การสื่อสารของสภาองค์กรชุมชนตำบลละมอ อำเภอนาโยง จังหวัดตรัง เพื่อแก้ปัญหาที่ดินทำกิน

Abstract

การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อศึกษา 1) กระบวนการสื่อสารของสภา องค์กรชุมชนตำบลละมอ อำเภอนาโยง จังหวัดตรัง เพื่อแก้ปัญหาที่ดินทำกิน และ 2) ผลที่เกิดจากกระบวนการสื่อสารของสภาองค์กรชุมชนตำบลละมอ อำเภอนาโยง จังหวัดตรัง การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลหลักได้มาโดยการเลือกแบบเจาะจงจำนวน 15 คน โดยแบ่งออกเป็น 3 กลุ่มคือ (1) ที่ปรึกษาและคณะกรรมการสภาองค์กรชุมชนตำบล ละมอ จำนวน 4 คน (2) ตัวแทนผู้เดือดร้อนเรื่องที่ดินทำกิน ที่เข้ามามีส่วนร่วมอย่างเป็นทางการจำนวน 8 คน (3) ตัวแทนท้องถิ่น ท้องที่ จำนวน 3 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์เชิงลึก และวิเคราะห์ข้อมูลโดยการพรรณนาวิเคราะห์ผลการวิจัยพบว่า 1) กระบวนการสื่อสารของสภาองค์กรชุมชนตำบลละมอ อำเภอนาโยง จังหวัดตรังประกอบด้วย (1) ผู้ส่งสาร ได้แก่ คณะกรรมการสภาองค์กรชุมชนตำบลละมอ (2) สารที่ใช้ในการแก้ปัญหาที่ดินทำกิน ได้แก่ ข้อมูลเชิงกฎหมาย ข้อมูลเชิงนโยบาย ข้อมูลความ เดือดร้อนเรื่องที่ดินทำกิน และข้อมูลที่เกี่ยวข้องกับการแก้ปัญหาที่ดินทำกิน (3) สื่อที่ใช้ในการสื่อสาร ประกอบด้วย สื่อบุคคล สื่อชุมชน สื่อกิจกรรม สื่อเฉพาะกิจ สื่อมวลชน และสื่อใหม่ (4) ผู้รับสาร ได้แก่ ประชาชนที่เดือดร้อนเรื่องที่ดินทำกิน หน่วยงานต่างๆ ที่เกี่ยวข้องกับปัญหาที่ดินทำกิน และสื่อมวลชนทั้งจากภูมิภาค และส่วนกลาง 2) ผลที่เกิดจากจากกระบวนการสื่อสารของสภาองค์กรชุมชนตำบลละมอ อำเภอนาโยง จังหวัดตรัง จำแนกได้เป็น 3 ด้านคือ (1) เกิดการมีส่วนร่วมระหว่างประชาชนที่เดือดร้อนเรื่องที่ดินทำกิน กับสภาองค์กรชุมชนตำบลละมอ (2) เกิดแนวทางการแก้ไขปัญหาเรื่องที่ดินทำกินที่เป็นรูปธรรม และ (3) ชุมชนเกิดความเข้มแข็ง

The objectives of this research were to study 1 ) the communications process of the Federation of Community Organizations in Lamo Sub-district, Na Yong District, Trang Province, aimed at solving the problem of land ownership disputes; and 2) the results of that communications process. This was a qualitative research. The 15 key informants, chosen through purposive sampling, came from 3 groups: (1) 4 consultants to or management committee members of the Federation of Community Organizations in Lamo Sub-district, Na Yong District, Trang Province; (2) 8 local citizens who were officially involved in negotiations regarding land ownership disputes; and (3) 3 representatives of local government gencies. Data were collected using an in-depth interview form and analyzed through descriptive analysis.The results showed that 1) the communications process of the Federation of Community Organizations consisted of (a) the message senders, who were members of the federation's management committee; (b) the messages, including legal information, policy information, facts about citizens who were undergoing hardship due to the land ownership disputes, and information about the resolution of land ownership disputes; (c) the media, which included personal media, community media, activities, ad hoc media, mass media, and new media; and (d) the message receivers, who were the citizens with land problems, the relevant government agencies, and journalists from regional or national level mass media. 2) The results of the communications process were (a) citizens with land problems participated with and interacted with the Communications of the Federation of Community Organizations; (b) a tangible resolution to the problem was formed; and (c) the community was strengthened
