Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ขั้นตอนของการแลกเปลี่ยนผลประโยชน์ในการเลือกตั้งท้องถิ่นระหว่างผู้มีสิทธิเลือกตั้งกับผู้สมัครรับเลือกตั้งในเขตอำเภอบ้านบึง จังหวัดชลบุรี (2) เงื่อนไขข้อตกลงการแลกเปลี่ยนผลประโยชน์ในการเลือกตั้งท้องถิ่นระหว่างผู้มีสิทธิเลือกตั้งกับผู้สมัครรับเลือกตั้งในเขตอำเภอบ้านบึง จังหวัดชลบุรีและ (3) ปัญหาและอุปสรรคในกระบวนการแลกเปลี่ยนผลประโยชน์ในการเลือกตั้งท้องถิ่น ระหว่างผู้มีสิทธิเลือกตั้งกับผู้สมัครรับเลือกตั้งในเขตอําเภอบ้านบึง จังหวดชลบุรี
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างในการวิจัย ใช้การคัดเลือกแบบเจาะจง มีจํานวน 45 คน ได้แก่ ประธานชุมชน จํานวน 10 คน กำนัน จํานวน 4 คน ผู้ใหญ่บ้าน จํานวน 10 คน ผู้สมัครรับเลือกตั้ง จำนวน 11 คน และหัวคะแนน จํานวน 10 คน เก็บข้อมูลโดยการใช้แบบสัมภาษณ์ และใช้การวิเคราะห์เชิงพรรณนา
ผลการวิจัยพบว่า (1) ขั้นตอนของการแลกเปลี่ยนผลประโยชน์ก่อนการเลือกตั้งมีการติดต่อ และตกลงกับทีมงานหัวคะแนน และหัวคะแนนกับประชาชน ในระหว่างการรณรง์คหาเสียงเลือกตั้ง มีการติดต่อกับผู้มีสิทธิเลือกตั้งโดยตรง และผ่านทางคนกลาง (หัวคะแนน) หลังการเลือกตั้งมีการแจกจ่ายรางวัลและโบนัสและช่วยเหลือตามที่ตกลงสัญญาไว้ (2) เงื่อนไขข้อตกลง ประกอบด้วย คะแนนเสียง เงิน คํามั่นสัญญา โครงการ หรือกิจกรรม โบนัส รางวัลการช่วยเหลือส่วนตัว ผลงานลอื่นๆ และ (3) ปัญหา และอุปสรรคในกระบวนการแลกเปลี่ยนผลประโยชน์ในการเลือกตั้งได้แก่การทุจริตยักยอกเงินจ่ายซื้อ คะแนนเสียง หัวคะแนนหักหัวคิว การข่มขู่หัวคะแนน หรือการไม่ทําตามสัญญาของผู้มีสิทธิเลือกตั้งผู้มีสิทธิเลือกตั้งรับเงินแล้วไม่เลือกผู้สมัครรับเลือกตั้งที่จ่ายเงินให้ การพัฒนาการด้านการศึกษาของ ประชาชนการรับรู้กฎหมายเกี่ยวกับการเลือกตั้ง การมีจิตสํานึกความเป็นพลเมืองในระบอบประชาธิปไตย คณะกรรมการการเลือกตั้งและหน่วยงานที่จัดการเลือกตั้งและการสื่อสารมวลชน
The objectives of this research were to study: (1) the steps in the exchange of interests between voters and candidates during local elections in Ban Bueng District, Chon Buri Province; (2) the terms of agreements to exchange interests; and (3) problems in and obstacles to the process of the exchange of interests. This was a qualitative research. The sample population of 45 people, chosen through purposive sampling, consisted of 10 community presidents, 4 kumnan, 10 village headmen, 11 candidates for political office, and 10 election campaigners. Data were collected using an interview form and analyzed through descriptive analysis. The results showed that: (1) As for the steps in the exchange of interests, before the election the campaigners met and made agreements with their work team members and with the voters. During the election campaign, the candidates contacted the voters directly and indirectly through their campaigners. After the election the winners paid rewards and bonuses and provided assistance as promised. (2) The terms of the agreements consisted of votes, money, promises, projects or activities, bonuses, rewards, personal assistance, work results and other. (3) Problems in the process of exchange of interests consisted of embezzlement of money intended for vote buying, campaigners taking a commission or percentage of the money for vote-buying, threats to campaigners, failure of voters to uphold the agreement, voters voting for another candidate after receiving money from one, development in voter education, citizens becoming aware of election laws, awareness of the meaning of citizenship in a democracy, the work of the election committee and agencies that organize the election, and the work of the mass media
