Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์อุปสงค์อุปทานของข้าวโพดหวานและข้าวโพดเลี้ยงสัตว์ในฐานะอาหารที่มีคุณค่าทางโภชนาการ เพื่อสร้างดุลยภาพและความมั่นคงทางอาหาร และ (2) ศึกษาความรู้ เจตคติ และพฤติกรรมการผู้บริโภคข้าวโพดหวาน การวิจัยครั้งนี้ได้ทำการศึกษาสองรูปแบบตามวัตถุประสงค์ การวิจัยส่วนแรกเป็นการวิจัยเชิงปริมาณ ซึ่งใช้เศรษฐมิติเป็นครื่องมือในการวิจัย โดยใช้ข้อมูลทุติยภูมิแบบอนุกรมเวลารายไตรมาส ตั้งแต่ปี 2545-2560 ได้แก่ ราคาข้าวโพด ปริมาณนำเข้าและส่งออก ราคากากถั่วเหลือง (สินค้าทดแทน) รายได้ของประชาชน และต้นทุนในการผลิต กรวิจัยส่วนที่สอง เป็นการวิจัยแบบสำรวจ เพื่อเปรียบเทียบความรู้ เจตคติ และพฤติกรรมการบริโภคข้าวโพดระหว่างผู้อาศัยในพื้นที่เมืองและชนบท โดยใช้แบบสอบถาม เก็บจากกลุ่มตัวอย่างจำนวน 300 ราย แบบหลายขั้นตอนและแบบเจาะจง ประกอบด้วย ผู้ที่ประกอบอาชีพในกรุงเทพมหานคร จังหวัดพระนครศรีอยุธยา และจังหวัดนครราชสีมา การวิเคราะห์ข้อมูลใช้สถิติพรรณา การทดสอบไคสแควร์ และการวิเคราะห์ความแปรปรวน ผลการศึกษา พบว่า (1) อุปสงค์ข้าวโพดหวานมีความสัมพันธ์กับราคาข้าวโพดหวานและจำนวนประชากรไทย โดยคาดการณ์ ได้ว่าในปี 2565 จะมีอุปสงค์ข้าวโพดหวานจำนวน 484,361 ตัน อุปสงค์ข้าวโพดเลี้ยงสัตว์มีนัยสำคัญทางสถิติที่ระดับ 0.01 ต่อราคาข้าวโพดเลี้ยงสัตว์ ราคากากถั่วเหลือง รายได้ และจำนวนปศุตว์ คาดการณ์ได้ว่าในปี 2565 จะมีอุปสงค์ข้าวโพดเลี้ยงสัตว์เพิ่มขึ้นเป็น 8,584,537 ตัน (2) กลุ่มตัวอย่างส่วนใหญ่ได้คะแนนความรู้ในระดับปานกลาง เจตคติอยู่ในระดับเห็นด้วยมากที่สุด โคยผู้ที่อยู่ในจังหวัดนครราชสีมามีค่าเฉลี่ยของเจตคติสูงที่สุด ด้านพฤติกรรมพบว่า กลุ่มตัวอย่างส่วนใหญ่ เลือกซื้อข้าวโพดจากตลาดนัดมากที่สุด รับประทานข้าวโพดเพราะมีประโยชน์ต่อสุขภาพละรสชาติ โดยผู้ตอบเบบสอบถาม ร้อยละ 44.67 จะบริโภคข้าวโพดเพิ่มขึ้น หากมีการจำหน่ายที่เพียงพอและสะดวกในการซื้อ นอกจากนี้ จากการศึกษานี้พบว่าควรมีการวิเคราะห์อุปสงค์อุปทานของพืชอาหารชนิตอื่น และควรให้ความรู้แก่เกษตรกรเพื่อให้มีการปลูกข้าวโพดหวานมากขึ้นเพื่อพียงพอต่อความต้องการของผู้บริโภค
The purposes of this thesis were 1) To study the theoretical concept about the bears interest during default of third party mortgagors, 2) To study on the liability on the interest during default, order of debt allocation and term of enforcing the outstanding accrued interest, 3) To analyze the problems of the protection of rights of the third-party mortgagors under the Thai Civil and Commercial Code (C.C.C.) compared with foreign laws and 4) To propose guidelines to improve the C.C.C. to protect the rights of the third party mortgagors to be appropriate and fair to all parties. This thesis is a qualitative research using document research methods, including the C.C.C. and Judgment of the Supreme Court of Thailand, research, books, textbooks, articles, studied reports, thesis, data from both Thai and foreign internet networks and then analyze the data for research findings. From the result of the study, it is found that 1) Bears interest during default between primary and secondary receivables can be separated, 2) The C.C.C. stipulates defaulted interest rates under Section 224 at the rate of 7.50 percent per year, but the Ministry of Finance and the Notification of the Bank of Thailand has provided the exemption that the financial institutions can specify their own rate, so that to announce a default interest rate higher than those specify as 19.00-28.00 percent per year, and it is considered as overloading to third party mortgagors , The problem is when enforcing the mortgages, sold by auction, the accessory obligation debts must be paid first. Then, the remaining money shall be paid for the principal amount until there is no money left to return to third party mortgagors, 3) In addition, when the creditor as the mortgagee has taken the foreclosure in which the accrued interest by that is too high and long period until the amount of debt is above the mortgage price, causing the third party mortgagors to lose assets. In conclusion, the writer has a suggestion is that the C.C.C. should be adjusted to be suitable and fair in accordance with economic and social situation by 1) Specify clear liability for default interest in the enforcement of mortgage under Section 728 at the normal rate of 7.50 percent per annum, 2) For the allocation of the order of debt payment under Section 732, it prescribed that money obtained from the assets sold by auction shall be paid on the principal debt first, and the rest shall be paid on the accessory obligation debt, and 3) The term of enforcing the overdue debt when it is enforced from the foreclosure of mortgage under 729, the term to calculate the outstanding accrued interest should be 2 years
