Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับคุณภาพการบริหารการจัดซื้อจัดจ้างของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 และ (2) เปรียบเทียบคุณภาพการบริหารการจัดซื้อจัดจ้างของโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 จำแนกตามข้อมูลของโรงเรียนประชากรในการศึกษา คือ โรงเรียนในสังกัดเขตพื้นที่การศึกษาประถมศึกษาอุดรธานีเขต 4 จำนวน 156 โรงเรียน กำหนดขนาดกลุ่มตัวอย่างด้วยการคำนวณ ได้กลุ่มตัวอย่างจำนวน 113โรงเรียน ซึ่งใช้วิธีสุ่มตัวอย่างอย่างง่าย และมีผู้บริหารสถานศึกษาเป็นผู้ให้ข้อมูล เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือแบบสอบถาม การวิเคราะห์ข้อมูลใช้ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียวและการทดสอบผลต่างนัยสำคัญน้อยที่สุดผลการศึกษา พบว่า (1) ระดับคุณภาพการบริหารการจัดซื้อจัดช้งของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 โดยรวมอยู่ในระดับมากโดยด้านที่อยู่ในระดับมากที่สุดได้แก่ ด้านความคุ้มค่า และด้านความมีประสิทธิภาพและประสิทธิผล สำหรับด้านความโปร่งใส และด้านการตรวจสอบอยู่ในระดับมากตามลำดับ และ (2) การเปรียบเทียบคุณภาพการบริหารการจัดซื้อจัดจ้างของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 จำแนกตามข้อมูลของโรงเรียน พบว่า โรงเรียนที่มีขนาดโรงเรียน มีงบประมาณการจัดซื้อจัดจ้างและมีเจ้าหน้าที่พัสดุที่มีประสบการณ์ด้านการจัดซื้อจัดจ้างแตกต่างกัน มีคุณภาพการบริหารการจัดซื้อจัดข้างแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ ระดับ 0.05
The purposes of this study were (1) to study the quality level of purchasing management of the schools under Udon Thani Primary Educational Service Area Office 4, and (2) to compare of quality of purchasing management of the schools under Udon Thani Primary Educational Service Area Office 4, divided by school information. The population used in this study was 156 Schools under Udon Thani Primary Educational Service Area Office 4. The sample size of 113 schools was determined by calculation by using simple sampling method. The education administrators were answers by a constructed questionnaire for education administrators to answer was used an instrument to collect data. Data collected were analyzed by using percentage, means, standard deviation one-way analysis of variance and Least Significant Difference method. Results of the study revealed that: (1) the quality level of purchasing management of the schools under Udon Thani Primary Edcational Service Area Office 4 was overall at a high level. At the highest level were worthiness, efficiency, and effectiveness, while a high level were transparency and audit, respectively; and (2) a comparison of quality of purchasing management of the schools under Udon Thani Primary Educational Service Area Office 4 divided by school information indicated that different sizes of school, sizes of budget for procurement, and number of procurement officers had different aspects in quality of purchasing management with a statistical significance at 0.05 level.
