การแทรกแซงทางการเมืองของทหารไทย : ศึกษากรณีรัฐประหาร 19 กันยายน 2549

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยที่ทำให้เกิดการรัฐประหาร เมื่อวันที่ 19 กันยายน 2549 (2) วิธีการแทรกแซงทางการเมืองของทหาร (3) ปัจจัยที่ทำให้การรัฐประหารประสบความสำเร็จ วิธีการศึกษาเป็นการศึกษาวิจัยเชิงคุณภาพ โดยการสัมภาษณ์กลุ่มตัวอย่าง จำนวน 8 คน คือ กลุ่มนักวิชาการด้านการทหาร กลุ่มทหารที่เกี่ยวข้องกับการรัฐประหาร จำนวนกลุ่มละ 2 คน และกลุ่มนักการเมือง จำนวน 4 คน รวบรวมข้อมูลจากแบบสัมภาษณ์และจากเอกสาร หนังสือ วารสารที่เกี่ยวข้อง แล้วทำการวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า (1) ปัจจัยที่ทำให้เกิดการรัฐประหาร เมื่อวันที่ 19 กันยายน 2549 มาจากสองปัจจัยหลัก คือ ปัจจัยภายในกองทัพ ได้แก่ ผลประโยชน์ของกลุ่มทหารถูกกระทบกระเทือน โดยเฉพาะอย่างยิ่ง การแต่งตั้งโยกย้ายนายทหารตำแหน่งสำคัญของกองทัพ ปัจจัยภายนอกกองทัพ ได้แก่ รัฐบาลไม่สามารถแก้ไขปัญหาของชาติได้ (2) วิธีการแทรกแซงทางการเมืองของทหาร ทำโดยการใช้อิทธิพลกดดันนโยบายและการตัดสินใจของรัฐบาล การข่มขู่ว่าจะใช้กำลังการเปลี่ยนตัวผู้บริหาร และการเปลี่ยนแปลงรัฐบาลทั้งชุด โค่นล้มอำนาจหรือการยึดอำนาจ (3) ปัจจัยที่ทำให้การรัฐประหารประสบความสำเร็จ ได้แก่ ความรวดเร็วในการปฏิบัติการ การประสานงานที่ดี และการมีระบบการสื่อสารที่ดีทันสมัย

The objective of this research was to study: (1) factors that led to the 19 September 2006 coup d’dtat; (2) methods of political intervention used by the Thai military; (3) factors of success of the 19 September 2006 coup d’dtat. This was a qualitative research. Data were gathered through interviews with the sample of 8, which consisted of 2 academics specializing ๒ military studies, 2 military personnel involved with the 19 September 2006 coup d’etat and 4 politicians. Additional data were gathered from related books, journals and other documents. Data were analyzed using descriptive analysis. The results showed that (1) there were 2 major factors that led to the 19 September 2006 coup d’etat. First was an internal factor within the army, namely, the fact that the interests of the military leaders were affected by transfers and promotions in key positions in the army. Second was an external factor, that is, the inability of the government to solve national problems. (2) The methods of political intervention used by the Thai military were using the military’s influence to put pressure on the government to influence the outcome of its policies and decisions, threatening to use military power, changing of administrators or the entire government, and taking control of the state outright. (3) Factors that led to the success of the 19 September 2006 coup d’etat were the speed of operations, good coordination and modem communications
