Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาผลการปฏิบัติงานตามแนวทางการบริหารกิจการบ้านเมืองที่ดีขององค์การบริหารส่วนตำบลห้วยยายจิ๊ว อำเภอเทพสถิต จังหวัดชัยภูมิ ประจำปี 2555 การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างเลือกแบบเจาะจง คือ คณะผู้บริหาร 4 คน พนักงานส่วนตำบล 7 คน และพนักงานจ้าง 4 คนรวมทั้งสิ้น 15 คน ที่ปฏิบัติหน้าที่ในองค์การ บริหารส่วนตำบลห้วยยายจิ๋ว ประจำปี 2555 เครื่องมือวิจัยใช้แบบสัมภาษณ์ และทำการวิเคราะห์ ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า การนำหลักเกณฑ์การบริหารกิจการบ้านเมืองที่ดีมาใช้กับองค์การบริหารส่วนตำบลห้วยยายจิ๊ว ดังนี้ (1) ด้านหลักนิติธรรม การปฏิบัติหน้าที่ตามกฎระเบียบ เพื่ออำนวยความสะดวกให้แก่ประชาชน การประกาศขั้นตอนระยะเวลาการปฏิบัติราชการ ให้ประชาชนทราบโดยทั่วไป ยังไม่มีประสิทธิภาพเท่าที่ควร (2) ด้านหลักคุณธรรม การบริหารราชการเพื่อให้เกิดผลสัมฤทธิ์ โดยให้ส่วนราชการกำหนดแผนการทำงานที่มีวัตถุประสงค์ที่จะชี้วัดผลลัพธ์ของงานได้ (3) ด้านหลักความโปร่งใส การตรวจสอบการปฏิบัติงานการจัดตั้งศูนย์บริการร่วมเป็นศูนย์บริการประชาชนในการติดต่อสอบถามข้อมูลยื่นคำขออนุมัติ อนุญาตในเรื่องที่เป็นอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นและภารกิจของหน่วยงานภายนอกที่ต่อเนื่องจากภารกิจขององค์กรปกครองส่วนท้องถิ่น ยังไม่มีการจัดตั้งให้เป็นรูปธรรม (4) ด้านความมีส่วนร่วมผู้บริหารองค์กรปกครองส่วนท้องถิ่นขาดการกำซับให้พนักงานส่วนท้องถิ่นกรณีได้รับคำร้องเรียนเสนอแนะหรือความคิดเห็นเกี่ยวกับวิธีปฏิบัติราชการ อุปสรรค ความยุ่งยากหรือปัญหาอื่นใด จากบุคคลใด โดยมีข้อมูลและสาระตามสมควรมิได้นำเสนอผู้บังคับบัญชาโดยทันที
The purpose of this research. To study the performance guidelines for the principles of good governance. Community use of Huayyaijiew subdistrict administration organization Huayyaijiew subdistrict Thepsathit district Chaiyaphum province year 2555. This research is qualitative research. The sample was purposively selected four administrative staff members and seven part four people total, 15 employees working in Huayyaijiew subdistrict administration organization year 2555 interview research tool. And descriptive data analysis. The results showed that Principles of good governance to the Community use of Huayyaijiew subdistrict administration organization (1) the rule of law. Duty regulations. For the convenience of the public. Announced the official working time. Generally known to the public. Inefficient to (2) the integrity. Administration to achieve results. The government plan aims to measure the results of (3) the principle of transparency. To check the operation of its facilities as a public service to contact the applicant. Allowed in the authority of the local government and the mission of the agency's ongoing mission of local government. Not yet set up the concrete (4) the participation. Executives stressed that local governments lack the local staff has received. Suggestions or comments about how the government.
