Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพทั่วไปและผลการประเมินสหกรณ์สีขาวด้วยธรรมาภิบาลของสหกรณ์ออมทรัพย์ในจังหวัดตาก 2) วิธีการขับเคลื่อนสหกรณ์ สีขาวด้วยธรรมาภิบาล 3) ระดับการดำเนินการขับเคลื่อนสหกรณ์สีขาวด้วยธรรมาภิบาล 4) แนวทางการขับเคลื่อนสหกรณ์สีขาวด้วยธรรมาภิบาล และ 5) ปัญหาและอุปสรรคในการขับเคลื่อนสหกรณ์สีขาวด้วยธรรมาภิบาลของสหกรณ์ออมทรัพย์ในจังหวัดตาก การวิจัยนี้เป็นการวิจัยแบบผสมผสาน ประชากรในการวิจัย คือ สหกรณ์ออมทรัพย์ที่สมัครใจเข้าร่วมโครงการสหกรณ์สีขาวด้วยธรรมาภิบาลในจังหวัดตาก ประจำปี 2562 ทั้งหมด ได้แก่ 1) สหกรณ์ออมทรัพย์ครูตาก จำกัด 2) สหกรณ์ออมทรัพย์สาธารณสุขตาก จำกัด และ 3) สหกรณ์ออมทรัพย์ตำรวจตระเวนชายแดนที่ 34 จำกัด โดยศึกษาจากผู้ให้ข้อมูลที่สำคัญของสหกรณ์ทั้ง 3 แห่ง ประกอบด้วย คณะกรรมการ เจ้าหน้าที่สหกรณ์ ผู้ตรวจประเมินสหกรณ์ และเจ้าหน้าที่สำนักงานสหกรณ์จังหวัดเฉพาะที่เกี่ยวข้องกับสหกรณ์สีขาวด้วยธรรมาภิบาล การเลือกแบบเจาะจง สหกรณ์ละเท่าๆ กัน จำนวน 51 คน เครื่องมือที่ในการวิจัย แบบสัมภาษณ์แบบมีโครงสร้าง จำนวน 14 คน และแบบสอบถาม จำนวน 51 คน การวิเคราะห์ข้อมูลเชิงคุณภาพ ได้แก่ การวิเคราะห์เนื้อหาการจัดลำดับ การวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) สหกรณ์ออมทรัพย์ทั้ง 3 แห่ง ได้รับการตรวจประเมินสหกรณ์สีขาวด้วยธรรมาภิบาล 9 หลัก ผลการประเมิน สหกรณ์ออมทรัพย์ครูตาก จำกัด ผ่านการประเมิน “สหกรณ์สีขาวด้วยธรรมาภิบาล” สหกรณ์ออมทรัพย์สาธารณสุขตาก จำกัด และสหกรณ์ออมทรัพย์ตำรวจตระเวนชายแดนที่ 34 จำกัด ไม่ผ่านการประเมินในทุกหลัก 2) วิธีการขับเคลื่อนสหกรณ์สีขาวด้วยธรรมาภิบาล ผลจากการสัมภาษณ์พบว่าสหกรณ์ที่ผ่านการประเมินมีการดำเนินงานในระยะก่อนการประเมิน ระหว่างการประเมิน และระยะหลังการประเมินมีความเข้มข้นจริงจัง และแบบมีส่วนร่วมที่ชัดเจนกว่าสหกรณ์ที่ไม่ผ่านการประเมิน 3) ระดับการดำเนินการขับเคลื่อนสหกรณ์สีขาวด้วยธรรมาภิบาล ผลจากการวิเคราะห์แบบสอบถามพบว่าสหกรณ์ที่ผ่านเกณฑ์ประเมินมีระดับการขับเคลื่อนมีการดำเนินงานการขับเคลื่อนในระดับมากและมากที่สุด สหกรณ์ที่ไม่ผ่านการประเมิน มีการดำเนินงานในระดับปานกลางและระดับมาก 4) แนวทางการขับเคลื่อนสหกรณ์สีขาวด้วยธรรมาภิบาล พบว่าสหกรณ์ที่ผ่านการประเมินมีการปฏิบัติตามวิธีการขับเคลื่อนธรรมาภิบาลในแต่ละระยะอย่างชัดเจน และต่อเนื่อง ปัจจัยความสำเร็จ คือ ความซื่อสัตย์ การเสียสละ ทุ่มเท ร่วมแรงร่วมใจจากทุกฝ่าย การมีส่วนร่วมของสมาชิกและการนำนโยบายลงมาสู่การปฏิบัติให้เกิดเป็นรูปธรรมและมีกระบวนการดำเนินงาน การติดตามประเมินผลอย่างต่อเนื่อง 5) ปัญหา และข้อเสนอแนะการขับเคลื่อนสหกรณ์สีขาวด้วยธรรมาภิบาล ได้แก่ การกำหนดทิศทางองค์กรและการจัดทำแผนยุทธศาสตร์ยังไม่ชัดเจน การจัดการระบบการบริหารงานยังไม่ครอบคลุม และหลักเกณฑ์การประเมินบางประเด็นยังไม่ชัดเจน ข้อเสนอแนะผู้บริหารสหกรณ์ควรสร้างนโยบาย ค่านิยม สร้างแรงจูงใจแก่เจ้าหน้าที่และผู้มีส่วนได้ส่วนเสียให้ปฏิบัติตามหลักธรรมาภิบาล เพื่อเพิ่มความเชื่อมั่นและผ่านเกณฑ์การประเมินสหกรณ์สีขาวด้วยธรรมาภิบาล
The objectives of this research were to study 1) general conditions and white cooperative with good governance evaluation results of savings cooperative in Tak province, 2) moving method of white cooperative with good governance, 3) level of operational moving for white cooperative with good governance, 4) moving guidelines for white cooperative with good governance, and 5) problems and obstacles in the moving of white cooperative with good governance of the savings cooperative in Tak province. This research was a mixed methods research. The population of this research was the entire savings cooperatives which voluntarily participated in white cooperative with good governance project in Tak province for the year 2019 such as 1) Tak Teacher Savings Cooperative Limited 2) Tak Public Health Savings Cooperative Limited and 3) Border Patrol 34 Savings Cooperative Limited. The key informants of these 3 cooperatives consisted of committees, cooperative officers, cooperative auditors, and administrative officers of provincial cooperative only responsible for white cooperative with good governance. The sample size was determined by using purposive sampling method. Tools used in this research were structured interview for 14 samples and questionnaires for 51 samples. Qualitative data was analyzed by using content analysis and ranking. The quantitative data was analyzed by using statistics such as frequency, percentage, mean, and standard deviation. The results of the research revealed that 1) 3 of the savings cooperatives received the white cooperative with good governance evaluation in 9 principles. The Tak Teacher Savings Cooperative Limited passed the “white cooperative with good governance” evaluation while Tak Public Health Savings Cooperative Limited and Border Patrol 34 Savings Cooperative Limited did not pass the evaluation in every principle. 2) In regards to the white cooperative with good governance moving methods, the interview results showed that the cooperative that passed the evaluation had intensive operational performance prior to the evaluation, during the evaluation, and after the evaluation and more obvious participation than the cooperatives that did not pass the evaluation. 3) The level of the operation for white cooperative with good governance moving obtained from the questionnaire analysis stated that the cooperative which passed the criteria had high and highest level of moving operation while the cooperatives that did not pass the evaluation had moderate and high level of moving operation. 4) Regarding the moving guidelines of the white cooperative with good governance found that the cooperative that passed the performance evaluation according to the good governance moving in each stage distinctly and continuously had the keys of success as followed: honesty, dedication, pooled cooperation from all parties, member participation, the adoption of policy into substantial practice, and continuous operational process and evaluation. 5) Problems and suggestions in the moving of white cooperative with good governance were such as the determination of organizational direction and unclear strategic planning, system management was not inclusive and evaluation criteria were not clear. Suggestion to the cooperative executives included that there should be policy, value, and motivation creation for officers and beneficiaries which adhering to the practice according to good governance to increase credibility and to pass the evaluation for white cooperative with good governance
