Abstract
การศึกษาวิจัยพรรณนาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสมรรถณะพยาบาลวิชาชีพในสถาบันพัฒนาการเด็กราชนครินทร์ภายใต้บริบทประชาคมอาเซียน และ (2) พัฒนาแนวทางการพัฒนาสมรรถนะพยาบาลวิชาชีพ ผู้ให้ข้อมูลมี 2 กลุ่ม ประกอบด้วย 1 พยาบาลวิชาชีพที่ปฏิบัติงานในสถาบันพัฒนาการเด็กราชนครินทร์ จำนวน 30 คน และ 2) คณะกรรมการบริหารสถาบันพัฒนาการเด็กราชนกรินทร์และหัวหน้างานในกลุ่มการพยาบาล จำนวน 11 คน เครื่องมือที่ใช้ในการศึกษาประกอบด้วย 1) แบบสอบถามมีสองส่วน ได้แก่ ข้อมูลส่วนบุคคล และสมรรถนะพยาบาลวิชาชีพในสถาบัน พัฒนาการเด็กราชนครินทร์ ภายใต้บริบทประชาคมอาเซียน จำนวน 9 ด้าน รวม 72 ข้อ พัฒนามาจากเครื่องมือวิจัยของปิยนุช อนุแก่นทราย (2557) และนำมาตรวจสอบความเชื่อมั่นได้ค่าสัมประสิทธิ์แอลฟาคอนบราคเท่ากับ 0. 97 และ (2) ประเด็นการสนทนากลุ่มสำหรับศึกษา แนวทางพัฒนาสมรรถะพยาบาลวิชาชีพภายใต้บริบทประชาคมอาเซียน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสรุปประเด็นจากการสนทนา ผลการศึกษาพบว่า (1) สมรรถนะพยาบาลวิชาชีพในสถาบันพัฒนาการเด็กราชนครินทร์ ภายใต้บริบทประชาคมอาเซียน 9 ด้าน มีค่าเฉลี่ยโดยรวมอยู่ในระดับปานกลาง (X =3.29, D =0.69) และ (2) แนวทางการพัฒนาสมรรถนะพยาบาลวิชาชีพ ประกอบด้วย 3 ระดับ ได้แก่1) สถาบันควรมีนโยบายที่ชัดเจน มีระบบสนับสนุนและการพัฒนาพยาบาลที่เป็นรูปธรรม 2) กลุ่ม การพยาบาลควรนำ นโยบายสู่การพัฒนา และพัฒนาสมรรถนะพยาบาล โดยเฉพาะด้านการสื่อสารภาษาอังกฤษ การใช้เทคโนโลยีและการใช้ข้อมูลสารสนเทศ และ 3 พยาบาลระดับปฏิบัติการควรพัฒนาตนเองและเข้าร่วมกิจกรรม โครงการที่เกี่ยวกับการบริการพยาบาลภายใต้บริบทประชาคมอาเซียนอย่างสม่ำเสมอ
The purposes of this descriptive study were: (1) to examine competencies of professional nurses at Rajanagarindra Institute of Child Development under the context of ASEAN community and (2) to investigate guidelines for developing competencies of professional nurses. The sample comprised 2 groups: 1) thirty registered nurses from Rajanagarindra Institute of Child Development and 2) eleven the institute committees and nursing administrators. Research tools consisted of the questionnaire and focus group interview. The first included 2 parts: personal information and competencies of professional nurses which was developed by Piyanoot Anukaensai (2014). The Cronbach’s alpha reliability coefficient was 0.97. The latter was used for investigating competencies of professional nurses. The data were analyzed by percentage, mean, standard deviation, and content summarization. The study findings were as follows. 1) Professional nurses at Rajanagarindra Institute of Child Development under the context of ASEAN rated their nursing competencies at the moderate level. (M =3.29, SD= 0.69). 2) Guidelines for developing competencies of professional nurses included 3 levels as follows. (1) The institute should have clearly policy, a system to support and develop nurses. (2) The nursing department should implement the policy and develop nurse’s competencies, particularly in English communication, technology and information utilization. (3) Professional nurses should develop themselves and regularly participate in projects’ activities related to nursing services under the context of ASEAN community.
