การพัฒนาศักยภาพในการบริหารจัดการของกรมส่งเสริมอุตสาหกรรม

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาศักยภาพในการบริหารจัดการ ปัญหาแนวทางการพัฒนาการบริหารจัดการ (2) การเปรียบเทียบภาพรวม และ (3) ภาพรวมแนวโน้มของศักยภาพในการบริหารจัดการของกรมส่งเสริมอุตสาหกรรม ทั้งนี้ได้ใช้ แพ็มส์-โพสคอร์บ เป็นกรอบแนวคิดในการศึกษาครั้งนี้ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจซึ่งเก็บรวบรวมจากข้าราชการและประชาชนแบบสอบถามได้ผ่านการทดสอบ รวมทั้งผ่านการทดสอบหาความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.75 การเก็บรวบรวมข้อมูลสนามดำเนินการระหว่างวันที่ 1 กันยายน 2549 ถึง วันที่ 30 ตุลาคม 2549 ได้กลุ่มตัวอย่าง 1,023 คน คิดเป็นร้อยละ 93.00 ของกลุ่มตัวอย่างทั้งหมด (1,100 คน) สำหรับสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการทดสอบค่าที ผลการวิจัย พบว่า กลุ่มตัวอย่างส่วนใหญ่เห็นด้วยในระดับปานกลาง ว่า กรมส่งเสริมอุตสาหกรรมมีศักยภาพและปัญหาในการบริหารจัดการสูงในขณะที่กลุ่มตัวอย่างส่วนใหญ่เห็นด้วยในระดับมาก ว่า ในภาพรวม ศักยภาพในการบริหารจัดการของกรมส่งเสริมอุตสาหกรรมในปัจจุบันสูงกว่าในอดีต อีกทั้งกลุ่มตัวอย่างส่วนใหญ่เห็นด้วยในระดับปานกลาง ว่า ศักยภาพในการบริหารจัดการของกรมส่งเสริมอุตสาหกรรมในปัจจุบันสูงกว่าหน่วยงานอื่น สำหรับข้อเสนอแนะที่สำคัญ คือ กรมส่งเสริมอุตสาหกรรมควรกำหนดนโยบายให้สอดคล้องกับหลักการมีส่วนร่วมและควรมอบอำนาจเพิ่มมากขึ้นให้แก่หน่วยงานในระดับล่าง นอกจากนี้ควรปรับเปลี่ยนให้หน่วยงานในส่วนกลางมีขนาดเล็กลงและโอนถ่ายภารกิจไปยังหน่วยงานในท้องถิ่น

The purposes of this study were (1) to study potentials, problems, procedures to development (2) to overview comparision, and (3) to overview trends of management administration potentials of the Department of Industrial Promotion (DIP). The conceptual framework of PAMS-POSDCoRB was applied in this study. This study was a survey research collected from civil service and people. The questionnaires were pre-tested, including validity and reliability checked of 0.75. The field data was collected between September 1-October30, 2006 at the amount of 1,023, equal to 93.00% of total samples (1,100). Statistics used for data analysis were percentage, arithmetic mean, standard deviation, andl-test. The results revealed that most of samples agreed at the medium level that the management administration potentials and problems of DIP were high. While most of the samples agreed at the high level that the overview of management administration potentials of DIP at present were higher than the past time. In addition, most of the samples agreed at the medium level that the management administration potentials of DIP at present were higher than other organizations. For suggestions: DIP should set policy to coincide with the principles of participation and delegate more powers to lower levels. DIP should diminish central organizations and transfer DIP’S missions to local organizations.
