Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) เปรียบเทียบปัญหาเกี่ยวกับความพร้อมในการบริหารจัดการระหว่างเทศบาลตำบลห้วยยอดกับเทศบาลตำบลนาวงในอำเภอห้วยยอด จังหวัดตรัง ตามแนวทางการปฏิบัติราชการตามคำรับรองของหน่วยงาน และ (2) เปรียบเทียบการพัฒนาความพร้อมในการบริหารจัดการระหว่างเทศบาลตำบลห้วยยอดกับเทศบาลตำบลนาวงในอำเภอห้วยยอด ตามแนวทางการปฏิบัติราชการตามคำรับรองของหน่วยงาน การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.88 สำหรับกลุ่ม ตัวอย่างได้แก่ ประชาชนในเขตพื้นที่ของเทศบาลตำบลห้วยยอด 586 คน และเทศบาลตำบลนาวง 534 คน รวม 1,120 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 999 ชุด คิดเป็นร้อยละ 89.19 ของ แบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาเปรียบเทียบความคิดเห็นระหว่างกลุ่มตัวอย่างของเทศบาลตำบลทั้ง 2 แห่ง พบว่า ไม่แตกต่างกัน กล่าวคือ (1) ปัญหาที่สำคัญ คือ เทศบาลตำบลทั้ง 2 แห่งขาดความพร้อมในการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการควบคุม และการตรวจสอบการปฏิบัติตามแผน และ (2) การพัฒนาที่สำคัญ คือ เทศบาลตำบลทั้ง 2 แห่งควรกำหนดเป็นนโยบาย รวมทั้งมาตรการที่ชัดเจน และต่อเนื่องในการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการควบคุม และ การตรวจสอบการปฏิบัติตามแผน
The objectives of this research we to study and to (1) compare problems of the readiness of administration between the Huai Yot and the Nawong Subdistrict Municipalities in Huai Yot District of Trang Province according to the Performance Agreement of Agency Guideline; and (2) compare development of administration readiness between the Huai Yot and the Nawong Subdistrict Municipalities in Huai Yot District according to the Performance Agreement of Agency Guideline. This research was a survey research using questionnaires which passed pre-test including validity and reliability checks at 0.88 level. The total sampling group of 1,120 people were divided into 586 and 534 people of in the areas of the Huai Yot and the Nawong Subdistrict Municipalities respectively. The 999 sets of questionnaire were collected which equal to 89.19 % of the total samples. Statistics were percentage, mean, standard deviation, and t-test. The comparative study results showed that of the both subdistrict municipalities’ opinions were indifferent, namely (1) the main problem was the lack of readiness in opening opportunities for people participation in controlling and checking the implementation of plan; and (2) the main development was the both subdistrict municipalities should establish the explicitly and continuity of plan and measure in terms of opening opportunities in controlling and checking the implementation of plan.
