Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ประเมินผลโครงการกองทุนหมู่บ้านและชุมชนเมืองในเขตอำเภอท่าสองยาง จังหวัดตาก โดยนำรูปแบบการประเมินซิปป์โมเดลมาใช้ประเมินจากองค์ประกอบ 4 ด้าน คือ ด้านสภาพแวดล้อม (บริบท) ของโครงการ ด้านปัจจัยนำเข้าโครงการ ด้านกระบวนการของโครงการ ด้านผลผลิตของโครงการ และ 2) ศึกษาปัญหาอุปสรรค ในการดำเนินการโครงการกองทุนหมู่บ้านและชุมชนเมืองในเขตอำเภอท่าสองยาง จังหวัดตาก การวิจัยทำการศึกษาจากสมาชิกกองทุนหมู่บ้านและชุมชนเมืองในเขตอำเภอท่าสองยาง จังหวัดตาก จำนวน 23,031 คน โดยใช้กลุ่มตัวอย่างจำนวน 400 คนและเครื่องมือที่ใช้ในงานวิจัยเป็นแบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมุลได้แก่ รัอยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการวิชัยพบว่า 1) สมาชิกกองทุนหมู่บ้านมีระตับประเมินผลการดำเนินโครงการกองทุนหมู่บ้านในเขตอำเภอท่าสองยาง จังหวัดตาก ด้านสภาพแวดล้อม(บริบท)ของโครงการผลการประเมินอยู่ในระตับมาก ด้านปัจจัยเบื้องต้นโครงการ ผลการประเมินอยู่ในระดับปานกลาง ด้านกระบวนการของโครงการ ผลการประเมินอยู่ในระดับปานกลาง ด้านผลผลิตโครงการ ผลการประเมินอยู่ในระดับมาก 2) ปัญหาและอุปสรรคของโครงการพบว่า มีปัญหาและอุปสรรคด้านการสื่อสารด้วยภาษาไทย การคมนาคม งบประมาณ วัสดุอุปกรณ์ การแนะนำและให้ความรู้จากหน่วยงานที่เกี่ยวข้อง
The purposes of this research were ะ 1) to evaluate the result of the village and community fund project in Thasongyang District, Tak Province in four aspects: context, input, process and product and 2) to study problems and barriers of the village community fund project in Thasangyang District, Tak Province. The samples consisted of 400 members from the village and community fund project in total of 23,031 members. District, Tak Province Thasongyang. Questionnaires were used as an instrument. Data were analyzed and presented by percentage, mean, and standard deviation. The results revealed that ะ I) committee members and members of the village fund on village and community fund project evaluated the project at a high level in all aspects, and 2) problems and barriers of the project found that there were some problems in using Thai language communication 1 transportation , budgeting , materials , advising and giving the knowledge from the concerned offices.
