Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ผลสัมฤทธิ์ในการบริหารงานของศาลจังหวัดตลิ่งชัน (2) ปัจจัยที่มีความสัมพันธ์กับผลสัมฤทธิ์ในการบริหารงานของผู้บริหารศาลจังหวัดตลิ่งชัน และ (3) แนวทางในการสร้างผลสัมฤทธิ์ในการบริหารงานของผู้บริหารศาลจังหวัดตลิ่งชัน การศึกษาครั้งนี้เป็นการวิจัยเชิงสํารวจ ที่เน้นการวิจัยเชิงปริมาณ ประชากรที่ศึกษา คือ ข้าราชการ ตุลาการศาลยุติธรรม (ผู้พิพากษา) ในศาลจังหวัดตลิ่งชัน ข้าราชการศาลยุติธรรม ลูกจ้างประจํา ลูกจ้างชั่วคราว และพนักงานราชการในศาลจังหวัดตลิ่งชัน รวมจํานวน 139 คน กลุ่มตัวอย่างที่นํามาศึกษาในครั้งนี้จํานวน 102 คน โดยการใช้สูตรหาจํานวนกลุ่มประชากรในกรณีที่ทราบจํานวนประชากร โดยใช้สูตรคํานวนของทาโร่ ยามาเน่ วิธีการสุ่มตัวอย่างแบบใช้ความน่าจะเป็นด้วยวิธีการสุ่มแบบชั้นภูมิ และเครื่องมือที่ใช้ในการศึกษาคือ แบบสอบถาม ซึ่งมีค่าความเชื่อถือได้อยู่ในช่วงระหว่าง 0.75 - 0.98 และการสัมภาษณ์ผู้บริหารของศาลจังหวัดตลิ่งชันด้วยการสัมภาษณ์เชิงลึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีและการวิเคราะห์สัมประสิทธิ์ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหาโดยใช้กรอบการวิเคราะห์สภาพแวดล้อมและศักยภาพ ผลการศึกษาพบว่า (1) ระดับผลสัมฤทธิ์ในการบริหารงานของศาลจังหวัดตลิ่งชันมีมากกวาร้อยละ ่ 70 ซึ่งยอมรับสมมติฐานที่ตั้งไว้ โดยมีนัยสําคัญทางสถิติที่ระดับ 0.05 (2) ปัจจัยที่มีความสัมพันธ์กับผลสัมฤทธิ์ในการบริหารงานของศาลจังหวัดตลิ่งชัน ได้แก่ปัจจัยการบริหารแบบมุ่งผลสัมฤทธิ์ การบริหารเชิงกลยุทธ์การบริหารกิจการบ้านเมืองที่ดี ปัจจัยด้านสมรรถนะ และปัจจัยด้านแรงจูงใจในการทํางาน อย่างมีนัยสําคัญทางสถิติที่ระดับ 0.05และ (3) แนวทางในการสร้างผลสัมฤทธิ์ในการบริหารงานของผู้บริหารศาลจังหวัดตลิ่งชัน คือ 1) ควรนําปัจจัยการบริหารมุ่งผลสัมฤทธิ์ การบริหารเชิงกลยุทธ์ การบริหารกิจการบ้านเมืองที่ดี ปัจจัยด้านสมรรถนะ และปัจจัยแรงจูงใจในทํางาน มาใช้เพิ่มมากขึ้น 2) ควรมีการประสานความร่วมมือระหว่างศาลกับหน่วยงานในกระบวนการยุติธรรมหรือหน่วยงานอื่นที่เกี่ยวข้องให้ได้รับความร่วมมือมากยิ่งขึ้น 3) ควรเน้นการทํางานเชิงรุก โดยการนําเทคนิคและเทคโนโลยีที่ทันสมัยเข้ามาใช้ เน้นการให้บริการประชาชนได้เทียบเท่าองค์การเอกชน เพิ่มการมีส่วนร่วมของประชาชน ลดขั้นตอนการดําเนินงาน 4) ส่งเสริมให้มีการพัฒนาสมรรถนะ ยกระดับทักษะความรู้ ความสามารถของข้าราชการศาลยุติธรรมในศาลจังหวัดตลิ่ังชัน เพื่อสร้างผลงานให้สอดคล้องกับเป้าหมายที่กำหนดไว้และเพื่อ ความก้าวหน้าในหน้าที่การงาน 5) ปรับปรุงกฎ ระเบียบ ข้อบังคับให้มีความทันสมัยสอดคล้องกับสถานการณ์ปัจจุบัน 6) ควรประเมินผลสัมฤทธิ์ในการบริหารงานอย่างต่อเนื่อง เพื่อนําข้อมูลที่ได้มาพัฒนากลยุทธ์ในการบริหารงานศาลยุติธรรมให้เกิดประสิทธิภาพและประสิทธิผลต่อไป
The objectives of this study were to study: (1) the achievement of the administration of Talingchan Provincial Court; (2) factors correlating with the achievement of the administration of Talingchan Provincial Court; and (3) approaches to enhance the achievement of the administration by executives of Talingchan Provincial Court This study was a survey research, focusing on quantitative research. Population was judges, officials and employees working for Talingchan Provincial Court totally 139 persons. Samples were 102 samples. This study used the formula of Taro Yamane in case of knowing the exact number of population Sampling used probability sampling, stratified random sampling method. Research instrument was a questionnaire with reliability value between 0.75-0.98 and in-depth interview for the executive of Talingchan Provncial Court. Statistics employed were frequency, percentage, mean, standard deviation, one sample t-Test and Pearson’s Correalation Coefficient. For qualitative data analysis used content analysis by SWOT analysis. The results revealed that: (1) percentage of level of achievement of the administration of Talingchan Provincial Court was higher than 70 which hypothesis was acceptable; (2) factors correlating with the achievement of the administration were result based management factor, strategic management factor, good governance factor, competency factor and motivation factor at statistical significance level of 0.05 and; (3) approaches to enhance the achievement of the administration by executives of Talingchan Provincial Court were the organization should: 1) promote factors regarding result based management, strategic management, good governance, competency and motivation 2) enhance the collaboration between the court and other juridical agencies or relevant agencies 3) focus on proactive implementation by utilizing modern information technology in public service in equivalent to the service by private organization, improve people participation and reduce redundant work 4) encourage competency development, enhance knowledge, skills of officials of Talingchan Provincial Court in order to create outcome that aligned with the ultimate goals and the progress in work 5) amend and modernize relevant laws, regulations, rules to the current situation 6) assess the achievement of the administration continuously in order to apply gained data to develop tactics in juridical administration work efficiently and effectively in the future.
