Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์การจัดการขยะมูลฝอยของเทศบาลเมืองท่าเรือพระแท่น (2) ศึกษาปัญหาอุปสรรคในการจัดการขยะมูลฝอยของเทศบาลเมืองท่าเรือพระแท่น (3) เสนอแนะแนวทางที่เหมาะสมในการพ้ฒนาการจัดการขยะมูลฝอยเพื่อรองรับขยะมูลฝอยที่เพิ่มขึ้นของเทศบาลเมืองท่าเรือพระแท่น กลุ่มตัวอย่าง คือ (1) กลุ่มผู้บริหารและเจ้าหน้าที่เทศบาลเมืองท่าเรือพระแท่น 46 คน (2) กลุ่มหัวหน้าครัวเรือนในเขตเทศบาลเมืองท่าเรือพระแท่น 349 คน รวมทั้งสิ้น 395 คน (3) กลุ่มผู้ให้ข้อมูลหลักในการสัมภาษณ์เชิงลึกและการสนทนากลุ่ม ได้แก่ ผู้บริหารและสมาชิกสภาเทศบาลเมืองท่าเรือพระแท่น และประธานชุมชนในเขตเทศบาลเมืองท่าเรือพระแท่น เครื่องมือที่ใช้เป็นแบบสอบถามและแบบสัมภาษณ์เชิงลึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าสูงสุด ค่าตํ่าสุด ผลการวิจัยพบว่า (1) เทศบาลเมืองท่าเรือพระแท่นใช้ทรัพยากร คน เงิน วัสดุอุปกรณ์และการบริหารจัดการในการดำเนินการจัดการขยะมูลฝอย โดยสามารถเก็บรวบรวมขยะมูลฝอยได้ ร้อยละ 75 ของพื้นที่ทั้งหมด การเก็บขนขยะมูลฝอยได้ ร้อยละ 80 ของขยะทั้งหมด การกำจัดขยะมูลฝอยได้ รัอยละ 75 ของขยะทั้งหมด และดำเนินการรักษาความสะอาดอยู่ในระดับปานกลางเป็นไปตามเป้าหมาย (2) ป้ญหาอุปสรรคในการจัดการขยะมูลฝอย ได้แก่ คนงานกวาดขยะคนงานเก็บขนขยะ ถังขยะ รถยนต์เก็บขนขยะแบบอัดท้าย รถยนต์เก็บขนขยะแบบรถกระบะ และสถานที่กำจัดขยะไม่เพียงพอ (3) ข้อเสนอแนะในการจัดการขยะมูลฝอย เทศบาลเมืองท่าเรือ พระแท่น ควรเพิ่มคนงานกวาดขยะ คนงานเก็บขนขยะ ถังขยะ คนงานเก็บขนขยะ ถังขยะ รถยนต์เก็บขนขยะแบบอัดท้าย รถยนต์เก็บขนขยะแบบรถกระบะ และสถานที่กำจัดขยะให้เพียงพอ เพื่อรองรับปริมาณขยะที่มีเพิ่มขึ้น รวมทั้งศึกษาวิธีกำจัดขยะที่เหมาะสม เพื่อให้การจัดการขยะมูลฝอยเป็นไปอย่างมีประสิทธิภาพยิ่งขึ้น
The objectives of this research were (l)to analyse the management of solid waste of Tharuapratan Municipality. (2) to study the problems and obstacles of management of solid waste of Tharuapratan Municipality. (3) to suggest the ways to develop the management of solid waste for overcoming garbages increasing in Tharuapratan Municipality. The samples were (1) 46 executives and officers, (2) 349 leaders of households, totaling 395 people, (3) key informants came from the executives, the council members and the heads of communities of the municipality. The research instruments were questionaires, and indepth interviews. The statistics used for the analysis were percentage and mean. The results of this research were (1) Tharuapratan Municipality utilized man. money, materials, and management for garbage collecting 75 percent of total area, garbage disposing 80 percent of total amount, garbage eliminating 75 percent of total garbage, and keeping clean of municipal area at moderate level as for the target (2) the problems and obstacles of the management of solid waste were the shortage of workers, garbage bins, dump trucks, garbage trucks and garbage disposal areas (3) the suggestions for the management of the solid waste were to increase workers, garbage bins, dump trucks, garbage trucks, garbage disposal areas as well as to study the way to eliminate solid waste properly and efficiently.
