Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับขีดความสามารถในการบริหารจัดการเพื่อการสืบสวนสอบสวนของกองบังคับการตำรวจนครบาล 9 (2) แนวทางการเพิ่มขีดความสามารถในการบริหารจัดการเพื่อการสืบสวนสอบสวนของกองบังคับการตำรวจนครบาล 9 และ (3) ยุทธศาสตร์การเพิ่มขีดความสามารถในการบริหารจัดการเพื่อการสืบสวนสอบสวนของกองบังคับการตำรวจนครบาล 9 การศึกษานี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ ซึ่งรวมทั้งผ่าน การหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.98 สำหรับกลุ่มตัวอย่าง ได้แก่ ข้าราชการตำรวจที่ปฏิบัติงานในกองบังคับการตำรวจนครบาล 9 จำนวน 1,036 ซึ่งได้มาจากการคำนวณโดย ใช้สูตรการหาจำนวนกลุ่มตัวอย่างของ ทาโร่ ยามาเน่ เก็บรวบรวมแบบสอบถามคืนมาได้ 958 ชุด คิดเป็น ร้อยละ 92.47 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และ การทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาสำคัญ คือ ข้าราชการตำรวจบางส่วนของกองบังคับการตำรวจนครบาล 9 ไม่มีจิตสำนึกที่ดีงามในการบริหารจัดการด้านการประสานงานเพื่อการสืบสวนสอบสวน (2) แนวทางการเพิ่มขีดความสามารถที่สำคัญ คือ ผู้บริหารทุกระดับควรปลูกฝังหลักธรรม และ จรรยาบรรณของตำรวจแก่ข้าราชการตำรวจ พร้อมทั้งควรประพฤติตัวเป็นแบบอย่างที่ดีให้แก่ข้าราชการ ตำรวจ และ (3) ยุทธศาสตร์การเพิ่มขีดความสามารถในการบริหารจัดการที่สำคัญ คือ การกำหนดเป็นยุทธศาสตร์ให้กองบังคับการตำรวจนครบาล 9 เพิ่มขีดความสามารถในการบริหารจัดการด้าน การประสานงานเพื่อการสืบสวนสอบสวนอย่างชัดเจนและต่อเนื่อง
The main objectives of this study were to study (1) problems of management administration capabilities for the investigation of the Metropolitan Police Division 9, (2) the increase of management administration capabilities guidelines for the investigation of the Metropolitan Police Division 9, and (3) strategies of the increase of management administration capabilities for the investigation of the Metropolitan Police Division 9. This study was a survey research using questionnaires which passed pretest including validity check and reliability check at 0.98 level. Total samples of 1,036 were policemen in the areas of the Metropolitan Police Division 9, calculated by Taro Yamane’s formula at the confidence level 95%. The 958 sets of questionnaire were collected, equal to 92.47 % of the total samples. Statistics used in this study were percentage, mean, standard deviation, and t-test. In-dept interview of experts was also applied. The study results showed that (1) the main problem was some policemen of the Metropolitan Police Division 9’s lack of good consciousness in management administration capabilities regarding coordination for the investigation; (2) the main increase of management administration capabilities guidelines were the executives at all levels should establish the moral principle and the police code of ethics to the policemen as well as behave as good example for the policemen; and (3) the main strategy of the increase of management administration capabilities was the clear and continuous establishment of strategy for the Metropolitan Police Division 9 to increase the management administration capabilities regarding coordination for the investigation.
