Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาททางการเมืองในท้องถิ่นของสาขาพรรคประชาธิปัตย์ในเขตอำเภอเมือง จังหวัดเชียงใหม่ (2) ศึกษาปัญหาอุปสรรคในบทบาททางการเมืองใน
ท้องถื่นของสาขาพรรคประชาธิปัตย์ในเขตอำเภอเมือง จังหวัดเชียงใหม่ (3) เพื่อเสนอแนะแนวทางแก้ไขปัญหาบทบาททางการเมืองในท้องถิ่นของสาขาพรรคประชาธิปัตย์ในเขตอำเภอเมือง จังหวัดเชียงใหม่ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพโดยการศึกษาเอกสาร และคัดเลือกกลุ่มตัวอย่าง โดยวิธีการคัดเลือกแบบเจาะจง ได้แก่ คณะกรรมการสาขาพรรค จำนวน 8 คน สมาชิกพรรค จำนวน 2 คน เจ้าหน้าที่ สำนักงานคณะกรรมการเลือกตั้งประจำจังหวัด 2 คน โดยเครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่ แบบ สัมภาษณ์แบบเจาะจง และการวิเคราะห์ข้อมูลเชิงพรรณนาผลวิจัยพบว่า (1) สาขาพรรคประชาธิปัตย์ได้ดำเนินบทบาททางการเมืองในท้องถิ่นที่สำคัญหลายบทบาท ได้แก่ บทบาทในการรับและสรรหาบุคคลเข้าเป็นสมาชิกพรรค บทบาทในการให้ความรู้ทางการเมืองแก่สมาชิกพรรคและประชาชนทั่วไป บทบาทการรับฟังปัญหาความเดือดร้อนจากสมาชิกพรรคและประชาชนทั่วไป บทบาทการเป็นตัวเชื่อมระหว่างพรรคกับสมาชิกพรรคและประชาชนทั่วไป บทบาทการเผยแพร่นโยบายและกิจกรรมของพรรค บทบาทการพิจารณาคัดเลือกตัวผู้สมัครรับเลือกตั้งในนามของพรรค บทบาทการช่วยรณรงค์หาเสียงให้กับผู้สมัครรับเลือกตั้งของพรรค (2) ปัญหาอุปสรรคในการดำเนินบทบาททางการเมืองในท้องถิ่นของสาขาพรรคประชาธิปัตย์ ได้แก่ 1) ปัญหาทางด้านงบประมาณหรือเงินทุนที่ไม่เพียงพอต่อการจัดกิจกรรมต่างๆ ส่งผลให้เกิดปัญหาต่างๆ เช่น เป็นปัญหาความล่าช้าในการแก้ปัญหาความเดือดร้อนให้กับประชาชน 2) ขาดความสัมพันธ์ระหว่างพรรค สมาชิกพรรค และประชาชนทั่วไป เป็นต้น และ นโยบายของพรรคไม่เป็นที่นิยมชมชอบของประชาชนในพื้นที่ (3) ข้อเสนอแนะ คือ 1) คณะกรรมการการเลือกตั้ง และพรรคประชาธิปัตย์ควรเพิ่มงบประมาณหรือเงินสนับสนุนให้กับสาขาพรรคตามความเป็นจริงเพียงพอต่อการดำเนินกิจกรรม 2) ให้ความรู้กับทางสาขาและสมาชิกพรรคอย่างต่อเนื่อง 3) ทางสาขาควรพัฒนาความล่าช้าในการแก้ไปปัญหาให้กับประชาชนปรับนโยบายให้เข้ากับประชาชนในพื้นที่ 4) ให้โอกาสสมาชิกในการถูกคัดเลือกให้เป็นผู้สมัครรับเลือกตั้ง 5) สร้างความสัมพันธ์ที่ดีระหว่างพรรค สมาชิกพรรค และประชาชนทั่วไปให้มีความแน่นแฟ้นขึ้น
This research was aimed to: (1) comprehend local political roles of a party branch of Democrat Party within Mueang District, Chiang Mai Province; (2) study problems of local political roles of a party branch of Democrat Party within Mueang District, Chiang Mai Province; and (3) draw a suggestion in solving problems of local political roles of a party branch of Democrat Party within Mueang District, Chiang Mai Province. This research was a qualitative research based upon a literature review. The sample group such as 8 party branch committees, 2 party members, and 2 officers of Provincial Election Commission was selected by a purposive method. The tool used to collect data in this research was a focused interview and the data was analyzed by a descriptive method. The result of the research found as follows. (1) The party branch of Democrat Party played various local political roles such as recruiting the party members, giving knowledge to party members and ordinary people, hearing problems and troubles of party members and ordinary people, serving as a link between the party and its member and ordinary people, promoting the party’s policies and activities, screening candidates on behalf of the party, and helping in a campaign for an election for the party’s candidate. (2) The party branch of Democrat Party encountered the problems in carrying out local political roles, which were mostly a budget or insufficient fund for arranging activities. This had consequences like delay in solving problems for people, lack of interrelation between the party, its members and ordinary people and the long-term policy that was unfavorable by local people. (3) In light of the suggestion in local political roles of the party branch of Democrat Party, the Election Commission and the headquarter should increase the budget to the party branch to cover the actual costs of arranging activities, and consistently give knowledge to the party branch and its member while the party branch should develop all and every aspect that causes delay in solving problems to people, adjust policies to meet the local people’s need, provide more opportunity to its members to be elected as a candidate, build up the good relationship between the party, its member and ordinary people.
