ภาวะผู้นำของหัวหน้างานในองค์การบริหารส่วนตำบลในทัศนะของผู้ใต้บังคับบัญชา : ศึกษากรณีจังหวัดปทุมธานี

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อ (1) ศึกษาภาวะผู้นำของหัวหน้างานในองค์การบริหารส่วนตำบล จังหวัดปทุมธานี (2) หาภาวะผู้นำที่เหมาะสมสำหรับหัวหน้างานในองค์การบริหารส่วนตำบล จังหวัดปทุมธานี กลุ่มตัวอย่างที่ศึกษา คือ พนักงานส่วนตำบล ลูกจ้างประจำ ลูกจ้างตามภารกิจ และ ลูกจ้างชั่วคราว ในจังหวัดปทุมธานี รวมจำนวน 385 คน เก็บรวบรวมโดยใช้แบบสอบถาม และ วิเคราะห์ข้อมูลด้วยโปรแกรมสำเร็จรูป สถิติที่ใช้ ได้แก่ รัอยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที่ และการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า (1) ภาวะผู้นำของหัวหน้างานในองค์การบริหารส่วนตำบล จังหวัด ปทุมธานี มีลักษณะการบริหารงานแบบประชาธิปไตยแบบเชิงรุกและแบบเชิงรับ ซึ่งถิอว่าเป็นการบริหารงานที่ยึดถืออำนาจของกลุ่มมากกว่าอำนาจของตนเอง ผู้นำที่เน้นกระบวนการของกลุ่มมีการทำงานเป็นทีม (2) ภาวะผู้นำที่เหมาะสมสำหรับหัวหน้างานในองค์การบริหารส่วนตำบล จังหวัดปทุมธานี เป็นผู้นำแบบทีมงาน มีวิสัยทัศน์ มุ่งการมีส่วนร่วม มีการกระจายอำนาจความรับผิดชอบ ด้านตัดสินใจ เน้นด้านคุณธรรมและมีสายบังคับบัญชา ต้องมีแนวคิดการสรัางและควบคุมคุณภาพ มีการปรับลดขนาดของหน่วยงาน และนโยบายรัดเข็มขัด มีการสรัางความคิด ค่านิยม วิสัยทัศน์และการเปลี่ยนแปลง

The purposes of this study were : 1) to Study the leadership of tambon administration organization as perceived by their subordinates and 2) to identify the existing leadership styles of tambon administration organization supervisors as perceived by their subordinates. The sample group used in this study was selected from Includes subordinates who were auxiliaries and supporting staff in Pathum Thani Province totaling of 385 people. The data were collected by using the questionnaire, and analysis analize the data by the computer The statistical tote employed for data analize were percentage, wean standard deviation, chi-square, t-test and One-way ANOVA. The research findings were : 1) the leadership of tambon administration organization as perceived by their subordinates in the administrative demacracy way speed and democracy recede leadership as a focus of group processes 2) the identify of existing leadership of tambon administration organization supervisors as perceived by their subordinates were team work leadership,vision, collaboration, disperse and response in dicision,morals hierarchy and have idea in making and quality controlling, up and downing work unit,saving policy and creation , values, vision and change.
