Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) รูปแบบการใช้สื่อประชาสัมพันธ์โครงการ "3 ดำมหัศจรรย์ภูพาน” ศูนย์ศึกษาการพัฒนาภูพาน จังหวัดสกลนคร และ 2) ประเด็นสารการประชาสัมพันธ์โครงการ "3 ดำมหัศจรรย์ภูพาน” ศูนย์ศึกษาการพัฒนาภูพาน จังหวัดสกลนคร การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยสัมภาษณ์แบบเชิงลึก เครื่องมือวิจัย คือ แบบสัมภาษณ์เชิงลึกแบบกึ่งโครงสร้าง ผู้ให้ข้อมูลหลัก จำนวน 14 คน แบ่งเป็น 6 กลุ่ม ได้แก่ (1) ผู้อำนวยการศูนย์ศึกษาการพัฒนาภูพาน จำนวน 1 คน (2) กลุ่มผู้ร่วมปฏิบัติงานด้านประชาสัมพันธ์ของศูนย์ศึกษาการพัฒนาภูพาน จำนวน 3 คน (3) กลุ่มงานส่งเสริมทรัพยากรธรรมชาติสิ่งแวดล้อมของศูนย์ศึกษาการพัฒนาภูพาน จํานวน 1 คน (4) กลุ่มเจ้าหน้าที่ฝ่ายขยายผลศูนย์เรียนรู้ของศูนย์ศึกษาการพัฒนาภูพานจำนวน 2 คน (5) นักวิชาการงานศึกษาและพัฒนาด้านปศุสัตว์ จํานวน 1 คน (6) กลุ่มเจ้าหน้าที่ปศุสัตว์ จำนวน 6 คน และวิเคราะห์ข้อมูลด้วยการสร้างข้อสรุป ผลการวิจัย 1) รูปแบบการใช้สื่อประชาสัมพันธ์ ได้แก่ (1) สื่อบุคคล หัวหน้าโครงการ ซึ่งเป็นสัตว์แพทย์ที่เชี่ยวชาญและรู้จักเข้าใจในพื้นที่เป็นนักถ่ายทอดจัดอบรมที่น่าเชื่อถือสื่อกลางที่ทํางานอย่างเกิดผลทำให้โครงการรู้จักเป็นวงกว้าง (2) สื่อออนไลน์ หรือ โซเชียลมีเดีย ศูนย์ศึกษาการพัฒนาภูพาน จังหวัดสกลนคร ดำเนินการประชาสัมพันธ์ผ่านยูทูบเป็นสื่อที่ได้มาจากรายการโทรทัศน์ออนไลน์อยู่หลายรายการ โดยไม่ได้มีการซื้อสื่อ รวมทั้งยังได้มีการเปิดบัญชีเฟซบุ๊ก เพื่อเพิ่มยอดผู้ติดตาม ซึ่งได้ผลดีและแนวโน้มจะมียอดผู้ติดตามและคอมเมนท์มากยิ่งขึ้น (3) สื่อสิ่งพิมพ์ ได้แก่ หนังสือนำเสนอความรู้เกี่ยวกับการเลี้ยง ไก่ดำ หมู และวัวดำ วิธีเลี้ยงวิธีขุน แก้ปัญหาด้านการตลาด รวมทั้งป้ายโปสเตอร์ขนาดใหญ่หน้าโครงการ และแผ่นพับให้ความรู้ของโครงการ 2) ประเด็นสารการประชาสัมพันธ์โครงการ "3 ดำมหัศจรรย์ภูพาน จังหวัดสกลนคร ใช้จำนวน 2 ข้อความ ได้แก่ 3 ดำมหัศจรรย์ภูพาน” เป็นกุศโลบายในการใช้คำ เพื่อให้ได้รับการสนใจจากเกษตรกร โดยนำสัตว์ 3 ชนิด ไก่ หมู วัวดำมาตั้งเป็นชื่อโครงการ และ “ตอบโจทย์ เลี้ยงง่าย ทนต่อโรค ขายไปไม่ขาดทุน คุณภาพเทียบต่างประเทศ ดังหลักการสำคัญที่ยึดเป็นแนวทางในการทำงานตามแนวพระราชดำริของพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดชที่ทรงให้ไว้ว่า การทำงานด้านปศุสัตว์จะต้องผ่านเกณฑ์ 5 ข้อ ได้แก่ ต้องเป็นสัตว์ที่เลี้ยงง่าย ควรใช้เทคโนโลยีแบบง่าย ใช้อาหารสัตว์ที่มีอยู่ในท้องถิ่นนั้น สัตว์ที่มีการพัฒนาขึ้นมาต้องมีความทนทานต่อโรคระบาด รวมถึงสภาพพื้นที่เลี้ยงสัตว์ที่พัฒนาขึ้นมาต้องบริโภค และจําหน่ายได้
The objectives of this research were to study 1) media use; and 2) content and messages used for public relations by the Phu Phan Development Study Center, Sakon Nakhon Province, to promote the “Sam Dum Mahasajan Phu Phan” project. This was a qualitative research. The research tool was a semi-structured in-depth interview form. The fourteen key informants came from six groups: (1) a director of Phu Phan Development Study Center; (2) three public relations personnels at the study center; (3) a representative of the center’s environment and natural resources working group; (4) two personnel from the center’s learning center extension division; (5) an academic expert in livestock development; and (6) six personnels from the local Livestock Department. Data were analyzed to draw conclusion. The results showed that 1) three main types of media were used: (1) personal media – the head of the project was a well-known and respected veterinarian who understood the local situation and taught at the training sessions. The project head acted as a credible and effective medium, enabling the project to gain a larger audience; (2) social media – several Youtube online TV channels have featured the project, providing cost-free media coverage. The study center also created a Facebook page about the project and it has gained many followers and comments; and (3) print media – books have been published about the methods of raising and marketing the “3 black marvels,” namely, black chickens, black swine and black cattle. The study center also made posters and pamphlets about the project. 2) As for content, the main messages used to promote the project are the project title “Three Black Marvels of Phu Phan,” which uses clever wording to grab the attention of farmers, and the slogan “Answers your needs, easy to care for, disease resistant, always sells at a profit, meets international quality.” These points are based on the principles of livestock raising recommended by the former king, Bhumibol Adulyadej the Great, that the chosen breed should be easy to care for, using simple technology, with feed locally available, disease resistant and they should be sold and consumed in the local market
