Abstract
การจัดทำคู่มือการจัดทำรายงานผลการปฏิบัติตามมาตรการที่กำหนดในรายงานการประเมินผลกระทบสิ่งแวดล้อมของโครงการประเภทโรงงานอุตสาหกรรมมี วัตถุประสงค์เพื่ออธิบายขั้นตอนการทำงานอย่างเป็นระบบให้นักวิชาการสิ่งแวดล้อมใหม่เห็นภาพการปฏิบัติงานได้อย่างชัดเจน การจัดทำคู่มือประกอบด้วยการรวบรวมข้อมูลทั้งหมดที่เกี่ยวข้องกับการจัดทำรายงานผลการปฏิบัติตามมาตรการป้องกัน แก้ไขผลกระทบสิ่งแวดล้อม และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อมจากบริษัทที่ปรึกษาด้านสิ่งแวดล้อม การวิเคราะห์ขั้นตอนการปฏิบัติงานทั้งหมคของกระบวนการจัดทำรายงานของบริษัท การนำข้อมูลที่วิเคราะห์ได้ทั้งหมดมาเรียบเรียง และการเรียบเรียงขั้นตอนการปฏิบัติงานและการได้มาซึ่งข้อมูลที่เกี่ยวข้องกับการจัดทำรายงานผลการปฏิบัติตามมาตรการป้องกัน แก้ไขผลกระทบสิ่งแวดล้อม และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อม คู่มือการจัดทำรายงานผลการปฏิบัติตามรายงานการประเมินผลกระทบสิ่งแวดล้อมของโครงการประเภทโรงงานอุตสาหกรรม ประกอบด้วยเนื้อหาจำนวน 6 บท ได้แก่ 1) บทนำ 2) บทบาทหน้าที่ของนักวิชาการสิ่งแวดล้อมในบริษัทที่ปรึกษาด้านสิ่งแวดล้อม 3) ความรู้ทั่วไปเกี่ยวกับรายงานวิเคราะห์ผลกระทบสิ่งแวดล้อม 4) องค์ประกอบเล่มรายงานผลการปฏิบัติตามมาตรการป้องกัน แก้ไขผลกระทบสิ่งแวดล้อม และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อม 5) หลักฐานประกอบรายงานผลการปฏิบัติตามมาตรการป้องกัน แก้ไขผลกระทบสิ่งแวดล้อม และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อม และ 6) ขั้นตอนการนำส่งรายงานผลการปฏิบัติตามมาตรการป้องกัน แก้ไขผลกระทบสิ่งแวดล้อม และมาตรการติดตามตรวจสอบคุณภาพสิ่งแวดล้อม
The development of a manual for compliance reports on Environmental Impact Assessment for Industrial Work Projects aimed to systematically describe a working process for new environmentalists to clearly visualize overall operational procedures. The manual preparation involved the compilation of data on compliance reports about environmental impact prevention and solution as well as environmental quality monitoring from environmental consulting firms, and an operation process analysis of report preparation by such firms. After that, the data were analyzed and organized as a manual on procedures for establishing compliance reports. The manual for compliance reports on environmental impact assessment of industrial work projects consists of six chapters including (1) introduction, (2) roles and responsibilities of environmentalists in an environmental consulting firm, (3) general knowledge of a report on environmental impact analysis, (4) compliance report of environmental impact prevention and solution, and environmental quality monitoring, (5) evidence for compliance reports on environmental impact prevention and solution and environmental quality monitoring, and (6) report submission process
