Provincial Election Commission, in the future, tended to offer the facilitation and services to people more than the present.
