Abstract
ประเทศไทยได้ให้ความสำคัญในเรื่องของพลังงานทดแทนน้ำมันซึ่งส่วนใหญ่นำเข้าจากต่างประเทศ จึงได้มีการกำหนดยุทธศาสตร์แก๊สโซฮอล์ขึ้นเพื่อส่งเสริมการใช้น้ำมันแก๊สโซฮอล์ แทนการใช้น้ำมันเบนซิน 91 และน้ำมันเบนซิน 95 ในอนาคต จึงได้ทำการศึกษาเพื่อให้ทราบถึง ปัจจัยและปัญหาที่มีผลต่อการส่งเสริมและสนับสนุน รวมทั้งเสนอแนวทางการพัฒนาการส่งเสริมการใช้น้ำมันแก๊สโซฮอล์กลุ่มตัวอย่างได้แก่ กลุ่มผู้ใช้รถจำนวน 400 ราย และผู้จำหน่ายน้ำมัน จำนวน 50 ราย ในเขตกรุงเทพมหานครและปริมณฑล โดยทำการสุ่มตัวอย่างจาก ปั้มน้ำมัน ปตท., บางจาก, เซลล์, เอสโซ่ และคาลเท็กซ์ โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล และใช้วิชีการสัมภาษณ์ผู้ที่เกี่ยวข้อง แล้วนำข้อมูลมาวิเคราะห์ โดยใช้โปรแกรมสำเร็จรูป และแจกแจงในรูปค่าสถิติอย่างง่าย ใช้ค่าที ค่าเอฟ และ วิเคราะห์ความแปรปรวนทางเดียว ในการเปรียบเทียบความแตกต่างของตัวแปร ผลการศึกษา พบว่าปัจจัยหลักที่มีผลต่อการส่งเสริมและสนับสนุนการใช้น้ำมัน การใช้น้ำมันแก๊สโซฮอล์ แทนการใช้น้ำมันเบนซิน 91 และน้ำมันเบนซิน 95 ได้แก่ ปัจจัยด้านราคา ด้านคุณภาพ ด้านประชาสัมพันธ์ และด้านการจัดการให้มีสถานีบริการน้ำมันแก๊สโซฮอล์ ซึ่งปัจจัยทั้ง 4 ด้าน มีผลต่อการเลือกใช้น้ำมันแก๊สโซฮอล์ ที่เพิ่มมากขึ้น ส่วนปัญหานั้นเกิดจากการประชาสัมพันธ์ ไม่ดีเท่าที่ควรของภาครัฐ จึงทำให้ประชาชนผู้ใช้รถ ขาดความเข้าใจในเรื่องของคุณภาพและประโยชน์ที่จะได้รับ เมื่อเลือกใช้น้ำมันแก๊สโซฮอล์ แทนน้ำมันเบนซิน 91 และน้ำมันเบนซิน 95 ข้อเสนอแนะ ภาครัฐควรพิจารณาปรับปรุงและพัฒนาปัจจัยด้านราคา คุณภาพ และด้านการ
จัดการให้มีสถานีบริการน้ำมันแก๊สโซฮอล์ โดยใช้มาตรการต่าง ๆ ที่กำหนดไว้ในยุทธศาสตร์แก๊สโซฮอล์อย่างจริงจัง และให้เป็นไปตามกลไกของตลาด ตลอดทั้ง ควรเน้นให้มี การประชาสัมพันธ์ถึงประโยชน์ที่จะได้รับในทุก ๆ ด้าน อย่างต่อเนื่องและสมํ่าเสมอ ซึ่งจะเป็นปัจจัยที่ทำให้ยุทธศาสตร์แก๊สโซฮอล์ประสบผลสำเร็จ อันจะส่งผลให้ประชาชนผู้ใช้รถ หันมาใช้น้ำมันแก๊สโซฮอล์ แทนการใช้น้ำมันน้ำมันเบนซิน 91และน้ำมันเบนซิน 95 ในที่สุด
Thailand has put the emphasis on the importance of compensatory energy for gasoline, most of which is imported. Thus, there is a Gasohol Strategy which aims to promote the usage of Gasohol Benzine as substitute of Benzine 91 and 95 in future.The purposes of this research were to study the factors and the problems affecting the promotion and support of Gasohol usage as substitute of Benzine 91 and 95, and to suggest appropriate approach to increase gasohol usage.Samples which comprised 400 car users and 50 gas stations in Bangkok and the vicinity, were from coincidence sampling, proportion determination and significant source of information (PTT, Bangchak, Shell, Esso and Caltex Gas stations); so to avoid any incredibility flaws. Instruments used were questionnaire and interview. Data collected were analyzed via computer program. Statistics employed to compare the differences among variables were t-Test, F-Test and One-Way-Anova. The result of the research revealed that, factors influencing the promotion and the support of Gasohol usage as substitute of Benzine 91 and 95 were Price ,Quality, Public Relations, and the Outlets of Gas Station. These factors had influences on the increasing usage of Gasohol. Meanwhile, the government Public Relation activities were not as effective as it should be, so consequently lack of understanding of the public on gasohol quality and the advantages of using it could then be expected. The researcher recommended that the Government should consider the improvement of the factors of price and quality, together with the increasing number of Gasohol Stations. Conditions and standards in Gasohol Strategy should be implemented with compliance to market mechanism. In addition, the government should publicize continuously and constantly all aspects of the advantages of Gasohol usage. This practice would finally lead to the achievement of Gasohol Strategy and consequently the public would switch from Benzine 91 and 95 to Gasohol.
