Abstract
การวิจัยนี้มีวัตถุประสงค์เพี่อ (1) ศึกษาคุณลักษณะของพรรคการเมืองที่เป็นสถาบันทางการเมืองของประชาชน (2) ศึกษาพัฒนาการทางการเมืองของพรรคประชาธิบัตย์และพรรคชาติไทยที่จะนำไปสู่การเป็นสถาบันทางการเมืองของประชาชน และ (3) แนวทางในการพัฒนาพรรคการเมืองไทยให้เป็นสถาบันทางการเมืองของประชาชน
ผลการวิจัยพบว่า (1) กลุ่มตัวอย่างมีความคิดเห็นสอดคล้องกับแนวคิดของแซมมวล พี
สันติงตัน ว่าพรรคการเมืองที่เป็นสถาบันทางการเมืองมีคุณลักษณะสำคัญสี่ประการ คือ มีความสามารถในการปรับตัว มีความสลับซับซ้อนมาก มีความเป็นอิสระจากอิทธิพลใดๆ และมีความกลมเกลียวเป็นปึกแผ่นอยู่มาก และยังสอดคล้องกับแนวคิดของ โจเซฟ ลาพาลอมบารา และ ไมรอน ไวเนอร์ ที่ว่าทฤษฎีสถาบัน เป็นทฤษฎีที่อธิบายว่า กำเนิดของพรรคการเมืองนั้นเกิดขึ้นจากการรวมตัวในรูปของสโมสรและกลุ่ม ซึ่งภายหลังได้กลายเป็นพรรคการเมือง พรรคการเมืองที่เป็นสถาบันทางการเมืองของประชาชนต้อง
มีคุณลักษณะสำคัญเพิ่มเติมคือ การสร้างการมีส่วนร่วมของประชาชน และการเปลี่ยนแปลงวัฒนจรรมทางการเมือง (2) กรณีพรรคประชาธิปัตย์ได้พัฒนาพรรคไปสู่การเป็นสถาบันทางการเมือง แต่ก็ยังไม่บรรลุความเป็นสถาบันทางการเมืองของประชาชน เนื่องจากยังขาดกิจกรรมการมีส่วนร่วมของประชาชนที่มากเพียงพอและต่อเนื่อง กรณีพรรคชาติไทยในช่วงเวลาของการดำรงอยู่ยังไม่สามารถพัฒนาพรรคไปสู่
การเป็นสถาบันทางการเมือง โดยขาดความสามารถในการปรับตัว และยังขาดกิจกรรมการมีส่วนร่วมของประชาขนที่มากเพียงพอและต่อเนื่อง (3) สำหรับแนวทางการปฎิบ้ติเพื่อพัฒนาพรรคการเมืองไปสู่การเป็นสถาบันทางการเมืองของประชาชนนั้น จะต้องพัฒนาระบอบประชาธิปไตย 3 ส่วนไปพร้อมๆ กัน ได้แก่ ระบบการเมือง นักการเมือง และประชาชน
The objectives of this research were to (1) study the characteristics of political parties that are civic political institutions; (2) study the political development of the Democrat Party and the Chart Thai Party towards civic political institutions; and (3) recommend ways of developing Thai political parties into civic political institutions. This was a qualitative research based on critical analysis, analysis of documentary data and data from interviews with a sample, chosen through purposive sampling, of 32 people who were members or former members of the Democrat and Chart Thai Parties as well as political commentators. The results showed that (1) the sample agreed with the ideas of Samuel p. Huntington that political parties that are civic political institutions have four major characteristics: the ability to adapt, a high level of complexity, freedom from influence, and a high degree of unity and solidarity. This is consistent with the concept of Joseph La Palombara and Myron Weiner, who wrote that the institutional theory explains that political parties arise from the joining together of clubs and interest groups. Political parties that are civic institutions must have the additional characteristic of creating public participation and bringing about change in the political culture. (2) The Democrat Party has developed to become a political institution, but it is still not a civic political institution because it lacks sufficient and consistent activities with public participation. The Chart Thai Party, when it was still in existence, had not developed to be a political institution because it lacked the ability to adapt as well as sufficient and consistent activities with public participation. (3) The way to develop Thai political parties into civic political institutions is to develop the three major components of democracy, namely, the political system, politicians and the public.
