การวิเคราะห์การบริหารจัดการของสำนักงานเขตราชเทวี กรุงเทพมหานคร ตามแนวทางทศพิธราชธรรม

Abstract

การวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์ (1) การบริหารจัดการ (2) ปัญหาและ (3) แนวทางการเสริมสร้างการบริหารจัดการของสำนักงานเขตราชเทวี กรุงเทพมหานคร ตามแนวทางทศพิธราชธรรม ทั้งนี้ได้นำ การบริหารจัดการตามแนวทางทศพิธราชธรรม 10 ด้านมาเป็นกรอบแนวคิด ได้แก่ ทาน ศีล บริจาค ความซื่อตรง ความอ่อนโยน ความเพียร ความไม่โกรธ ความไม่เบียดเบียน ความอดทน และ ความเที่ยงธรรม การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจโดยใช้แบบสอบถามซึ่งผ่านการทดสอบเพื่อหา ความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.90 กลุ่มตัวอย่าง คือ ประชาชนในเขตพื่นที่ของสำนักงานเขตราชเทวีจำนวน 1,100 คน กลุ่มตัวอย่างดังกล่าวนี้ได้ตอบแบบสอบถาม ซึ่งเก็บรวบรวมกลับมาได้ 1,050 คน คิดเป็นร้อยละ 95.50 ของกลุ่มตัวอย่างทั้งหมด (1,100 คน) ในการวิเคราะห์ข้อมูลที่เก็บรวบรวมกลับมานั้นได้ใช้คอมพิวเตอร์ สำหรับสถิติที่นำมาใช้ในการ วิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการวิชัยปรากฎว่า (1) กสุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ว่า สำนักงานเขตราช เทวีมีการบริหารจัดการตามแนวทางทศพิธราชธรรมสูง (2) ส่วนปัญหาสำคัญ คือ สำนักงานเขต ราชเทวีจัดแบ่งอำนาจหน้าที่ไม่เหมาะสม ได้แก่ บางหน่วยงานมีภารถิจมาก แต่จำนวนข้าราชการมีน้อย ทำให้ไม่เพียงพอต่อการให้บริการประชาชน และ (3) สำหรับแนวทางการเสริมสร้างการ บริหารจัดการของที่สำคัญ คือ สำนักงานเขตราชเทวีควรให้ความสำคัญกับแนวทางการเสริมสร้าง การบริหารจัดการตามแนวทางทศพิธราชธรรมเพื่มมากขึ้น โดยเฉพาะผู้บริหารทุกระดับควรให้ความสำคัญกับการบริหารจัดการตามแนวทางทศพิธราชธรรมในทุกด้าน และผู้บริหารควรทำตัวเป็นแบบอย่างที่ดี

The objectives of this research were to study (1) the management administration, (2) problems, and (3) supporting guidelines on the management administration of Ratchathewi District Office, Bangkok Metropolitan Administration according to the Ten Perfections Guideline. The conceptual framework was applied consisted 10 factors: charity, morality, donation, honesty, gentleness, assiduity, no hard feeling, no exploitation, tolerance, and uprightness. This research was a survey research with questionnaire. The questionnaire was tested for validity and reliability at level of 0.90. Samplings were 1,100 people inhabited in areas of the Ratchathewi District. The questionnaires were gathered back at the amount of 1,050 (95.50%) of the whole samplings (1,100). Computer was used for data analysis. Statistics applied for data analysis were percentage, mean, standard deviation, and t-test. The result of the research revealed that (1) the samples agreed at the medium level that the management administration of the Office of Ratchathewi District according to the Ten Perfections Guideline was at the high level; (2) the major problem was the improper division of authority, including, some sections were overloaded, but not enough personnel to service to people; and (3) the main supporting guideline on the management administration of Ratchathewi District Office was to pay more attention to promote management administration according to the Ten Perfections Guideline at all levels.
