Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) วิสัยทัศน์ของผู้บริหารสมาคมที่มีต่อการจัดการ สารสนเทศของสมาคมในด้านความสำคัญของสารสนเทศ ปัญหาและอุปสรรคในการจัดทำสารสนเทศของสมาคม และแนวโน้มของการจัดการสารสนเทศของสมาคม (2) กระบวนการจัดการสารสนเทศและความคิดเห็นของสมาชิกสมาคมเกี่ยวกับคุณสมบัติของสารสนเทศที่สมาคมให้บริการต่อสมาชิกในปัจจุบันของ สมาคมพ่อค้าข้าวโพดและพืชพันธุ์ไทย เพื่อทราบสภาพการจัดการสารสนเทศของสมาคมในปัจจุบัน และสารสนเทศที่จัดทำมีคุณสมบัติเพียงพอในระดับใดตามความเห็นของสมาชิก และ (3) ความต้องการของสมาชิก สมาคมเกี่ยวกับคุณสมบัติของสารสนเทศของสมาคมเพิ่มเติมจากเดิมที่มีอยู่ในปัจจุบันวิธีการศึกษาในส่วนของการวิจัยเชิงคุณภาพ ดำเนินการโดยสัมภาษณ์เชิงลึกกรรมการบริหาร สมาคมที่รับผิดชอบเกี่ยวกับนโยบายการจัดการสารสนเทศของสมาคม จำนวน 8 ท่าน และทำการสังเกตการณ์ การปฏิบัติงานในการจัดทำสารสนเทศของเจ้าหน้าที่สมาคม ระหว่างวันที่ 1 กรกฎาคม ถึง 30 กันยายน 2554 การศึกษาในส่วนของการวิจัยเชิงปริมาณ ดำเนินการโดยจัดส่งแบบสอบถามไปยังสมาชิกสมาคมทุกราย จำนวน 127 ราย เพื่อแสดงความคิดเห็นและข้อเสนอแนะเพิ่มเติมต่อคุณสมบัติของสารสนเทศของสมาคม โดยได้รับแบบสอบถามคืนมาจำนวน 68 ราย ดำเนินการวิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการศึกษาพบว่า (1) วิสัยทัศน์ของกรรมการบริหารสมาคมที่มีต่อการจัดการสารสนเทศส่วนมากมี ความเข้าใจและให้ความสำคัญกับข้อมูลสารสนเทศ แต่มีอุปสรรคเรื่องทักษะและความชำนาญของผู้ปฏิบัติงาน และงบประมาณที่มีจำกัด โดยมีความเห็นว่าแนวโน้มของการจัดการสารสนเทศของสมาคมยังคงต้องปรับตัว ให้เท่าทันกบการเปลี่ยนแปลงของสังคมและเศรษฐกิจโดยรวม (2) ผลการศึกษากระบวนการจัดการสารสนเทศของ สมาคมพบว่าการปฏิบัติงานของเจ้าหน้าที่สมาคมยังไม่ครบถ้วนตามขั้นตอนในการจัดการสารสนเทศที่ควรเป็น และสมาชิกสมาคมมีความเห็นต่อคุณสมบัติของสารสนเทศของสมาคมในภาพรวมอยูในระดับปานกลาง โดยคุณสมบัติที่สมาชิกเห็นวาต้องปรับปรุงมากที่สุด คือ ด้านการตรงกับความต้องการ และ (3) ผลการศึกษาด้าน ความต้องการของสมาชิกเพิ่มเติมพบว่า สมาชิกต้องการให้มีการพัฒนาปรับปรุงสารสนเทศที่มีอยู่ให้มีรายละเอียด ความทันต่อเวลา และแหล่งข้อมูลอ้างอิงให้มากขึ้น
The purposes of this research were to study: (1) vision of the association’s administrators to management of the information system in terms of significances of information system, problems and obstacles in provision of association information system, and trend of management of association information system; (2) information management process and opinions of associations’ member which concern the qualification of information system to serve the current members; and (3) additional requirement of the members regarding the qualification of information system. The qualitative data were studied by interviewing 8 members of the board of directors observing the work performance of the employees during 1 July – 30 September 2011. The quantitative data were studied by, questionnaire sent to all association’s members to find opinions and additional suggestion to the qualification with 68 members’ questionnaire returning. The data were analyzed by frequency, percentage, mean, and standard deviation. The findings were that: (1) vision of the association’s administrators gave priority to information management but had limitation of skills, expertise, and budget for managing the information system. However, they had opinions that the association should be flexible to adapt the information management to overall social and economic changes; (2) information management process was at the moderate level and the highest qualification should be improved to meet the requirement; and (3) the members required that the existing information should be immediately improved to have more details, updating, and more information reference sources.
