ปัจจัยความสำเร็จในการบริหารระบบการควบคุมผู้ต้องขังในเรือนจำและทัณฑสถาน เขต 6

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความคิดเห็นของบุคลากรต่อปัจจัยความสำเร็จในการบริหารระบบการควบคุมผู้ต้องขังในเรือนจำและทัณฑสถาน เขต 6 (2) วิเคราะห์ปัจจัยร่วมที่อธิบายความสำเร็จในการบริหารระบบการควบคุมผู้ต้องขังในเรือนจำและทัณฑสถาน เขต 6 (3) เสนอแนะแนวทางการพัฒนาการบริหารระบบการควบคุมผู้ต้องขังในเรือนจำและ ทัณฑสถาน เขต 6 กลุ่มตัวอย่างเป็นข้าราชการ จำนวน 151 คน ที่ปฏิบัติงานฝ่ายควบคุมผู้ต้องขังจากเรือนจำและทัณฑสถาน เขต 6 ที่มีความสำเร็จในการบริหารระบบการควบคุมผู้ต้องขัง จำนวน 13 แห่ง เครื่องมือ ที่ใช้ในการวิจัยใช้ ได้แก่ แบบสอบถาม การวิเคราะห์ข้อมูลใช้สถิติ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการวิเคราะห์ปัจจัย ผลการวิจัย พบว่า (1) ความคิดเห็นของบุคลากรต่อปัจจัยความสำเร็จในการบริหารระบบการ ควบคุมผู้ต้องขังในเรือนจำและทัณฑสถาน เขต 6 อยู่ในระดับมาก โดยมีปัจจัยที่มีค่าเฉลี่ยมากที่สุด คือ ด้านระบบการควบคุมผู้ต้องขัง รองลงมาคือ ด้านผู้นำ ด้านบุคลากร และด้านการบริหาร ตามลำดับ (2) ปัจจัยร่วมที่อธิบายความสำเร็จในการบริหารระบบการควบคุมผู้ต้องขังในเรือนจำและทัณฑสถาน เขต 6 ที่สำคัญที่สุดคือ 1) ปัจจัยด้านบุคลากร รองลงมาคือ 2) ปัจจัยด้านระบบการควบคุมผู้ต้องขัง 3) ปัจจัยผู้นำ และ 4) ปัจจัยการบริหาร อธิบายความแปรปรวนได้ร้อยละ 62.300 (3) ข้อเสนอแนะแนวทางการ พัฒนาการบริหารระบบการควบคุมผู้ต้องขังในเรือนจำและ ทัณฑสถาน เขต 6 ให้ประสบความสำเร็จมากยิ่งขึ้นคือ ควรเน้นการรักษาระเบียบวินัยสำหรับผู้ต้องขัง รองลงมาคือ ควรจัดกิจกรรมส่งเสริมการสร้าง จิตสำนึกให้เจ้าหน้าที่ให้มีคุณธรรม จริยธรรม รักเกียรติและศักด์ิศรีการเป็ นข้าราชการและลงโทษเจ้าหน้าที่ที่กระทำความผิดอย่างจริงจัง มุ่งเน้นการปล่อยตัวก่อนครบกำหนดโทษ (ปล่อยตัวคุมประพฤติ)และกรมราชทัณฑ์ควรจัดอัตรากำลังเจ้าหน้าที่ให้ตรงตามกรอบการบริหารงานเรือนจำ ตามลำดับ

The purposes of this study were to: (1) study the level of personnel opinion in success factor in prisoner control system management in prisons and institution in area 6; (2) analyze the factor shares that explain to succeed in prisoner control system management in prisons and institution in area 6; and (3) suggest development of prisoner control system management in prisons and institution in are The sample comprised 151 government officials who work in the faction controls the prisoner in prisons and institution in area 6 by success in prisoner control system management 13 places. Questionnaire was used as an instrument and data collected were statistically analyzed using percent, age mean, standard deviation and factor analysis. The results showed that: (1) the level of the personnel to success factor in prisoner control system management in prisons and institution in area 6 were at the high level by factor was most valuable share prisoner control system, followed by leader, personnel, and administration; (2) the factor collaboration explained to succeed in prisoner control system management in prisons and institution in area 6 the most important were 1) personnel, followed by 2) control system management in prisons 3) leader, and 4) the administration explains variance factor was 62.30; and (3) development of prisoner control system management in prisons and institution in area 6 should emphasize discipline preservation for the prisoner, have campaigns which lead to virtues, morality, loving honor and fame as a civil, punish seriously the guilty officers made, focus on the release of the first due punishment (releasing the control character) and department of corrections officers should rate which meet prison management framework, respectively.
