Abstract
การวิจัยครั้งนี้เพื่อศึกษาการประชาสัมพันธ์ของพิพิธภัณฑ์ธรณีวิทยาในสังกัดกรมทรัพยากรธรณีในด้าน (1) นโยบายและโครงสร้างการทำงาน (2) แนวทางและวิธีการทำงาน (3) ปัญหาและอุปสรรคในการทำงานและ (4) เสนอแนวทางการประชาสัมพันธ์แก่พิพิธภัณฑ์ซากดึกดำบรรพ์ ธรณีวิทยา และธรรมชาติวิทยา จังหวัดสุราษฏร์ธานี การวิจัยนี้เป็นการวิจัยเชิงคุณภาพใช้วิธีการสัมภาษณ์แบบเจาะลึก ด้วยแบบสัมภาษณ์กึ่งโครงสร้าง โดยเจาะจงเลือกผู้ให้ข้อมูลหลักที่เกี่ยวข้องกับการทำงานประชาสัมพันธ์ของพิพิธภัณฑ์ธรณีวิทยาในสังกัดกรมทรัพยากรธรณีซึ่งมีผู้เข้าชมจำนวนสูงสุด 4 แห่งจากจำนวนพิพิธภัณฑ์ธรณีวิทยาทั้งหมดซึ่งมี 7 แห่ง ผู้ให้ข้อมูลหลักจำนวนรวมทั้งสิ้นจำนวน 10 คน ประกอบไปด้วย ผู้อำนวยการสำนักงานทรัพยากรธรณีเขต จำนวน 3 คน ผู้อำนวยการพิพิธภัณฑ์ 4 คน และเจ้าหน้าที่ผู้ปฏิบัติงานประชาสัมพันธ์ 3 คน วิเคราะห์ข้อมูลโดยการสร้างข้อสรุป ผลการวิจัยพบว่า (1) การประชาสัมพันธ์ของพิพิธภัณฑ์ธรณีวิทยา ในสังกัดกรมทรัพยากรธรณีทั้ง 4 แห่งไม่มีนโยบายด้านการประชาสัมพันธ์ที่ชัดเจนเป็นลายลักษณ์อักษรและมีโครงสร้างการทำงานตามสายการบังคับบัญชาแตกต่างกันตามวัตถุประสงค์และการให้ความสำคัญต่อการประชาสัมพันธ์ของฝ่ายบริหารของแต่ละพิพิธภัณฑ์ (2) แนวทางการดำเนินงานและวิธีการทำงานตามกระบวนการประชาสัมพันธ์ประกอบไปด้วย การวิเคราะห์ประเมินสถานการณ์ของพิพิธภัณฑ์ การวางแผนการดำเนินงานประชาสัมพันธ์ไปยังกลุ่มเป้าหมายทั้งภายในและภายนอกองค์การ การดำเนินงานตามแผนงาน และการประเมินผลการประชาสัมพันธ์ เน้นด้านภาพลักษณ์ให้เป็นแหล่งเรียนรู้ที่เป็นส่วนหนึ่งของชุมชน และเป็นแหล่งท่องเที่ยวทางธรณีวิทยา โดยใช้หน่วยงานด้านการท่องเที่ยวในท้องถิ่นเป็นเครือข่ายในการประชาสัมพันธ์ มีการใช้เฟซบุ๊กและสื่อเว็บไซต์ทางการของกรมทรัพยากรธรณีเป็นสื่อหลัก (3) ปัญหาและอุปสรรค์ พิพิธภัณฑ์ธรณีวิทยา ในสังกัดกรมทรัพยากรธรณีทั้ง 4 แห่ง มีปัญหาด้านบุคลากรและงบประมาณด้านงานประชาสัมพันธ์ที่ไม่เพียงพอ ยกเว้นในส่วนของศูนย์ศึกษาวิจัยและพิพิธภัณฑ์ไดโนเสาร์ภูเวียง จังหวัดขอนแก่น ไม่พบปัญหาด้านงบประมาณ เนื่องจากเน้นการทำงานประชาสัมพันธ์ร่วมกับหน่วยงานเครือข่ายด้านการท่องเที่ยว (4) แนวทางการประชาสัมพันธ์แก่พิพิธภัณฑ์ซากดึกดำบรรพ์ ธรณีวิทยา และธรรมชาติวิทยา จังหวัดสุราษฏร์ธานีซึ่งเป็นพิพิธภัณฑ์ใหม่ล่าสุดที่กำลังจะเปิดให้บริการ ในพ.ศ. 2564 ควรมีนโยบายและจัดโครงสร้างด้านการประชาสัมพันธ์ที่ชัดเจน เพิ่มอัตรากำลังให้เพียงพอต่องานด้านประชาสัมพันธ์ ควรเน้นการประชาสัมพันธ์ในเรื่องการเป็นแหล่งเรียนรู้ด้านซากดึกดำบรรพ์ทะเลโบราณ โดยเน้นในเชิงการท่องเที่ยวควบคู่ไปด้วย เพื่อเชื่อมโยงไปสู่การวางแผนการทำเครือข่ายด้านการท่องเที่ยว เพราะจังหวัดสุราษฎร์ธานีเป็นจังหวัดที่มีความพร้อมด้านการท่องเที่ยว
This research aims to study the public relations practice of the most prominent geology museums, the Department of Mineral Resources in terms of (1) policies and organizations’ structure; (2) approaches and how they are run; (3) difficulties and obstacles; and (4) recommendations for public relations practice of the new Fossil, Geology and Nature Studies Museum in Surat Thani Province. This was a qualitative study using in-depth interviews carried out with a semi-structured interview form. The key informants were chosen through purposive sampling from among people involved with public relations at the top 4 out of 7 geology museums under the jurisdiction of the Department of Mineral Resources based on the ranking number of visitors. There were 10 key informants, consisting of 3 directors of regional mineral resources offices, 4 museum directors and 3 public relations personnel. Data were analyzed and draw conclusions. The results showed that (1) all 4 museums had clear public relations policies that were written down. The organizations’ structure and chain of command varied depending on the work objectives and how much emphasis the administrators of each museum put on public relations. (2) Approaches and the way they run the organizations following the public relations process consisted of evaluating the museum’s situation, planning public relations to reach each internal and external target group, implementing the plans, and evaluating the results with an emphasis on the museum’s image as a community learning resource and tourist destination. Local tourism agencies were public relations allies in the museums’ networks. The main media employed were the Department of Mineral Resources’ website and Facebook pages. (3) All 4 museums encountered difficulty with a shortage of public relations personnel and 3 of them reported difficulty with an insufficient budget. The exception was the Phu Wiang Fossil Research Center and Dinosaur Museum in Khon Kaen, which did not have a budget problem because it focussed on working with partners in the tourism business. (4) The informants recommended that the newest museum to be openened in 2012, the Fossil, Geology and Nature Studies Museum in Surat Thani Province, should set a clear public relations policy and structure, hire sufficient number public relations personnel, and place emphasis on its status as both a place to study coastal and undersea fossils and as an interesting tourist destination. Plans should include forging a strong network with tourism agencies because Surat Thani is already a province that has a good level of readiness for tourism
