Abstract
การศึกษาเรื่อง การจัดการความขัดแย้งจากโครงการก่อสร้างโรงไฟฟ้าชีวมวลในพื้นที่ตำบลสีคิ้ว อำเภอสีคิ้ว จังหวัดนครราชสีมา เป็นการศึกษาที่มีวัตถุประสงค์เพื่อ (1) ศึกษาพัฒนาการของความขัดแย้งที่เกิดจากโครงการก่อสร้างโรงไฟฟ้าชีวมวลในพื้นที่ตำบลสีคิ้ว อำเภอสีคิ้ว จังหวัดนครราชสีมา (2) ศึกษากลไกในการจัดการความขัดแย้งจากโครงการก่อสร้างโรงไฟฟ้าชีวมวลในพื้นที่ตำบลสีคิ้ว อำเภอสีคิ้ว จังหวัดนครราชสีมา และ (3) เสนอแนะแนวทางในการจัดการความขัดแย้งที่เหมาะสมต่อปัญหาจากโครงการก่อสร้างโรงไฟฟ้าชีวมวลในพื้นที่ตำบลสีคิ้ว อำเภอสีคิ้ว จังหวัดนครราชสีมา และใช้เป็นแนวทางในการแก้ไขปัญหาความขัดแย้งจากโครงการก่อสร้างโรงไฟฟ้าชีวมวลในพื้นที่อื่น ๆ การศึกษาวิจัยเป็นการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์ผู้ให้ข้อมูลเชิงลึกแบบเจาะจงจากผู้ให้ข้อมูลสาคัญ 4 กลุ่ม ได้แก่ กลุ่มเจ้าหน้าที่รัฐที่รับรู้ มีส่วนเกี่ยวข้อง และติดตามปัญหาความขัดแย้ง กลุ่มประชาชนผู้คัดค้านโครงการ กลุ่มประชาชนที่เป็นกลาง และกลุ่มประชาชนที่สนับสนุนโครงการ จานวน 20 คน จากนั้นนาข้อมูลที่ได้มาวิเคราะห์เชิงพรรณนา ผลการศึกษาพบว่า (1) พัฒนาการของความขัดแย้งเริ่มต้นปรากฏให้เห็นอย่างเป็นรูปธรรมภายหลังการชี้แจงโครงการของผู้ดำเนินโครงการและมีการรับฟังความคิดเห็นเพื่อที่จะก่อสร้างโรงไฟฟ้า โดยการรับฟังความคิดเห็นมีประชาชนเห็นด้วยมากกว่ากลุ่มผู้คัดค้าน จึงทำให้มีการออกมาคัดค้านของกลุ่มที่ไม่เห็นด้วยโดยการเดินขบวน การติดป้ายคัดค้าน การยื่นหนังสือถึงหน่วยงานภาครัฐ และการฟ้องร้องต่อศาลปกครอง ด้วยเหตุผลเรื่องการชี้แจงโครงการที่ไม่ครอบคลุมของผู้ดำเนินโครงการ การรับฟังความคิดเห็นที่ไม่ครอบคลุมในทุกกลุ่ม และความกังวลด้านผลกระทบจากปัญหามลพิษ และผลกระทบต่อวิถีชีวิต โดยในปัจจุบัน (2564) ความขัดแย้งยังคงอยู่ (2) กลไกที่ฝ่ายต่าง ๆ พยายามนำมาใช้ในการจัดการความขัดแย้งมีทั้งกลไกทางกฎหมาย กลไกในการเคลื่อนไหวแสดงออกเชิงสัญลักษณ์ และการยื่นหนังสือร้องเรียนต่อหน่วยงานของรัฐที่เกี่ยวข้อง แต่ก็ยังไม่สามารถจัดการความขัดแย้งที่เกิดขึ้นได้ (3) ข้อเสนอแนะที่ได้จากการวิจัยสำหรับกรณีศึกษานี้พบว่าการพูดคุยทำความเข้าใจและหาข้อตกลงจากทุกฝ่ายน่าจะเป็นแนวทางที่เหมาะสมที่สุด เนื่องจากจะเป็นการเปิดให้มีการเข้ามามีส่วนร่วมของทุกฝ่าย เพื่อนำเสนอความต้องการและเป็นการหาข้อยุติในข้อขัดแย้งต่าง ๆ ขณะที่ข้อเสนอที่สามารถนำไปใช้กับกรณีอื่น ๆ นอกจา
The objectives of this were: 1) to study the developments of the conflicts from the biomass power plant project; 2) to study mechanisms applied to solve the conflicts; and 3) to give suggestions as the way to manage the problems appropriately which could be used as guidelines in addressing the future conflicts. The study is a qualitative research in which the information was drawn from 4 specific groups of people: 1) the government officials who were aware of the conflicts and involved with the problem solving, 2) the people protesting the project, 3) the neutral parties, and 4) the people supporting the project. The total of all 4 clusters were of 20 people and the information gained was then analyzed descriptively. The results of the research indicated that 1) the conflicts were clearly developed after the explanation from the project developers and the public hearing on power plant building. The outcome of the public hearing showed that there were more supporters towards the building of the power plant than the people opposing the project. The protesters then started their demonstrations by marching, hanging the posters, handing the open letter to the government, and filing a case before the Administrative Court complaining that the explanation did not cover a part about project developers, the public hearing did not include all parties, and there were concerns over pollution and its impacts on people’s way of life. The mentioned conflicts have been continuing in year 2021. The study also revealed 2) the mechanisms that parties involved applied to manage the conflicts e.g., legal mechanisms, symbolic demonstrations, and open letter for the government officials; however, the conflicts were unsolved. 3) The results of the research on the case study suggest that the most appropriate solution to the conflict is to create a dialogue among all parties. By bringing everyone involved to the talk, all sides will have an opportunity to express their needs which would lead to the solution ending the conflicts. This suggestion could also be a guideline for other conflicting cases such as assigning exclusive zone for the building of the biomass power plant away from the local community and the changing of projects to solar power plant or wind energy power plant or any other future conflicts.
